RESOLUTION NO. 3033 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON, AUTHORIZING THE SUBMISSION OF A REQUEST FOR THE ALLOCATION OF FUNDS FROM THE ;3 PUBLIC UTILITIES COMMISSION OF THE STATE OF CALIFORNIA. 4 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS: 5 WHEREAS, Arthur E. Nelson, Jr., City Engineer and 6 Traffic Engineer, Interim, has submitted a request to the City 7 Council dated July 16, 1969, and 8 WHEREAS, said request urges the City Council to request 9 an allocation of funds from the Public Utilities Commission for a 10 maximum amount of $3,495.00, however, not to exceed one-half of 11 the actual costs of constructing protection at the Soto Street 12 crossing, just south of 54th Street, with the Union Pacific Rail- 13 road Company tracks (Crossing No. 3A-5.55C) and 14 WHEREAS, it is deemed in the best interests of the City 15 of Vernon, and for the benefit of the general public of the State 16 of California that said request for allocation of funds be executed, 17 18 NOW, THEREFORE, BE IT RESOLVED: SECTION 1: That the City Council of the City of Vernon 19 does hereby approve the recommendation of the Interim Traffic 20 Engineer- City Engineer, dated July 16, 1969, and authorizes and 21 directs the Mayor and the City Clerk of the City of Vernon, to 22 execute and forward to thee Public Utili ties Commission of the State 23 of California, a.. request for allocation of funds in the form set 24 forth and attached to the letter of the Traffic Engineer referred 25 to above. 26 SECTION 2. That the City Clerk of the City of Vernon is 27 hereby authorized and directed to certify to the passage of this 28 resolution, and thereupon and thereafter the same shall be in full 29 force and effect. 30 ADOPTED and APPROVED this 5th day of August, 1969. 31 ATTEST;... ~CitY Clerk 32 1. Crossing Protection Fund, Case No. Allocation Request No. Request of CITY OF VERNON for allocation from Crossing Protection Fund at crossing of Soto Street and the Union Pacific Railroad Company tracks at approximately 300 feet southerly of 54th Street. (Crossing No. 3A-5.55-C) ... REQUEST F,OR ALLOCATION OF FUNDS ----.------------------------ City of Vernon, State of California, hereby requests the Public Utilities Commission to make an allocation to applicant from the Crossing Protection Fund in the maximum amount of $3495.00, such allocation, how- ever, not to .exceed m1..e-half of the actual costs of applicant's share of the costs of constructing protection at .the crossing of the tracks of Union Pacific Railroad Company and Soto Street, being Crossing No. 3A-5. 55-C. 1. Attached as Exhibit A is a true copy of City of Vernon Resolution No. 5'Qz2..... authorizing the submission of this request. 2. Present Protectio~ consists of the following: (a) Two St~dard No.. l-A crossing signs. (b) Standard paint markings on street pavement. (c) Two standard advance warning signs. 3. Proposed Protection: Install three Standard No. 8 flashing light signals to replace the existing two Standard No. l-A crossing signs. '<l, 4. Vehicular traffic: 15,000 for heaviest cO:..1secutive 16 hO'.lrs of a day. 5. Attached as Exhibit B is a detailed estimate of the cost of install- ation of the proposed protection. ,This estimate was prepareq by the Union Pacific Railroad Company. 6. Attached as Exhibit C is a true copy of the contract between the City of Vernon and the Union Pacific Railroad Company. 7. The City of Vernon is willing and able to participate in the costs of construction in the amount of $3495.00 over and above the amount of requested allocation. This amount is now available. 8. During the last three fiscal years tha City of Vernon has expended approximately $20,000.00 for crossing protection. For the present fiscal year approximately $20,000.00 is available for' crossing protection. 9. Additional protection is needed at this. crossing for several reasons. (a) City of Vernon accident records for the past ten years in- dicate 10 accidents have occurred, 6 of which were injury accidents. (b) Restricted visibility in all quadrants by buildings and parking lots. (c) The high traffic volume, as indicated in item 4 above, con- tributes to the hazard. .' 2. C\, \VHEREFORE, Applicant requests an appropriate allocation from the Crossing Protection Fund.
