THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:

WHEREAS, the salaries and compensation fixed by the
Board of Supervisors for the employees of the County substantially
affect the compensation fixed by the governing bodies of the citie~
within the County for their employeesl and .. I
WHEREAS, the Board of Supervisorstiave taken the posi-
tion that in fixing salaries, their discretion is limited by
Article 10, Labor Section 47 of the Los Angeles County Charter,
rather than upon a basis of free labor negotiations; and.
WllEREAS, as a result, the Supervi.sors have from time to
time fixed salaries in excess of that which would have been set
had they not been so restricted by the foregoing Section,
NOW THEREFORE BE IT RESOLVED,
Section 1: That the County Board of Supervisors at the
first available election submit to the electo.ate a proposed
Charter Amendment deleting Article 10, Labor Section 47 of said
Charter.
Section 2: The Ci.ty Clerk of the City of Vernon is
hereby directed to certify to the passage of this Resolution and
thereupon and thereafter the same sh~ll be in full force and
effect.

Dear Mayor Furlong:
I am directing this letter to you as a follow-up to my
earlier letter dated September 2, 1971. The unilateral action
of the Board of Supervisors of Los Angeles County on August 3,
1971, granting excessive pay increases to police and fire person-
nel, caused our City to substantially increase its tax rate this
year, as has been the case in a number of other cities throughout
the County. I hold ever stronger to my opinion that this type
of activity must cease and, as we indicated in our letter, the
only remedy is an amendment to the Charter.
The response from my original letter has been very good
but I would like to obtain y~r support to present a united
front. Several members of the Board of Supervisors agree with
this move and a bold drive at this time will stimulate action
on the part of the Supervisors to place this amendment on the
ballot.
Each day, we get closer to the time when we will be
again negotiating with safety personnel over salaries, as well
as to deadlines for the necessary ballot proposal to amend
the Charter.
Now that you have had a chance to study this matter for
two months, it is my hope and expectation that you will concur
with me on this subject and return the signed petition which we
previously forwarded to you. For your convenience, I have
enclosed another copy with this letter.

AMENDMENT OF COUNTY CHARTER SECTIONS
RE PAYMENT OF PREVAILING WAGES
On September 2, 1971, Mayor Loren Green, ncting on behalf
of the Monrovia City Council, mailed letters to each of the
County's 77 cities requesting that they take action requesting
that the Board of Supervisors submit to the voters a proposed
County Charter Amendment to delete Article 10, Labor Section
47, relating to the necessity of paying prevailing wages.
As of the date of this Board Letter, the COlmty has received
replies from thirty-ti,'Jo cities re this matter. The actions
taken by the cities indicate:
27 supporting the action
2 matter currently under consideration
3 no action taken
(A listing of _ the citi,es responding is attached.)
THEREFORE, IT IS RECOMMENDED:
1. That the Board of Supervisors acknowledge receipt
of the resolutions and actions taken by the cities;
2. That the matter be referred to the Chief Administrative
Officer so that the ramifications and effect of the
proposed Charter change could be studied;
3. That the Chief Administrative Officer be instructed
to report back to the Boa~d in sufficient time for
the matter to be considered for placement on the
November ballot.
