RESOLUTION NO. 4104
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON OPPOSING
ASSEMBLY BILL 461.
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
WHEREAS, Assembly Bill 461 has been introduced before the
State Assembly of the State of California proposing to assign
forty percent (40%) of Los Angeles County Gas Tax Funds to the
City of Los Angeles, and
WHEREAS, the reduction in such funds to the County of
Los Angeles would eliminate highway construction programs in con-
junction with the other cities of the County of Los Angeles, and
WHEREAS, the many cities in the County of Los Angeles
have benefited from the cooperative highway construction programs,
NOW, THEREFORE, BE IT RESOLVED:
Section 1: That the City Council of [the City of Vernon
opposes the passage of Assembly Bill 461;
Section 2: That the City Council of the City of Vernon
urges the Assembly of the State of California to reject Assembly
Bill 461;
Section 3: That the City Clerk of the City of Vernon
shall certify to the passage of this Resolution and thereupon and
thereafter the same shall be in full force and effect.
ADOPTED and APPROVED this 18th day of April, 1972.

County of Los Angeles
Gentlemen:
At its meeting held March 14, 1972, on motion of Supervisor
Burton W. Chace, the Board of Supervisors went on record as
unanimously opposed to Assembly Bill 461.
Passage of this Bill would automatically assign 40 percent
of the County's gas tax funds, or $19.5 million a year, to
the City of Los Angeles and work an extreme hardship on this
Board!s continuing effort to cooperatively develop with our
cities the County-wide Master Plan of Highways. Los Angeles
County's only recourse would be the total elimination of the
long standing cooperative highway construction programs with
the 77 cities in the County.
The Board considers sustained and adequate financing of the
County-wide highway program to be vital to the welfare of the
State of California and the economy of this area, and respect-
fully requests you notify all members of the State Legislature
that you are in accord with the stand taken by the Board of
Supervisors of the County of Los Angeles.
