5 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
RESOLUTION NO. 4218
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING
CONTRACT NO. 377 FOR CITY HALL SEWER, STORM DRAIN AND FRONTAGE
IMPROVEMENT IN ACCORDANCE WITH CONTRACT NO. 377 OF THE CITY OF
VERNON

6 WHEREAS, there has been presented to the City Council of
7 the City of Vernon Contract No. 377 providing for City Hall Sewer,
8 Storm Drain and Frontage Improvement in the City of Vernon, Cali-
9 fornia, and
10 WHEREAS, the City Council of the City of Vernon has deter-
11 mined that it is in the best interests of the City of Vernon that
12 said Contract be awarded in accordance with applicable State Laws,
13 NOW, THEREFORE, BE IT RESOLVED:
14 SECTION 1: That Contract No. 377 is hereby approved by
15 the City Council of the City of Vernon;
16
SECTION 2: That the City Clerk of the City of Vernon is
17 hereby directed to file in his office in the City Hall of the
18 City of Vernon a copy of Contract No. 377.

SECTION 3: That the City Clerk of the City of Vernon is
20 hereby directed to give Notice, in writing, inviting sealed pro-
21 posals or bids for City Hall Sewer, Storm Drain and Frontage
22 Improvement, in accordance with Contract No. 377 and in accordancE
23 with this Resolution.
24 SECTION 4: There being no newspaper of general circu1a-
25 tion printed, published or circulated in the City of Vernon, the
26 City Clerk is hereby directed to post said Notice or cause the
27 same to be posted in three (3) of the most public places in the

28 City of Vernon, to wit: the northwest corner of 38th Street and
29 Santa Fe Avenue; the northeast corner of Leonis Boulevard and
30 Pacific Boulevard and on the bulletin board in the lobby of the
:31 City Hall of the City of Vernon, located at 4305 Santa Fe Avenue
32 in said City.

SECTION 5: The City Council of the City of Vernon has
ascertained tha the general prevailing rate of per diem wages
and the rates for legal holidays and for overtime work in the
locality in which the work is to be performed, described in Con-
tract No. 377, for each craft or type of workman or mechanic
needed to execute the Contract which will be awarded to the suc-
cessful bidder, and that the general prevailing rate of per diem
wages and rates for legal holidays, for overtime work in the lo-
cality of the execution of said Contract No. 377 for each craft,
classification or type of workman needed is set forth in said
Contract and incorporated by reference at this point for all
purposes as if set forth in full and hereby approved by the City
Council of the City of Vernon.
SECTION 6: That the City Clerk of the City of Vernon is
hereby directed to post said Notice forthwith and the first pos-
ting of said Notice shall be not less than ten (10) days before
the date of opening bids for the proposed work. That said Notice
shall provide that sealed proposals or bids will be received by
the City of VeIn on, California, at the Office of the City Clerk
of said City at the City Hall, 4305 Santa Fe Avenue, Vernon,
California 90058 until the hour of Two o'clock (2:00) P. M., on
the 19th day of March, 1974, and in accordance with Contract No.
377 approved by said City.
SECTION 7: That the City Clerk of the City of Vernon
shall certify to the passage of this Resolution and thereupon and
thereafter the same shall be in full force and effect.

NOTICE INVITING SEALED PROPOSALS OR BIDS FOR THE CITY HALL SEWER,
STORM DRAIN, AND, FRONTAGE IMPROVEMENTS IN ACCORDANCE, WITH CONTRACT
NO. 377 OF THE CITY OF VERNON '
Pursuant to Resolution No. 4218 of the City of Vernon,
adopted on the 5th day of March, 1974, directing same, notice is he e-
by given that sealed proposals or bids will be received by the City
of Vernon, California, at the office of the City Clerk of said City
at the City Hall, 4305 Santa Fe Avenue, until the hour of two (2)
o'clock P. M., on the 19th day of March, 1974, for the City Hall
Sewer Storm Drain, and Frontage Improvements, in accordance with

11 Contract No. 377, approved by said City. The proposals will be
12 publicly opened and read in the Council Chambers of the City Hall
13 located at 4305 Santa Fe Avenue, Vernon, California, on the date
14 and at the time above mentioned. Specifications and contract docu

ments may be obtained at the above-mentioned office of the City
Clerk upon payment of a deposit of ten dollars ($10.00) for each
specification.
The construction to be done and materials to be furnished
under said Contract No. 377 are approximately as follows:
Removal of asphalt and cement concrete 175 cu. yd.
Excavation and soil removal 121 cu. yd.
Construct concrete curb and gutter 616 line ft.
Construct concrete curb only 162 line ft.
Construct 3 1/2n concrete sidewalk 2,984 sq. ft.
Construct 8u concrete driveway 1,130 sq. ft.
Construct A. C. pavement 200 tons
Construct Catch basin No. 3 W=14' 1 each
Construct Catch basin No.2 w= 7' leach
Construct transition structure No. 3 2 each
Construct 15" R.C.P. l500D 7 line ft.
Construct 24n R.C.P. 1200D 35 line ft.
Construct 8". V.C.P. 301 line ft.
Construct 6~ V.C.P. 13 1in. ft.
Construct Standard manho-1e type n AU 2 each

The construction shall be in accordance with Plan No.
P1950, P195l, S1928 and Contract No. 377 heretofore approved by
the City Council of said City, and now on file in the office of
the City Clerk of said City, a copy of which may be secured from
the Director of Public Works.

1 Bidders are hereby notified that, pursuant to the
2 provisions of Sections 1770-1781, inclusive, of the Labor Code
:3 of the State of California, the City Council of the City of
4 Vernon has ascertained the general prevailing rate of per diem
5 wages and rates for legal holidays and for overtime work in the
6 locality in which this work is to be performed, for each craft or
7 type of workman or mechanic needed to execute the contract which
8 will be awarded to the successful bidder, and that Resolution
9 No. 4218 , of the City of Vernon establishes said rates, and
10 is on file with the City Clerk of the City of Vernon.
11 Notice is further hereby given that all bidders may
12 submit with their bids a sworn statement of their financial
1:3 responsibility, technical ability and experience. Such sworn
14 statement may be required before award is made to any particular
15 bidder.
16 To be entitled to consideration, each bid submitted
17 pursuant to this notice shall be made out on a form to be
18 obtained at the Office of the Director of Public Works, shall' be
19 accompanied by a certified check, draft, or bid bond, payable at
20 a bank authorized to do business in the State of California,
21 made payable at sight to the City Clerk of the City of Vernon,
22 in an amount equal to ten per cent (10%) of the bid submitted,
23 shall be delivered to the City Clerk of the City of Vernon in a
24 sealed envelope at, or before, the time stated herein, and must
25 be plainly marked "Proposal for Contract No. 377 ".
26 The above-mentioned check or bond shall be given as a
27 guarantee that the bidder will enter into a contract if awarded
28 to him and will be declared forfeited if the successful bidder
2'9 refuses or neglects to enter into a contract of the required- form
30 after being requested to do so by the City Clerk of the City of
:31 Vernon, California. The successful bidder will be required to
32 furnish a labor and material bond in an amount equal to fifty

1 per cent (50%) of the contract price, and a faithfu1perfonnance
2 bond in anarnount equal to one hundred per cent (100%) of the
:3 contract price.
4 Unless otherwise required by law, no bidder may with-
5 draw his bid for a period of thirty (30) days after the date set
6 for the opening thereof.
7 A deposit of ten dollars ($10.00) will be required to
8 secure the Plans and Specifications, as a guarantee that the
9 Platts and Specifications 'tvill be returned, which deposit will be
10 refunded in case same are returned to the City in good condition
11 not 1Cl-ter than thirty (30) days after the bids on the 'toVork will
12 have been opened.
1:3 The City of Vernon reserves the right to reject any and
14 all bids or waive any informality in the bi.d.
