", - ~'~, ,- NOW, THEREFORE, BE IT RESOLVED: SECTION 1: Consent to Inclusion in County Highway 19 System. This City Council does hereby consent to the 20 of that portion of 26th Street over Downey Road lying 21 of.V'ernon asa part of the 'System of Highways of the County of Los 1': . 22 Angeles as provided in Sections 1700 to 1704 inclusive of the 23 Streets and Highways Code of the State of California. SaidcQnsent 24 is for the purpose of performing necessary bridge repairwoJ:'~',for.; 25 the above-described road by the County of Los Angeles. 26 SECTION 2: Approval of Environmental Assessment. 27 City Council does hereby approve the Environmental Assessment. This City Council 30 does hereby find that: 31 The project has no significant effect on the envir~nt. 32 SECTION 4: Fi.nding of a Minor Nature. Nelson, Jr. City Engineer City of Vernon 4305 Santa Fe Avenue Vernon, California 90058 Dear Mr. Nelson: 26TH STREET OVER DOWNEY ROAD BRIDGE NO. 1455 Enclosed are two certified copies of a Resolution adopted November 8, 1972 by the Board of Supervisors of the County of Los Angeles declaring a portion of subject street to be a part of the County System of Highways for the purpose of performing the necessary bridge repair work. This Department has made the enclosed Enviromnental Assessment of proj- ects involving repairs and maintenance of bridge structures within existing road. right of way and concluded that they do not alter the physical or social character of the area and will have no significant effect on the enviromnent. If you concur with this Enviromnental Assessment, will you please present it to your duly' authorized City officials for approval in order that they :may make the necessary finding in accordance with Section 21151 of the California Public Resources Code. The Code provides that the legislative body of the local agency make a finding that: (I) The project has no significant effect on the enviromnent, or (2) The project :may have a significant effect on the environ- ment, but is in accord with the conservation element of the City's General Plan. Mr. Arthur E. Nelson, Jr. -2- November 17, 1972 The Council should also concurrently approve the County's request for jurisdiction. However, if your Council is unable to make the necessary finding, please furnish us with the changes which you believe are necessary. Council action granting jurisdiction should be deferred until the required environmental finding can be made. It should be noted that Sections 1701 and 1850 of the Streets and Highways Code provide that the City ~ consent to the County's juris- diction by Resolution. In addition, Section 65402 (b) of the Government Code provides that the City Council ~ find in such Resolution that the project involves improvements of a minor nature. Enclosed is a draft ofa Resolution contai.ning the finding which enactment will meet the requirements of these statutes and expedite the project. Please note that said draft contains approval of the Environmental Assessment. When your City has adopted the Resolution or an Ordinance of consent, please send conformed copies to Mr. I. L. Furlong Mayor, City of Vernon 4305 Santa Fe Avenue Vernon, California 90058 Dear Mayor: BRIDGE NO. 1455 26TH STREET OVER DOWNEY ROAD The Road Departmentl s recent annual inspection of the subject bridge disclosed that both ends of the median pier cap have developed long diagonal cracks. The Road Commissioner has discussed this problem with Ire and we agree that repairs should be made as soon as possible. Since this is a major highway facility of general County interest, I will be pleased to recommend to the Board of Supervisors that the County take jurisdiction of the bridge to perform the necessary repair work and that the cost, estimated to be $6,000, be paid for with County funds.
