2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON, APPROVING
CONTRACT NO. 364 FOR PAV}illNT ~~KER INSTALLATION ON BANDINI
3 BOULEVARD, DOWNEY ROAD TO ATLANTIC BOULEVARD, IN ACCORDANCE WITH
CONTRACT NO. 364 OF THE CITY OF VERNON.

THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
6 WHEREAS, there has been presented to the City Council
7 of the City of Vernon Contract No. 364 for pavement marker
8 installation on Bandini Boulevard, Downey Road to Atlantic
9 Boulevard, within the City of Vernon, and
10 WHEREAS, the City Council of the City of Vernon has
11 determined that it is in the best interests of the City that said
12 Contract be awarded in accordance with applicable State laws,
13 NOW, THEREFORE, BE IT RESOLVED:

SECTION 1: That Contract No. 364 is hereby approved by
15 the City Council of the City of Vernon.

SECTION 2: That the City Clerk of the City of Vernon
17 is hereby directed to file in his office in the City Hall of the
18 City of Vernon a copy of Contract No. 364.

SECTION 3: That the City Clerk of the City of Vernon
20 is hereby directed to give notice in writing, inviting sealed
21 proposals or bids for pavement marker installation on Bandini
22 Boulevard, Downey Road to Atlantic Boulevard, in accordance with
23 Contract No~ 364, and in accordance with this resolution.

SECTION 4: There being no newspaper of general circula-
25 tion printed, published, or circulated in the City of Vernon, the
26 City Clerk is hereby directed to post said notice, or cause the
27 same to be posted in three (3) of the most public places in the
28 City of Vernon, to wit: The northwest corner of 38th Street and
29 Santa Fe Avenue, the northeast corner of Leonis Boulevard and
30 Pacific Boulevard, and on the bulletin board in the lobby of the
31 City Hall of the City of Vernon, located at 4305 Santa Fe Avenue,
32 in said City.

SECTION 5: The City Council of the City of Vernon has
2 ascertained the general prevailing rate of per diem wages and
3 rates for legal holidays and for overtime work in the locality
4 in which the work is to be performed, described in Contract No.
5 364, for each craft or type of workman or mechanic needed to
6 execute the contract which will be awarded to the successful
7 bidder, and that the general prevailing rate of per diem wages
8 and rates for legal holidays and for overtime work in the locality
9 of the execution of said Contract No. 364 for each craft, classi-
10 fication, or type of workman needed is set forth in said Contract
11 and incorporated by reference as this point for all purposes as
12 if set forth in full, and hereby approved by the City Council of
13 the City of Vernon.

SECTION 6: That the City Clerk of the City of Vernon
15 is directed to post said notice forthwith, and the first posting
16 of said notice shall be not less than ten (10) days before the
17 date of opening bids for the proposed work. That said notice
18 shall provide that sealed proposals or bids will be received by
19 the City of Vernon, California, at the office of the City Clerk
20 of said City, at the City Hall, 4305 Santa Fe Avenue, until the
21 hour of two (2) o'clock P.M., on the 19th day of October, 1971,
22 and in accordance with Contract No. 364 approved by said City.

SECTION..7: That the City Clerk of the City of Vernon
24 shall certify to the passage of this resolution, and thereupon.,
25 and thereafter, the same shall be in full force and effect.

INSTALLATION ON BANDINI BOULEVARD, DOWNEY ROAD TO ATLANTIC
BOULEVARD, IN ACCORDANCE WITH CONTRACT NO. 364 OF THE CITY OF
VERNON.
5 Pursuant to Resolution No. 4070 of the City of Vernon,
6 adopted on the 5th day of October, 1971, directing same, notice is
7 hereby given that sealed proposals or bids will be received by the
8 City of Vernon, California at the office of the City Clerk of said
9 City, at the City Hall, 4305 Santa Fe Avenue, until the hour of tw
10 (2) O'ClOdk P.M., on the 19th day of October, 1971, for the
11 pavement marker installation on Bandini Boulevard, Dpwney Road to
12 Atlantic Boulevard, in accordance with Contract No. 364, approved y
13 said City. The proposals will be publicly opened and read in the
14 Council Chambers of the City Hall located at 4305 Santa Fe Avenue,
15 Vernon, California, on the date and at the time above mentioned.
16 Specifications and contract documents may be obtained at the above
17 mentioned office of the City Clerk upon payment of a deposit of
18 ten dollars ($10.00) for each specification.
19 The construction to be done and materials to be furnishe
20 under said Contract No. 364 are approximately as follows:

the City Council of said City, and now on file in the office of th
City Clerk of said City, a copy of which may be secured from the
Director of Public Works.

Bidders are hereby notified that, pursuant to the
provisions of Sections 1770-1781, inclusive, of the Labor Code
of the State of California, the City Council of the City of
Vernon has ascertained the general prevailing rate of per diem
wages and rates for legal holidays and for overtime work in the
locality in which this work is to be performed, for each craft or
type of worknlan or mechanic needed to execute the contract which

will be awarded to the successful bidder, and that Resolution
No.
4070 , of the City of Vernon establishes said rates, and
10 is on file with the City Clerk of the City of Vernon.
11 Notice is further hereby given that all bidders may
12 submit with their bids a sworn statement of their financial
13 responsibility, technical ability and experience. Such sworn
14 statement may be required before award is made to any particular
15 bidder.
16 To be entitled to consideration, each bid submitted
17 pursuant to this notice shall be made out on a form to be
18 obtained at the Office of the Director of Public Works, shall' be
19 accompanied by a certified check, draft, or bid bond, payable at
20 a bank authorized to do business in the State of California,
21 made payable at sight to the City Clerk of the City of Vernon,
22 in an amount equal to ten per cent (10%) of the bid submitted,
23 shall be delivered to the City Clerk of the City of Vernon in a
24 sealed envelope at, or before, the time stated herein, and must
25
be plainly marked "Proposal for Contract No.
364 " .
26 The above-mentioned check or bond shall be given as a
27 guarantee that the bidder will enter into a contract if awarded
28 to him and will be declared forfeited if the successful bidder
29 refuses or neglects to enter into a contract of the required form
30 after being requested to do so by the City Clerk of the City of
31 Vernon, California. The successful bidder will be required to
32
furnish a labor and material bond in an amount equal to fifty

per cent (50%) of the contract price, and a faithful performance
bond in an amount equal to one hundred per cent (100%) of the

contract price.
Unless otherwise required by law, no bidder may with-
draw his bid for a period of thirty (30) days after the date set
for the opening thereof.
A deposit of ten dollars ($10.00) will be required to
secure the Plans and Specifications, as a guarantee that the
Plans and Specifications will be returned, which deposit will be
refunded in case same are returned to the City in good condition
not later than thirty (30) days after the bids on the work will
have been opened.
The City of Vernon reserves the right to reject any and
all bids or waive any informality in the bi.d.
