1 RESOLUTION NO. 4226
2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON DIRECTING
THE CITY CLERK TO POST NOTICE INVITING BIDS FOR CITY HALL SEWER,
3 STORM DRAIN AND FRONTAGE IMPROVEMENT IN ACCORDANCE WITH CONTRACT
NO. 377 OF THE CITY OF VERNON

5 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:

WHEREAS, under date of March 19, 1974, a sealed bid was
7 opened for City Hall Sewer, Storm Drain and Frontage Improvement
8 in accordance with Contract No. 377 of the City of Vernon, and
9 WHEREAS, the City Council of the City of Vernon has rejec-
10 ted said bid received, and
11 WHEREAS, the City Council of the City of Vernon desires to
12 obtain additional bidding in accordance with Contract No. 377 here
13 tofore approved by the City Council of the City of Vemon,
14 NOW, THEREFORE, BE IT RESOLVED:

SECTION 1: That the City Clerk of the City of Vernon is
16 hereby directed to re-post Notice Inviting Bids for the construc-
17 tion of City Hall Sewer, Storm Drain and Frontage Improvement in
18 accordance with Contract No. 377, and in accordance with the
19 Notice Inviting Sealed Proposals or Bids contained in said Contrac
20 No. 377, and in accordance with this Resolution.

SECTION 2: There being no newspaper of general circu1a-
22 tion printed, published or circulated in the City of Vernon, the
23 City Clerk is hereby directed to post said Notice or cause the
24 same to be posted in three (3) of the most public places in the
25 City of Vernon, to wit: the northwest corner of 38th Street and
26 Santa Fe Avenue; the northeast corner of Leonis Boulevard and
27 Pacific Boulevard and on the bulletin board in the lobby of the
28 City Hall of the City of Vernon, located at 4305 Santa Fe Avenue
29 in said City. That the first posting of said Notice shall be not
30 less than ten (10) days before the date of opening bids for the
31 proposed work. That said Notice shall providethatsea1ed proposals
32 or bids will be received by the City of Vernon, California, at the

1 Office of the City Clerk of said City at the City Hall, 4305 Santa
2 Fe Avenue, Vernon, California 90058 until the hour of Two 0' clock
3 (2:00) P.M., on the 16th day of April, 1974, and in accordance with
4 Contract No. 377 approved by said City.

SECTION 3: That the City Clerk of the City of Vernon shall'
6 certify to the passage of this Resolution and thereupon and there-
7 after the same shall be in full force and effect.

NOTICE INVITING SEALED PROPOSALS OR BIDS FOR THE CITY HALL SEWER,
STORM, DRAIN, AND FRONTAGE. IMPROVEMENT IN ACCORDANCE WITH CONTRACT
NO. 377 OF THE CITY OF VERNON
Pursuant to Resolution No. 4226 of the City of Vernon,
adopted on the 2nd day of April, 1974, directing same, notice is
hereby given that sealed proposals or bids will be received by the
City of Vernon, California, at tl;1e office of the City Clerk of
said City, at the City Hall, 4305 Santa Fe Avenue, until the hour
of two (2) o'clock P.M., on the 16th day of April, 1974, for the
City Hall sewer, Storm Drain, and Frontage Improvement, in accor-
11 dance with Contract No. 377, approved by said City. The proposals
12 will be publicly opened and read in the Council Chambers of the
13 City Hall located at 4305 Santa Fe Avenue, Vernon, California, on
14 the date and at the time above mentioned. Specifications and con-
15 tract documents may be obtained at the above mentioned office of
16 the City Clerk upon p~ment of a deposit of ten dollars ($10.00)
17 for each specification.

19 under said Contract No. 377 are approximately as follows:

31 P1951, S1928, and Contract No. 377 heretofore approved by the City
32 Council of said City, and now on file in the office of the City
Clerk of said City, a copy of which may be secured from the
Director of Public Works.

1 Bidders are hereby notified that, pursuant to the
2 provisions of Sections 1770-1781, inclusive, of the Labor Code
3 of the State of California, the City Council of the City of
4 Vernon has ascertained the general prevailing rate of per diem
5 wages and rates for legal holidays and for overtime work in the
6 locality in which this work is to be performed, for each craft or
7 type of workman or mechanic needed to execute the contract which
8 will be awarded to the successful bidder, and that Resolution
9 No. 4226 , of the City of Vernon establishes said rates, and
10 is on file with the City Clerk of the City of Vernon.
11 Notice is further hereby given that all bidders may
12 submit with their bids a sworn statement of their financial
13 responsibility, technical ability and experience. Such sworn
14 statement may be required before award is made to any particular
15 bidder.
16 To be entitled to consideration, each bid submitted
17 pursuant to this notice shall be made out on a form to be
18 obtained at the Office of the Director of Public Works, shall' be
19 accompanied by a certified check, draft, or bid bond, payable at
20 a bank authorized to do business in the State of California,
21 made payable at sight to the City Clerk of the City of Vernon,
22 in an amount equal to ten per cent (10%) of the bid submitted,
23 shall be delivered to the City Clerk of the City of Vernon in a
24 sealed envelope at, or before, the time stated herein, and must
25 be plainly marked "Proposal for Contract No. 377 fl.
26 The above-mentioned check or bond shall be given as a
27 guarantee that the bidder will enter into a contract if awarded
28 to him and will be declared forfeited if the successful bidder
2'9 refuses or neglects to enter into a contract of the required- form
30 after being requested to do so by the City Clerk of the City of
31 Vernon, California. The successful bidder will be required to
32 furnish a labor and material bond in an amount equal to fifty

1 per cent (50%) of the contract price, and a faithful performance
2 bond in an amount equal to one hundred per cent (100%) of the
3 contract price.
4 Unless othenvise required by law, no bidder may with-
5 draw his bid for a period of thirty (30) days after the date set
6 for the opening thereof.
7 A deposit of ten dollars ($10.00) will be required to
8 secure the Plans and Specifications, as a guarantee that the
9 Plans and SpGcifications will be returned, which deposit will be
10 refunded in case same are returned to the City in good condition
11 not later than thirty (30) days after the bids on the work will
12 have been opened.
13 The City of Vernon reserves the right to reject any and
14 all bids or waive any informality in the bi.d.
