'. ,. , :1 I :1 RESOLUTION NO. 3039 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON, URGING THE LEAGUE OF CALIFORNIA CITIES TO OPPOSE ANY CHANGE IN THE CURRENT TAX EXEMPTION ON STATE AND LOCAL GOVERNMENT BOND INTEREST. THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS: WHEREAS, recent proposals have been made to the United States Congress regarding tax reform, and WHEREAS, one of said proposals would be to eliminate the tax-free exemption for interest paid on state and local government bonds, and WHEREAS, the adoption of such proposal would materially increase the expenses of local government at a time when local government is attempting to reduce such expenditures, NOW, THEREFORE, BE IT RESOLVED: SECTION 1: That the City Council of the City of Vernon 15 does hereby urge the League of California Cities to submit a 16 resolution at the League's next annual convention opposing any 17 change in the current tax exemption on State and local government 19 18 bond interest. SECTION 2. That the City Clerk of the City of Vernon 20 is hereby directed to forward a copy of this resolution to the 21 Resolution Committee of the League of California Cities. ~2 SECTION 3: The City Clerk of the City of Vernon is 23 hereby directed to certify to the passage of this resolution, and 24 thereupon and thereafter the same shall be in full force and 25 effect. 26 ADOPTED and APPROVED, this 16th day of September, 1969. 27 28 29 30 31 32 ATT~ F. RESOLUTION NO. 4820 A RESOLUTION OF THE COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, REQUESTING THE RESOLUTION COMMITTEE OF THE LEAGUE OF CALIFORNIA CITIES TO SUBMIT A RESOLUTION TO THE LEAGUE1S ANNUAL CONVENTION OPPOSING ANY CHANGE IN THE CURRENT TAX EXEMPTION ON STATE AND LOCAL GOVERNMENT BOND INTEREST WHEREAS, proposed legislation to change current tax exemption of State and local government bond interest is before the Congress of the United States~ and WHEREAS, if such proposed legislation is adopted, it will constrict substantially the market for State and local government bonds, increase the cost of capital financing for localities, and raise innumerable legal and constitutional problems~ and WHEREAS, it appears that to date none of the member cities have requested the League of California Cities to adopt a resolution opposing such legislation~ NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Redondo Beach, California, as follows: SECTION 1. That the Resolution Committee of the League of California Cities be requested to submit a resolution opposing any change of the current tax exemption of State and local government bond interest to the Annual Convention of the League of California Cities which is to be held in San Francisco, September 28 through October 1, 1969. SECTION 2. That copies of this resolution be transmitted to each Senator and Representative from California in the Congress of the United States and to Representative Wilbur D. Mills, Chairman, Ways and Means Committee, U. S. House of Representatives~ Senator -1- (4820) Russell B. Long, Chairman, Committee on Finance, U. S. Senate: and to each city in the State of California. SECTION 3. That the City Clerk shall certify to the passage and adoption of this resolution, shall enter the same in the Book of Resolutions of said city and shall cause the action of the City Council in adopting the same to be entered in the official minutes of said City Council.
