1. RESOLUTION NO. 4110
2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON OPPOSING
ASSEMBLY BILL 452 AND SENATE BILL 116 AND OTHER SIMILAR BILLS
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
WHEREAS, there has been presented to the California State
Legislature Assembly Bill 452 and Senate Bill 116 which mandate to
contracting cities the 2% at age 50 retirement formula for police-
men and firemen, effective July 1, 1973, and
WHEREAS, this type of legislation does not take into
consideration the fact that cities have historically determined
their own costs and expenses, including retirement expenses, and
WHEREAS, under the Meyers-Milias-Brown Act there is a
procedure for meeting and conferring with representatives of
policemen and firemen to attempt to resolve such matters as
retirement plans, and
WHEREAS, the adoption of such Bills imposes upon cities
costs for which they have no control,
NOW, THEREFORE, BE IT RESOLVED:
Section 1: That the City Council of the City of Vernon
urges that the California Legislature NOT adopt either of the
foregoing Bills, or any similar bills.
Section 2: That the City Council of the City of Vernon
urges that the Governor of the State of California veto any such
Bill or bills which might be passed.
Section 3: That the City Council of the City of Vernon
request that the California State Legislature return to the doc-
trine of home rule and allow the cities within the State of Ca1i-
fornia, and the Counties within the State of California, to
determine, subject to the provisions of the Meyers-Mi1ias-Brown
Act, the costs and expenses of local government, including the
costs, expenses and benefits of any appropriate retirement system.
Section 4: That the City Clerk of the City of Vernon

1 shall certify to the passage of this Resolution and thereupon and
2 thereafter the same shall be in full force and effect.
3 ADOPTED and APPROVED this 2nd day of May, 1972.
