5 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
RESOLUTION NO.. 40.60
A RESOLUTION OF THE CITY COUNCIL OF THE . CITY OF VERNON FIXING THE
COMP~NSATION FOR CERTAIN EMPLOYEES OF SAID CITY AS OF JULY 1~
1971, AUTHORIZING CERTAIN EXPENSE ALLOWANCES~ AND REPEALING ALL
RESOLUTIONS .IN CONFLICT HEREWITH.

SECTION 1: effective July l~ 1971, the following
7 emp loyees of the City of Vernon shall receive the compensation
8 or salary hereinafter set forth. This Resolution shall not
9 affect the existing compensation of any officer or employee not
10 in this Resolution specifically set forth.

SECTION 2: Employees of the City of Vernon shall receive
12 the compensation, and, where,;authorized, the expense allowances,
13 as hereinafter set forth:

(a) Department of Public Works, as in Schedule I.
(b) Fire Department, as in Schedule II.
(c) Police Dep~rtment, as in Schedule III.

SECTION 3: The sa1aries~b~~i~get forth for the several
~:.~:
24 officers and employees of the City of Vernon in the different
25 departments. shall be in full force and effect from and after the
26 1st day of July, 1971.

SECTION 4: Wherever an allowance is.made to any employee
28 for the use.of his personal automobile, such allowance shall
2-9 not be payable whenever the employee is on vacation or leave of
30 absence, and the automobile allowance is reduced at such times
31 in proportion to the time of absence.

SECTION 5: Vacation policies for employees of the City

SECTION 6: In any salary period in which any full-time
3 employees of the City of Vernon shall, for any reason, not work
4 full tilDe, then the pay, salary or compensation of such employee
5 shall be .reduced on the following basis:

(a) Where an employee is paid on a monthly salary basis,
7 such emp loyee shall be paid the amount produced by multip lying
8 the regular monthly salary by a fraction having as its denqmina...
9 tor the total number of working days in the calendar month (in
10 accordance with the regular work schedule of the employee in ques
11 tion) and as its numerator the total number of days actually
12 worked. "Days.. actually worked" for the purpose of this computa-

13 tion shall include excused and paid absences as hereafter
14 provided for, as" well as legal holidays to which the employee
15 is entitled under his regular working schedule during the. pay
16 period in question and so long as he is employed by the City of
17 Vernon. Provided that.. when such employee is hired or his

(b) Where an emp loyee is paid on a daily basis, no
23 compensation shall ~e pay~tntf':€()r any day or portion of a day
24 not worked.

(c) In either <>fthe 'cases II1etltioned in sub-sections
26 (a) and (b) above, fractional parts of a day shall be computed
27 on the basis of an eight-hour day, excepting members of the
28 Fire Department who serve on a twenty-four hour shift, and as
29 to said. latter employees fractional parts of a day shall be
30 computed on the basis of a'twenty-four hour day.

(d) "Absence". as used in this section shall include,

(e) As.anexception to the general rulesfor,deductiQn
4 or loss of pay for absences as above defined, anydepcU;~en1;
5 head may, for good cause as determined by such depa:rtmenthead,
6 certify for full pay · for an emp loyee who has been absent during
7 a pay, sa.lary or wage period.
8 'Whenever a department head certifies for pay on
9 absence of an employee, he shall attach to the payroll demand a
10 statement of the reason for paying such employee while absent,
11 his monthly rate of pay "length of service with the. City., and
12 number of days absent. The pay of employees for absent " time
13 shall remain in the sole discretion of the City Council.

SECTION 7: The City Council hereby makes the follo~ng

16 set forth,. in this" Resolution:

(a) Exc'ept as set forth in sub-section (b) which follows;
18 promotions or salary increases to higher grades are merit steps
19 only and shall be available to employees as recognition and
20 reward for satisfacto~yservices;

(b) New emp,loyees shall star~ at the first step in the
22 salary range for their respective positions unless it is
23 determined that qualified applicants are not available at the
24 salary specified for the first step or grade, or that a specific
25 applicant has special qualifications justifying a higher start-
26 ing rate beyond the first step or grade. New employees starting
27 at the beginning step or grade shall be advanced to the second
28 step or grade of their salary range effective the first day of
2'9 the calendar month next following the satisfactory completion of
30 their probationary employment, which is hereby fixed at twelve
31 (12) months.

(c) Promotions to the next step or grade of the employee's

respective salary range shall be effective not earlier.thanthe
first day of the calendar month next following the completion of
satisfactory service and the authorization of said pro~otion.
It is intended that such promotion be effective the fi1!BtdcaY'
of the calendar month.
(d) The promotion of an employee shall not result in
reduction in pay, and the emp loyee being promoted shallpe
classified in such manner that he receives the same or more pay
for the position to which he is promoted.
(e) This Resolution expresses the general wage and
salary policy of the City of Vernon, and in conjunction with the
accompanying working conditions for employees of the City of
Vernon now existing is deemed to be fair and adequate. It is
not anticipated that adjustments in said salary scales will be
ilecessary, except as to. cases involving additional responsibility
exceptional merit, or other special circumstances.
SECTION 8: All resolutions in conflict with this
Resolution are hereby repealed.
SECTION 9: The City Clerk of the. City of Vernon shall
c.ertify to the passage of this Resolution and thereupon and
thereafter the same shall be in full force and effect.

The Land SurVeyor must possess. a valid Land SUrVe'yor's
License issued by the California State Board 'of Registration for

In addition to said salaries, the Director of Public
Works and the City Engineer, when authorized in advance by the
City Council s\1all re,Qeive, when using their own motor vehicles
in the service of the' City, an additional sum of $7.5.00 per month
and the Traffic Enginfi!er, Civil Engineers, Civil Engineeril'l'l
Associates, Civil Engineering Assistants, Foremen, 'Co_struction
Inspectors, Engineering Aides I and II shall receive, when using
their OWD.motor vehicles in the service of the City, an additional
sum of $30.00, $50.00 or $75.00 per month depending pn the amount
so certified each.month by the Director of Public Works, based on
the amount of use for that month.
