2 A RESOLUTION OF THE CITY COUNCIL, OF THE CITY OF VERNON, APPROVING
CONTRACT NO. 358 FOR TRAFFIC SIGNAL INSTALLAT.ION, SANTA FE AVENUE
3 AT 27TH STREET, AND GIVING NOTICE INVtTING SEALED PROPOSALS OR.
BIDS IN ACCORDANCE WITH CONTRACT NO. 358 OF THE CITY OF VERNON.

5 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
6 WHEREAS, there has been presented to the City Council
7 of the City of Vernon contract No. 358, providing for traffic
8 signal installation, Santa Fe Avenue at 27th Street, and
9 WHEREAS, the City Council of the City of Vernon has
10 determined that it is in the best interests of the City that said
11 contract be awarded in accordance with applicable State laws,
12 NOW, THEREFORE, BE IT RESOLVED:

SECTION 1: That said contract is hereby approved by
14 the City Council of the City of Vernon.

SECTION 2: That the City Clerk of the City of Vernon
16 is hereby directed to file in his office in the City Ball of the
17 City of Vernon a copy of contract No. 358.

SECTION 3: That the City Clerk of the City of Vernon
19 is hereby directed to give notice in writing inviting sealed
20 proposals or bids for traffic signal installation, Santa Fe
21 Avenue at 27th Street in accordance with contract No. 358 and in
22 accordance with this resolution.

SECTION 4: There being no newspaper of general circu-
24 lation printed, published, or circulated in the City of Vernon,
25 the Ci~y Clerk is hereby directed to post said notice, or cause
26 the same to be p,osted, in three (3) of the most public places in
27 the City of Vernon, to wit: The northwest corner of 38th Street
28 and Santa Fe Avenue, the northeast corner of Leonis Boulevard
29 and Pacific Boulevard, and on the bulletin board in the lobby of
30 the City Hall in the City of Vernon, located at 4305 Santa Fe
31 Avenue in said City.

SECTION 5: That the City Council has ascertained the
2 prevailing rate of per diem wages in the locality in which the
3 work described in contr;act No. 358 is to be performed for each
4 craft, classification or type of workman needed to execute the
5 said contract, and the g-eneralprevailing rate of per diem
6 wages and the general prevailing rate for holiday and overtime
7 work in the locality of th~ execution of contract No. 358 for
8 each Graft, classification or type of workman needed is set forth
9 in said contract and inCorporated 'by reference at this point for
10 all purposes as if set forth in full, and hereby approved by the
11 City Council of the City of Vernon.

SECTION 6: That the City Clerk of the City of Vernon
13 is directed to post said notice forthwith, and the first posting
14 of said notice shall be not less than ten (10) days before the
15 date of opening bids for the proposed work. That said notice
16 shall provide that sealed proposals or bids will be received by
17 the City of Vernon, California, at the office of the City Clerk
18 of said City, at the City Hall, 4305 Santa Fe Avenue, until the
19 hour of two (2) o'clock P.M. on the 1st day of December, 1970,
20 in accordance with contract No. 358 approved by said City.

SECTION 7: That the City Clerk of the City of Vernon
22 shall certify to the passage of this resolution, and thereupon
23 and thereafter the same shall be in full force and effect.

1. NOTICE INVITING BIDS
2 NOTICE INVITING SEALED PROPOSALS OR BIDS FOR TRAFFIC SIGNAL
INSTALLATION AT THE INTERSECTION OF SANTA FE AVENUE AND 27TH
3 STREET, IN ACCORDANCE WITH CONTRACT NO. 358 OF THE CITY OF VERNON.
4 Pursuant to Resolution No. 4018 of the City of Vernon,
5 adopted on the 17th day of November, 1970, directing same, notice
6 is hereby given that sealed proposals or bids will be received by
7 the City of Vernon, California, at the office of the city Clerk of
8 said City, at the City Hall, 4305 Santa Fe Avenue, until the hour
9 of two (2) o'clockP.M., on the 1st day of December, 1970, for
10 traffic signal installation at the intersection of Santa Fe Avenue
11 and 27th Street, in accordance with contract No. 358 approved by
12 said City. The proposals will be publicly .opened and read in the

Council Chambers of the City Hall located at 4305 Santa Fe Avenue,
Vernon, California, on the date and at the time above mentioned.
Specifications and contract documents may be obtained at>the above-
mentioned office of the City Clerk upon payment of a deposit of
ten dollars ($10.00) for each specification.
The construction to be done and materials to be fur-
nished under said Contract No. 358 are approximately as follows:
Install signals, foundations, controller, cabinets,
conduit, conduct6rs,detectors <;1nd.dg all appurtenant
work as shown on Plan No. T 1863.
The construction shall be in accordance with Plan
T 1863 and Contract No. 358 heretofore approved by the City
Council of said city, and now on file in the office of the City
Clerk of said city, a copy of which may be secured from the
Director of Public Works of said City.
Bidders are hereby notified that, pursuant to the
28 provisions of Sections 1770-1781, inclusive, of the Labor Code of
29 the State of California, the City Council of the City of Vernon
30 has ascertained the general prevailing rate of per diem wages and
31 rates for legal holidays and for overtime work in the locality
32 in which this work is to be performed, for each craft or type of

1. workman or mechanic needed to execute the contract which will be
2 awarded to the successful bidder, and that Resolution No. 4018
3 of the city of Vernon establishes said rates, and is on file with
4 the City Clerk of the City of Vernon.
5 Notice is further hereby given that all bidders may sub-
6 mit with their bids a sworn statemeht of their financial responsi-
7 bility, technical ability and experience. Such sworn statement
8 may be required before award is made to any particular bidder.
9 To be entitled to consideration, each bid submitted
10 pursuant to this notice shall be made out on a form to be obtained
11 at the Office of the Director of Public Works; shall be accompanie
12 by a certified check, draft, or bid bond, payable at a bank
13 authorized to do business in the State-of California, made
14 payable at sight to the City Clerk of the City of Vernon, in an
15 amount equal to ten per cent (10%) of the bid su~itted, shall
16 be delivered to the City Clerk of the City of Vernon in a sealed
17 envelope at, or before, the time stated herein, and must be
18 plainly marked "Proposal for contract No. 35811.
19 The above-mentioned check or bond shall be given as a
20 guarantee that the bidder will enter into a contract if awarded
21 to him and will be declared forfeited if the successful bidder
22 refuses or neglects to enter into a contract of the required form
23 after being requested do do so by the City Clerk of the City of

24 Vernon, California. The successfulbid.o.er will be required to
25 furnish a labor and material bond in an amount equal to fifty
26 per cent (50%) of thd Contract price, and a faithful performance
27 bond in an amount equal to one hundred per cent (100%) of the
28 Contract price.
29 Unless otherwise required by law, no bidder may withdraw
30 his bid for a period of thirty (30) days after the date set for
31 the opening thereof.
32 A deposit of ten dollars ($10.00) will be required to

secure the Plans and Specifications, as a guarantee that the
Plans and Specifications will be returned, which deposit will be
refunded in case same are returned th the city in good condition
not later than thirty (30) days after the bids on the work will
have been opened.
The city of Vernon reserves the right to reject any
and all bids or waive any informality in the bid.
