RESOLUTION NO. 3052
2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON, APPROVING
CONTRACT NO. 348 FOR JEWEL AVENUE (PRIVATE) WATER AND SEWER LINE
3 CONSTRUCTION, AND GIVING THE NOTICE INVITING SEALED PROPOSALS OR
BIDS IN ACCORDANCE WITH CONTRACT NO. 348 OF THE CITY OF VERNON.

5 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
6 WHEREAS, there has been presented to the City Council
7 of the City of Vernon, Contract No. 348 providing for Jewel
8 Avenue (private) water and sewer line construction; and
9 WHEREAS, the City Council of the City of Vernon has
10 determined that it is in the best interests of the City that said
11 contract be awarded in accordance with applicable State laws;
12 NOW, THEREFORE, BE IT RESOLVED:

SECTION 1: That Contract No. 348 is hereby approved by
14 the City Council of the City of Vernon.

SECTION 2: That the City Clerk of the City of Vernon
16 is hereby directed to file in his office in the City Hall of the
17 City of Vernon a copy of Contract No. 348.

SECTION 3: That the City Clerk of the City of Vernon is
19 hereby directed to give notice in writing inviting sealed pro-
20 posals or bids for Jewel Avenue (private) water and sewer line
21 construction in accordance with Contract No. 348, and in accord-
22 ance with this resolution.

SECTION 4: There being no newspaper of general circula-
24 tion printed, published, or circulated in the City of Vernon, the
25 City Clerk is hereby directed to post said notice or cause the
27 City of Vernon, to wit: The northwest corner of 38th Street and
26 same to be posted in three (3) of the most public places in the
28 Santa Fe Avenue, the northeast corner of Leonis Boulevard and
29 Pacific Boulevard, and on the bulletin board in the lobby of the
30 City Hall in the City of Vernon, located at 4305 Santa Fe Avenue,
31 in said City.

SECTION 5: That the City Council of the City of Vernon
2 has ascertained the general prevailing rate of per diem wages
3 in the locality in which the work described in Contract No. 348
4 is to beperf9tmed, for each craft, classification, or type of
5 workman needed <to execute the said contract, and that the general
6 prevailing rate of per diem wages and the general prevailing rate
7 for holiday and overtime work in the locality of the execution
8 of Contract No. 348 for each craft, classification, or type of
9 workman needed is set forth in said contract, and incorporated by
10 reference at this point for all purposes as if set forth in full,
11 and hereby approved by the City Council of the City of Vernon.

SECTION 6: That the City Clerk of the City of Vernon is
13 directed to post said notice forthwith and the first posting of
14 said notice shall be not less than ten (lO) days before the date
15 of opening bids for the proposed work. That said notice shall
16 provide that sealed proposals or bids will be received by the
17 City of Vernon, California, at the office of the City Clerk of
18 said City, at the City Hall, 4305 Santa Fe Avenue, until the hour
19 of two (2) o'clock P.M., on the 2nd day of December,1969, in
20 accordance with Contract No. 348 approved by said City.

SECTION 7: That the City Clerk of the City of Vernon
22 shall certify to the passage of this resolution and thereupon and
23 thereafter the same shall be in full force and effect.

2 NOTICE INVITING SEALED PROPOSALS OR BIDS FOR CONSTRUCTION OF WATER
MAIN AND SEWER LINE IN JEWEL AVENUE (PRIVATE) FROM 37TH STREET
3 NORTH APPROXIMATELY l130 FEET IN ACCORDANCE WITH CONTRACT NO. 348
OF THE CITY OF VERNON.

5 Pursuant to Resolution No. 3052 of the City of Vernon,
6 adopted on the 18th day of November, 1969, directing same, notice
7 is hereby given that sealed proposals or bids will be received by
8 the City.of Vernon, California at the office of the City Clerk
9 of said City, at the City Hall, 4305 Santa Fe Avenue, until the
10 hour of two (2) o'clock P.M., on the 2nd day of December, 1969,
11 for the construction of Jewel Avenue (private) Water and Sewer
12 Lines in accordance with Contract No. 348 approved by said City.
13 The proposals will be publicly opened and read in the Council
14 Chambers of the City Hall, located at 4305 Santa Fe Avenue, Vernon,
15 california, on. the date and at the time above mentioned. Speci-

fications and contract documents may be obtained at the above-
mentioned office of the City Clerk upon payment of a deposit of
ten dollars ($10.00) for each specification.
The construction to be done and materials to be furnishe
under said Contract No. 348 are approximately as follows:
Installing 8 inch diameter cast iron water main, in-
cluding valves and appurtenances, steel casing and manholes,
complete in place ll90 line ft.
Installing 8 inch diameter vitrified clay pipe sewer,
including manholes, junction chambers and steel casing, complete
in place 1167 line 1t.
The construction shall be in accordance with Plans Nos.
WD1843 and S1844 and Contract No. 348 heretofore approved by the
City Council of said City, and now on file in the office of the
City Clerk of said Ci~y, a copy of which may be secured from the
Director of Public Works of said City.
Bidders a.re hereby notified that, pursuant to the
provisions of Sections l770-l78l, inclusive, of the Labor Code of
the State of California, the City Council of the City of Vernon

3 in which this work is to be performed, for each craft or type of
4 workman or mechanic needed to execute the contract which will be
5 awarded to the successful bidder, and that Resolution No. 3052
6 of the City of Vernon establishes said rates, and is on file with
7 the City Clerk of the City of Vernon.
8 Notice is further hereby given that all bidders may
9 submit with their bids a sworn statement of their financial
10 responsibility, technical ability and experience. Such sworn
11 statement may be required before award is made to any particular
12 bidder.
13 To be entitled to consideration, each bid submitted
14 pursuant to this notice shall be made out on a form to be ob-
15 tained at the Office of the Traffic Engineer; shall be accompanied
16 by a certified check, draft or bid bond, payable at a bank
17 authorized to do business in the State of California, made payable
18 at sight to the City Clerk of the City of Vernon, in an amount
19 equal to ten per cent (10%) of the bid submitted, shall be
20 delivered to the City Clerk of the City of Vernon in a sealed
21 envelope at, or before, the time stated herein, and must be
22 plainly marked "Proposal for Contract No. 348".
23 The above-mentioned check or bond shall be given as a
24 guarantee that the bidder will enter into a contract if awarded
25 to him and will be declared forfeited if the successful bidder
26 refuses or neglects to enter into a contract of the required
27 form after being requested to do so by the City Clerk of the
28 Ci ty of Vernon, California. The successful bidder will be
29 required to furnish a labor and material bond in an amount equal
30 to fifty per cent (50%) of the contract price, and a faithful
31 performance bond in an amount equal to one hundred per cent
32 (lOO%) of the contract price.

2 draw his bid for a period of thirty (30) days after the date set
3 for the opening thereof.
4 A deposit of ten dollars ($lO.OO) will be required to
5 secure the Plans and Specifications, as a guarantee tha t the
6 Plans and Specifications will be returned, which deposit will be
refunded in case same are returned to the City in good condition
not later than thirty (30) days after the bids on the work will
have been opened.
The City of Vernon reserves the right to reject any and
all bids or waive any informality in the bid.
