RESOLUTION 3076
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON, URGING THE
LOS ANGELES COUNTY BOARD OF SUPERVISORS TO CONDUCT A>COMPREHENSIVE
INQUIRY INTO THE COSTOF.J.AW ENFORCEMENT SERVICES SUPPLIED BY THE
LOS ANGELES COUNTY SHERIFF'S DEPARTMENT TO CONTRACT CITIES.
WHEREAS the Los Angeles County Grand Jury recently re-
6 ceived a report from an independent accounting firm which dis-
7 closed that contract cities in. the. Los. Angeles County have not
8 paid the full cost of law enforcement'services provided to them
9 by the Los Angeles County Sbe'riff's Department; and
10 WHEREAS, this condition was created because all expenses
11 incurl'ed in supp11ingthis.. service, tb ~'i ties under contract with
12 the County were not included in the charges made to these cities
13 and this resulted in a shifting of a part of the cost. to all
14 taxpayers of Los Angeles County causing a disproportionate tax
15 assessment .on residents of . independent cities of Los Angeles
16 County unrela.ted to the services received from the County; and
17 WHEREAS,the County Board of Supervisors bas requested
18 the County Administrative .Officer to provide it with 1nformation
19 concerning the cost of supplying law enforcem~nt serv.ices to
20 contract cities of Los Angeles County;
21 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF VERNON

SECTION 1: That the City Council of the City of Vernon
24 respectfully urges the Los Angeles County Board of Supervisors
25 to implement Report No.2 to The Grand Jury for 1969 on the cost
26 of providing law enforcement services for contract cities.

SECTION 2: That the City Council of the City of Vernon
28 respectfully urges the Los Angeles County Board of Supervisors
2'9 to complete its study and report in sufficient time that neces-
30 sary changes may become effective in the 1970-71 fiscal year.

A RESOLUTION OF THE INDEPENDENT CITIES OF LOS
ANGELES COUNTY URGING THE LOS ANGELES COUNTY
BOARD OF SUPERVISORS TO CONDUCT A COMPREHENSIVE
INQUIRY INTO THE COST OF LAW ENFORCEMENT SERVICES
SUPPLIED BY THE LOS ANGELES COUNTY SHERIFF'S
DEPARTMENT TO CONTRACT CITIES.
WHEREAS, the Los Angeles County Grand Jury recently received a report
from an independent accounting firm which disclosed that contract
cities in the Los Angeles County have not paid the full cost of law
enforcement services provided to them by the Los Angeles County
Sheriff's Department; and
WHEREAS, this condition was created because all expenses incurred in
supplying this service to cities under contract with the County were
not included in the charges made to these cities and this resulted in
a shifting of a part of the cost to all taxpayers of Los Angeles County
causing a disproportionate tax assessment on residents of independent
cities of Los Angeles County unrelated to the services received from
the County; and
WHEREAS, the County Board of Supervisors has requested the County
Administrative Officer to provide it with information concerning the
cost of supplying law enforcement services to contract cities of Los
Angeles County;
NOW, THEREFORE, the Independent Cities of Los Angeles County resolves
as follows:
Section 1. That the Independent Cities of Los Angeles County
respectfully urges the Los Angeles County Board of
Supervisors to implement Report No. 2 to The Grand
Jury for 1969 on the cost of providing law enforce-
ment services for contract cities;
Section 2. That the Independent Cities of Los Angeles County
respectfully urges the Los Angeles County Board of
Supervisors to complete its study and report in
sufficient time that necessary changes may become
effective in the 1970-71 fiscal year.
Section 3. That a certified copy of this resolution shall be
forwarded to the Clerk of the Board of Supervisors
of Los Angeles County and to each member of the Board,
addressed to the Board of Administration, 500 W~st
Temple Stre~t, Los Angeles, California 90012.
Adopted and Approved by the Independent Cities of Los Angeles County
at its Regular Meeting of January 28, 1970.

The contract system of law enforcement by a Sheriff's Department began in
Los Angeles County and here developed into a significant concept in providing
local government services. A major issue in this system has been the deter-
mination of an acceptable arrangement for charging costs of the service in
a fair and equitable manner.
This year the National Institute of Law Enforcement and Criminal Justice
has approved a major study of nationwide significance to:
Delineate the statutory law enforcement obligations of the
Sheriff;
Identify functions performed in the discharge of these obli-
gations and other functions;
Determine the various cost elements which go to make up
the actual expense of these functions;
Establish standard formulae to be used in charging for non-statu-
tory law enforcement services performed under contract; and
Develop and test measures of cost effectiveness in the law
enforcement field.
Booz, Allen & Hamilton has been selected to perform this study. Under the
direction of experienced public administrators, we have assembled a team
of experts in law, law enforcement, accounting, cost analysis and cost effect-
iveness. In order to utilize all the information available and analyze actual
practice in the provision of law enforcement services, we ask your cooper-
ation in filling out our questionnaire. An extremely tight deadline has been
imposed in order to complete our study before 1971-72 budget preparation.

WHEREAS ,the Los Angeles County Grand Jury receatly
r~celved a 'report from. an independent accOUIltingfirm which
d~.aclosedthatcontract cities in the Los Angeles County have
not. paid the full cost of law eDfor~ement services provided
to them by the Los, Angeles County Sheriff'. Department; aDd
WBEUAS., this condition, va.s created becauseall
expenses incurred.in supplying this service to cities under
contract with tbeCounty were not included in the charges
made to these cities and this 'resulted in a shifting .of a
part of the cost/to all taxpayers of Los ADgeles County
causing a disproportionate tax aSsessment,on residents of
independentcit1.es of Los Angeles County unrelated to the
services received from the County;
NOWtl'l'HEUFOIlE, BE IT .RESOLVED that the City Council
of the City of, Lasqeles does J:espectful1y urge the Los
Angeles ,County Board of Supervisors to . implement Report 110. 2
to the GJ:andJury for 1969 on the cost of providing law
enf01:cea.nt services. for contract cities by imposing "full
absorption" costs; and
BE IT iESOLWD that the City Council of the City
of Los Angeles does further urge the Los ADgelesC~UDty
Doud of Supervisors to implement i.eport 110. 2 to the Grand
J'uryfor 1969-:1n ,. sufficient timethatneoessary chaDge...,.
