RESOLUTION NO. 4162
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING
CONTRACT NO. 372 FOR MANHOLE. BOTTOM RECONSTRUCTION IN ACCORDANCE
WITH GONTRACT NO. 372 QF THE CITY OF VERNON .
THE CITY COUNCIL OF THE CITY OF VERNOJ:fRESOLVES AS FOLLOWS:
WHEREAS, there has been presented to the.. City Council of
the City of Vernon Contract No. 372 providing for manhole bottom
reconstruction, and
WHEREAS, the City Council of the City of Vernon has deter-
mined that it is in the best interests of the City of Vernon that
said Contract be awarded in accordance with applicable State Laws,

NOW, THEREFORE, BE IT RESOLVED:
SECTION 1: That Contract No. ~72 is hereby approved by
13 the City Council of the City of Vernon.

SECTION 2: That the City Clerk of the City of Vernon is
15 hereby.directed to file in his Office in the City Hall of the City
16 of Vernon a copy of Contract No. 372.

SECTION 3: That the City Clerk of the City of Vernon is
hereby directed to give Notice in writing inviting sealed proposals
or bids for manhole bottom reconstruction, in accordance with
Contract No. 372 and in accordance with this Resolution.
SECTION 4: There being no newspaper of general circulation
printed, published or circulated in the City of Vernon, the City
Clerk is hereby directed to post said Notice or cause the same to
24 be posted in three (3) of the most public places in the City of

Vernon, to wit: the northwest corner of 38th Street and Santa Fe
Avenue, the northeast corner of Leonis Boulevard and Pacific
Boulevard, and on the bulletin board in the lobby of the City Hall
of the City of Vennon located at 4305 Santa Fe Avenue in said
City.
SECTION 5: The City Council of the City of Vernon has
ascertained the general prevailing rate of per diem wages and
rates for legal holidays and for overtime work in the locality in

1 which the work is to be performed, described in Contract No. 372,
2 for each craft or type of worktnan or mechanic needed to execute
3 the Contract which will be awarded to the successful bidder, and
4 that the general prevailing rate of per diem wages and rates for
5 legal holidays, for overtime work in the locality of the execu-
6 tion of said Contract No. 372 for each craft, classification or
7 type of workman needed is set forth in said Contract and incor-
8 porated by reference at this point for all purposes as if set
9 forth in full, and hereby approved by the City Council of the City
10 of Vernon.

SECTION 6: That the City Clerk of the City of Vernon is
12 hereby directed to post said Notice forthwith, and the first
13 posting of said Notice shall be not less than ten (10) days before
14 the date of opening bids for the proposed work. That said Notice
15 shall provide that sealed proposals or bids will be 1eceived by
16 the City of Vernon, California, at the Office of the City Clerk
17 of said City at the City Hall, 4305 Santa Fe Avenue, Vernon, Ca1i-
18 fornia 90058 until the hour of two o'clock (2:00) P. M., on the
19 3rd day of July, 1973, and in accordance with Contract No. 372
20 approved by said City.

SECTION 7: That the City Clerk of the City of Vernon shall
22 certify to the passage of this Resolution and thereupon and there-
23 after the same shall be in full force and effect.
24 ADOPTED and APPROVED this 19th day of June, 1973.

Pursuant to Resolution No. 4162 of the City of Vernon,
adopted on the 19th day of June, 1973, directing same, notice is
hereby given that sealed proposals or bids will be received by
the City of Vernon, California, at the office of the City Clerk
of said City ,.at City Hall, 4305 Santa Fe Avenue. until the hour
of two (2) o'clock P.M., on the 3rd day of July, 1973. for the
Manhole Bottom Reconstruction in Santa Fe Avenue, 57th Street,
37th Street and Fruitland Avenue, in accordance with Contract No.
372 approved by said City. The proposals will be publicly opened
and read in the Council Chambers of the City Hall located at 4305
Santa Fe Avenue, Vernon, California, on the date and at the time
16 above mentioned. Specifications and Contract Documents may be
obtained at the above mentioned office of the City Clerk upon
payment of a deposit of Ten Dollars ($10.00) for each specifica-
tion.
The construction to be done and materials to be furnished
under said Contract No. 372 are approximately as follows:

The construction shall be in accordance with Contract No.
372 heretofore approved by the City Council of said City, and now
on file in the office of the City Clerk of said City, a copy of
which may be secured from the Director of Public Works.

1 Bidders are hereby notified that, pursuant to the
2 provisions of Sections 1770-1781, inclusive, of the Labor Code
3 of the State of California, the City Council of the City of
4 Vernon has ascertained the general prevailing rate of per diem
5 wages and rates for legal holidays and for overtime work in the
6 locality in which this work is to be performed, for each craft or
7 type of workman or mechanic needed to execute the contract which
8 will be awarded to the successful bidder, and that Resolution
9 No. 4162, of the City of Vernon establishes said rates, and
10 is on file with the City Clerk of the City of Vernon.
11 Notice is further hereby given that all bidders may
12 submit with their bids a sworn statement of their financial
13 responsibility, technical ability and experience. Such sworn
14 statement may be required before award is made to any particular
15 bidder.
16 To be entitled to consideration, each bid submitted
17 pursuant to this notice shall be made out on a form to be
18 obtained at the Office of the Director of Public Works, shall' be
19 accompanied by a certifiedlcheck, draft, or bid bond, payable at
20 a bank authorized to do business in the State of California,
21 made payable at sight to the City Clerk of the City of Vernon,
22 in an amount equal to ten per cent (10%) of the bid submitted,
23 shall be delivered to the City Clerk of the City of Vernon in a
24 sealed envelope at, or before, the time stated herein, and must
25 be plainly marked "Proposal for Contract No. 372 ".
26 The above-mentioned check or bond shall be given as a
27 guarantee that the bidder will enter into a contract if awarded
28 to him and will be declared forfeited if the successful bidder
2'9 refuses or neglects to enter into a contract of the required- form
30 after being requested to do so by the City Clerk of the City of
31 Vernon, California. The successful bidder will be required to
32 furnish a labor and material bond in an amount equal to fifty

1 per cent (50%) of the contract price, and a faithful perfonnance
2 bond in an am.ount equal to one hundred per cent (100%) of the
3 contract price.
4 Unless otherwise required by law, no bidder may with-

draw his bid for a period of thirty (30) days after the date set
for the opening thereof.
A deposit of ten dollars ($10.00) will be required to
secure the Plans and Specifications, as a guarantee that the
Plans and Specifications \-I7il1 be returned, which deposit will be
refunded in case same are returned to the City in good condition
not later than thirty (30) days after the bids on the '-I7ork will
have been opened.
The City of Vernon reserves the right to reject any and
all bids or waive any informality in the bi.d.
