RESOLUTION NO. 4102
A RESOLUTION OF THE CITY OF VERNON ESTABLISHING FEES FOR BUILDING,
~LECTRICAL, PLUMBING, HEATING, VENTILATING, AIR CONDITIONING AND
REFRIGERATION PERMITS ISSUED BY THE CITY OF VERNON AND FOR SPECIAL
INSPECTIONS FOR.CERTIFICATES OF OCCUPANCY. AND FOR TEMPORARY USE OF
COMMERCIAL COACHES.
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
Section 1: (a) The fee to be collected for each building
7 electrical, plumbing, heating, ventilating, air conditioning and
8 refrigeration permit shall be as set forth in Table 1-A. This fee
9 shall be collected by the City Clerk and deposited into the general
10 fund of the City of Vernon.
11 The determination of value or valuation may be made by the
12 Superintendent of Building.

(b) When a plan is required to be submitted,
14 a plan-checking fee shall be paid to the City Clerk at the time
15 of submitting plans and specifications for checking. Said p1an-
16 checking fee shall be equal to one-half of the permit fee as
17 set forth in Table 1-A, but in no case shall be less than $5.00.

(c) The fees collected, as set forth above,
19 shall include fees collected for the Strong-Motion Instrumentation
20 Program of the State of California, as set forth in Chapter 8 of
21 Division 2 of the Public Resources Code. The City Clerk of the
22 City of Vernon is hereby directed to remit the portion of the fees
23 allocable for the Strong-Motion Instrumentation Program to the
24 State of California in accordance with said Chapter.

(d) In the event that any person shall have
26 obtained a permit granted under subsection (a) provisions, and no
27 portion of the work or construction covered by such permit shall
28 have been commenced, or such permit shall have been cancelled with-
29 out any work having been done, the permitee, upon presentation to
30 the Superintendent of Building, of a request therefor in writing
31 shall be entitled to a refund equal to eighty percent (80%) of the
32 fee actually paid for such permit. The Superintendent of Building

1 shall satisfy himself as to the right of such applicant to such
2 refund, and each such re.fund shall be paid as provided by law for
3 the payment of claims against the City of Vernon.

Section 2: Whenever a special inspection is required to
5 determine compliance with the provisions of the ordinances of the
6 City of Vernon for a Certificate of Occupancy, an inspection fee
7 shall be collected by the City Clerk as set forth in Table 2-A,
8 before the inspection will be made. This inspection fee is in
9 addition to any permit fees that may be applicable for work
10 required to comply with City ordinances.

Section 3: The inspection fee required prior to temporary
12 use of a commercial coach shall be $50.00. Electrical and plumbing
13 permit fees for said coach, when applicable, shall be in addition
14 thereto, and in accordance with Section 1 of this Resolution.

Section 4: A fee shall not be required for the issuance
of a permit to perform work in a structure designed and used exclu-
sively as an emergency fallout shelter.
Section 5: The City Clerk of the City of Vernon is hereby
directed to certify to the passage of this Resolution, and fol-
lowing said certification, said Resolution shall be in full force
and effect, commencing April 1, 1972, and thereafter the fees
applicable for the issuance of the permits, under Ordinances Nos.
817, 818, 819, 820 and 821 shall be as set forth in this Resolution
Section 6: Resolution No. 4016 is hereby repealed,
effective April 1, 1972.

The Building Department finds it necessary at this time to
request an increase in the fee schedule, Tablel.A Permit Fees,
established by Resolution No. 4016. The fee would be a flat
across the board increase of $1.00.
The reasoning behind this request is two-fold: due to increased
costs in the operation of the department; and to incorporate
within the new fee schedule the charges assessed by Senate Bill
1374, "Strong Motion Instrumentation Program." This Bill pro-
vides that "all counties and cities shall collect a fee from all
applicants for construction permits which shall be equal to .007
per cent of the valuation of the permit (74: per $l,OOO.OO)."
To the best of our knowledge the increase in this schedule 1S
within the guidlines established by the Wage and Price Control
Board.
