RESOLUTION NO. 4122
2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING
CONTRACT NO. 369, WATER. MAIN LINING - PHASE VI, IN ACCORDANCE WITH
3 CONTRACT NO. 369 OF THE CITY OF VERNON
4 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
5 WHEREAS, there has been presented to the City Council of
6 the City of Vernon, Contract No. 369 for Water Main Lining - Phase
7 VI, within the City of Vernon, and
8 WHEREAS, the City Council of the City of Vernon has deter-
9 mined that it is in the best interests of the City of Vernon that
10 said Contract be awarded in accordance with applicable State Laws,
11 NOW, THEREFORE, BE IT RESOLVED:

Section 1: That Contract No. 369 is hereby approved by
13 the City Council of the City of Vernon.
14
Section 2: That the City Clerk of the City of Vernon is
15 hereby directed to file in his office, in the City Hall of the
16 City of Vernon, a copy of Contract No. 369.
17
Section 3: That the City Clerk of the City of Vernon is
18 hereby directed to give notice, in writing, inviting sealed pro-
19 posals or bids, for Water Main Lining - Phase VI, in accordance
20 with Contract No. 369, and in accordance with this Resolution,
21
Section 4: There being no newspaper of general circu"
22 lation printed, published or circulated in the City of Vernon, the
23 City Clerk is hereby directed to post said Notice or cause the sam
24 to be posted in three (3) of the most public places in the City of
25 Vernon, to wit: at the northwest corner of 38th Street & Santa Fe
26 Avenue, at the northeast corner of Leonis Boulevard & Pacific
27 Boulevard, and on the Bulletin Board in the lobby of the City Hall
28 of the City of Vernon, located at 4305 Santa Fe Avenue, in said

Section 5: The City Council of the City of Vernon has
31 ascertained the general prevailing rate of per diem wages and
32 rates for legal holidays and overtime work in the locality in which

1 the work is to be performed, described in Contract #369, for each
2 craft or type of workman or mechanic needed to execute the Contract
3 which will be awarded to the successful bidder, and that the
4 general prevailing rate of per diem wages and the rates for legal
5 holidays and for overtime work in the locality of the execution of
6 said Contract #369, for each craft, classification or type of
7 workman is set forth in said Contract, and incorporated by refe-
8 rence at this point for all purposes, as if set forth in full, and
9 hereby approved by the City Council of the City of Vernon.

Section 6: That the City Clerk of the City of Vernon
11 is directed to post said Notice forthwith, and the first posting
12 of said Notice shall be not less than ten (10) days before the
13 date of opening bids for the proposed work. That said Notice shal
14 provide that sealed proposals or bids will be received by the City
15 of Vernon, California, at the Office of the City Clerk of said
16 City, at the City Hall, located at 4305 Santa Fe Avenue, Vernon,
17 California 90058, until the hour of two o'clock P.M. (2:00) on
18 the 5th day of September, 1972, and in accordance with Contract
19 No. 369 approved by said City.

Section 7: That the City Clerk of the City of Vernon
21 shall certify to the passage of this Resolution and thereupon and
22 thereafter the same shall be in full force and effect.

1 NOTICE INVITING SEALED PROPOSALS OR BIDS FOR WATER MAIN LINING -
PHASE VI IN ACCORDANCE WITH CONTRACT NO. 369 OF THE CITY OF VERNON

P~rsuant to Resolution No. 4122 of the City of Vernon,
4 adopted on the 15th day of August, 1972, directing same, notice is
5 hereby given that sealed proposals or bids will be received by
6 the City of Vernon, California, at the office of the City Clerk of
7 said City, at the City Hall, 4305 Santa Fe Avenue, until the hour
8 of two (2) o'clock P.M., on the 5th day of September, 1972, for
9 Water Main Lining - Phase VI, in accordance with Contract No. 369,
10 approvied by said City. The proposals will be publicly opened and
11 read in the Council Chambers of the City Hall located at 4305
12 Santa Fe Avenue, Vernon, California, on the date and at the time
13 above mentioned. Specifications and contract documents may be
14 obtained at the above-mentioned office of the City Clerk upon
15 payment of a deposit of ten dollars ($10.00) for each specification
16 The construction to be done and the materials to be fur-
17 nished under said Contract No. 369 are approximately as follows:
18 Clean and cement mortar line various size water mains at
19 different locations in the City of Vernon.
20 The construction shall be in accordance with Plan No.
21 WD 1898 and Contract No. 369 heretofore approved by the City
22 Council of said City, and now on file in the office of the City
23 Clerk of said City, a copy of which may be secured from the Direc-
24 tor of Public Works.

Bidders are hereby notified that, pursuant to the
provisions of Sections 1770-1781, inclusive, of the Labor Code
of the State of California, the City Council of the City of
Vernon has ascertained the general prevailing rate of per diem
wages and rates for legal holidays and for overtime work in the
locality in which this work is to be performed, for each craft or
type of workman or mechanic needed to execute the contract which

will be awarded to the successful bidder, and that Resolution
9 No. 4122 ,of the City of Vernon establishes said rates, and
10 is on file with the City Clerk of the City of Vernon.
11 Notice is further hereby given that all bidders may
12 submit with their bids a sworn statement of their financial
13 responsibility, technical ability and experience. Such sworn
14 statement may be required before award is made to any particular
15 bidder.
16 To be entitled to consideration, each bid submitted
17 pursuant to this notice shall be made out on a form to be
18 obtained at the Office of the Director of Public Works, shall' be
19 accompanied by a certified check, draft, or bid bond, payable at
20 a bank authorized to do business in the State of California,
21 made payable at sight to the City Clerk of the City of Vernon,
22 in an amount equal to ten per cent (10%) of the bid submitted,
23 shall be delivered to the City Clerk of the City of Vernon in a
24 sealed envelope at, or before, the time stated herein, and must
25 be plainly marked "Proposal for Contract No. 369"
26 The above-mentioned check or bond shall be given as a
27 guarantee that the bidder will enter into a contract if awarded
28 to him and will be declared forfeited if the successful bidder
2'9 refuses or neglects to enter into a contract of the required- form
30 after being requested to do so by the City Clerk of the City of
31 Vernon, California. The successful bidder will be required to
32
furnish a labor and material bond in an amount equal to fifty

per cent (50%) of the contract price, and a faithful performance
bond in an amount equal to one hundred per cent (100%) of the
contract price.
Unless othenvise required by law, no bidder may with-
draw his bid for a period of thirty (30) days after the date set
for the opening thereof.
A deposit of ten dollars ($10.00) will be required to
secure the Plans and Specifications, as a guarantee that the
Plans and Specifications ';vill be returned, which deposit will be
refunded in case same are returned to the City in good condition
not later than thirty' (30) days after the bids on the ,,york will
have been opened.
The City of Vernon reserves the right to reject any and
all bids or vmive any informality in the bid.
