A.. _. .1 2 3 4 5 RESOLUTION 3076 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON, URGING THE LOS ANGELES COUNTY BOARD OF SUPERVISORS TO CONDUCT A>COMPREHENSIVE INQUIRY INTO THE COSTOF.J.AW ENFORCEMENT SERVICES SUPPLIED BY THE LOS ANGELES COUNTY SHERIFF'S DEPARTMENT TO CONTRACT CITIES. WHEREAS the Los Angeles County Grand Jury recently re- 6 ceived a report from an independent accounting firm which dis- 7 closed that contract cities in. the. Los. WHEREAS, the Los Angeles County Grand Jury recently received a report from an independent accounting firm which disclosed that contract cities in the Los Angeles County have not paid the full cost of law enforcement services provided to them by the Los Angeles County Sheriff's Department; and WHEREAS, this condition was created because all expenses incurred in supplying this service to cities under contract with the County were not included in the charges made to these cities and this resulted in a shifting of a part of the cost to all taxpayers of Los Angeles County causing a disproportionate tax assessment on residents of independent cities of Los Angeles County unrelated to the services received from the County; and WHEREAS, the County Board of Supervisors has requested the County Administrative Officer to provide it with information concerning the cost of supplying law enforcement services to contract cities of Los Angeles County; NOW, THEREFORE, the Independent Cities of Los Angeles County resolves as follows: Section 1. That the Independent Cities of Los Angeles County respectfully urges the Los Angeles County Board of Supervisors to implement Report No. 2 to The Grand Jury for 1969 on the cost of providing law enforce- ment services for contract cities; Section 2. That the Independent Cities of Los Angeles County respectfully urges the Los Angeles County Board of Supervisors to complete its study and report in sufficient time that necessary changes may become effective in the 1970-71 fiscal year. Section 3. A major issue in this system has been the deter- mination of an acceptable arrangement for charging costs of the service in a fair and equitable manner. This year the National Institute of Law Enforcement and Criminal Justice has approved a major study of nationwide significance to: Delineate the statutory law enforcement obligations of the Sheriff; Identify functions performed in the discharge of these obli- gations and other functions; Determine the various cost elements which go to make up the actual expense of these functions; Establish standard formulae to be used in charging for non-statu- tory law enforcement services performed under contract; and Develop and test measures of cost effectiveness in the law enforcement field. Booz, Allen & Hamilton has been selected to perform this study. Under the direction of experienced public administrators, we have assembled a team of experts in law, law enforcement, accounting, cost analysis and cost effect- iveness.
