RESOLUTION NO. 4156
2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON, CALIFORNIA,
DETERMINING THE AUTHORITY AND RESPONSIBILITY FOR INSPECTION OF .CITY
3 BRIDG.ES, WITlUN SAID CITY AND ,PROVIDING FOR PAYMENT OF COSTS THEREOF.
4 THE CITY COUNCIL '" OF THE CITY OF' VERNON RESOLVES AS FOLLOWS:

WHEREAS, the Board of Supervisors of the County of Los
6 Angeles did on March 20, 1973, duly adopt a Resolution determining
7 that, upon the concurrence of a city, the County shall have the
8 authority and responsibility for the inspection of all city bridges
9 within said city; and
10
WHEREAS, it is in the best interests of this City that in-
11 spections of this City's bridges be standarized in character and
12 uniform in nature with similar inspections of County bridges and of
13 bridges in other cities with the County.

NOW, THEREFORE, BE IT RESOLVED:
SECTION 1: The City Council of the City of Vernon does
16 hereby consent and concur that the County of Los Angeles shall have e
17 authority and responsibility for the inspection of all City bridges I
18 within this City as provided in Section 1394 of the Streets and High-l
19 ways Code of the State of California. I
20 SECTION 2: The inspection of said bridges by the County
21 shall be at no cost to this City but all such costs shall be borne
22 by the County of Los Angeles.

SECTION 3: The authority and responsibility vested in the
24 County by this Resolution, and the termination thereof, shall be in
25 accordance with the terms and conditions of the Resolution of the
26 County of Los Angeles, hereinabove referred to.
27
SECTION 4: The provisions of this Resolution and the Reso-
28 lution of the County of Los Angeles, hereinabove referred to, shall
29 supersede and replace the provisions of the existing agreement be-
30 tween this City and the County relative to apportioning the cost of
31 inspection and the record-keeping thereof, of City bridges located
52 within this City.

SECTION 5: That the City Clerk of the City of Vernon shall
2 certify to the passage of this R.esolution and thereupon and there-
3 after the same shall be in full force and effect.

By letter dated March 29, 1973, I. L. Morhar, Road
Commissioner, County of Los Angeles, advised that
the Board of Supervisors has adopted a resolution
vesting in the County the authority and responsibility
for inspection of city-owned bridges subject to the
consent and concurrence of each individual city and
providing for payment of costs thereof by the County.
A sample city resolution prepared by County Counsel
has been furnished.
It is recommended that the proposed resolution be
adopted.

INSPECTION OF CITY-OWNED BRIDGES
BY COUNTY
Recently your Mayor answered an inquiry from Supervisor Debs in
which he expressed an interest in having the County perform bridge
inspection work for your City at no cost to your City.
I am pleased to tell you that on March 20, 1973, the Board of
Supervisors adopted a resolution vesting in the County the authority
and responsibility for inspection of city-owned bridges subject to the
consent and concurrence of each individual city and providing for
payment of costs thereof by the County.
In order to implement this service for your City, all that is
necessary is the adoption of a suitable resolution of consent and
concurrence by the City Council and the forwarding of it to this
Department.
Enclosed for your guidance is a sample city resolution which has been
prepared by our County Counsel that will give such consent and
concurrence.
After we have received your resolution, a member of my staff will
contact you to make the necessary arrangements and discuss details of
the program with you.
If you should have any questions regarding this matter, feel free to

\~HEREAS, there exist "vithin the County many city and County
bridges of various types and standards which are in constant and
daily use by the traveling publ ic; and
\'JHEREAS, it is in the general interest of the County of
Los Angeles that brJdge inspection routines and procedures of
city and County bridges be standardi,zed in character and uniform
in nature; and
WHEREAS, the County of Lo.s Angel es is wi 11 fng to assume the
authority and responsibil ity of providing uniform and
standardized inspection of city and County bridges, as provided
in Section 1394 of the Streets and Highways Code of the State of
California, upon the agreement of the cities concerned.
NOW, THEREFORE, BElT RESOLVED by the Board of Superv.isors of
the County of Los" Angeles, State of California, that:
1. Upon the concurrence by resolution of the particular city
or cities concerned, the au tho r ity' and res pOl!s i biJ ity for the
inspection of any and al r city bridges located within tha t.c i ty
shall. vest In the County of Los Angeles.

.> 2. Such authority and responsibility shall, subject to the
fOllowing condition, continue until terminated upon 30 days
written notice by either County or th~ city 6r cities concerned.
3. Renewal of such authority and responsibility for each
fiscal year, succeeding the Ini.tlal one during which the
concurring resolution was adopted, shall be contingent upon the
budgeting and appropriation by County of such funds as are
required for the performance of the work specified in this
Resolution.
4. The inspection of said bridges by the County shall be at
.no cost to the city or cities involved,. but all such costs. shall
be bo rne by the Coun ty of Los Ange I es. .
5. The provisions of this Resoiution and th~ concurring
resolution of the city or cities concerned shall supersede and
replace the provisions of any existing agreements betwein the
parties relative to the apportioning of the cost~f inspection,

and the record-keeping thereof, of city bridges located within
the city or cities.
