5 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
6 WHEREAS, there has been presented to the City Council of the
7 City of Vernon Contract No. 373 providing for Pacific Boulevard
8 Median Construction, Santa Fe Avenue to Atch ison, Topeka and Santa
9 Fe Railroad in the City of Vernon, California, and
10 WHEREAS, the City Council of the City of Vernon has deter-
11 mined that it is in the best interests of the City of Vernon that
12 said Contract be awarded in accordance with applicable state laws,
13 NOW, THEREFORE, BE IT RESOLVED:
14
SECTION 1: That Contract No. 373 is hereby approved by the
15 City Council of the City of Vernon;
16 SECTION 2: That the City Clerk of the City of Vernon is
17 hereby directed to file in his office in the City Hall of the City
18 of Vernon a copy of Contract No. 373;
19
SECTION 3: That the City Clerk of the City of Vernon is
20 hereby directed to give Notice, in writing, inviting sealed pro-
21 posals or bids for Pacific Boulevard Median Construction, Santa
22 Fe Avenue to Atchison, Topeka and Santa Fe Railroad, in the City
23 of Vernon, California, in accordance with Contract No. 373 and in
24 accordance with this Resolution.

SECTION 4: There being no newspaper of general circulation
26 printed, published or circulated in the City of Vernon, the City
27 Clerk is hereby directed to post said Notice or cause the same to
28 be posted in three (3) of the most public places in the City of
29 Vernon, to wit: the northwest corner of 38th Street and Santa Fe
30 Avenue, the northeast corner of Leonis Boulevard and Pacific
31 Boulevard, and on the bulletin board in the lobby of the City Hall
32 of the City of Vernon, located at 4305 Santa Fe Avenue in said City.

SECTION 7: That the City Clerk of the City of Vernon shall
25 certify to the passage of this Resolution and thereupon and there-
26 after the same shall be in full force and effect.

NOTICE INVITING SEALED PROPOSALS OR BIDS FOR CONSTRUCTION OF
PACIFIC BOULEVARD MEDIAN, SANTA FE AVENUE TOA.T. & S.F. R.R.
IN ACCORDANCE WITH CONTRACT NO. 373 OF THE CITY OF VERNON
Pursuant to Resolution No. 4234 of the City of Vernon,
adopted on the 7th day of May, 1974, directing same, notice is
hereby given that sealed proposals or bids will be received by
the City of Vernon, California, at the office of the City Clerk
of said City, at the City Hall, 4305 Santa Fe Avenue, until the
hour of two (2) o'clock P.M., on the 21st day of May, 1974, for
construction of Pacific Boulevard Median, Santa Fe Avenue to A.T.
& S.F. R.R., in accordance with Contract No. 373, approved by said
12 City. The proposals will be publicly opened and read in the Coun-
13 cil Chambers of the City Hall located at 4305 Santa Fe Avenue,
14 Vernon, California, on the date and at the time above mentioned.
15 Specifications and contract doc'lUnents may be obtained at th e above
16 mentioned office of the City Clerk upon payment of a deposit of
17 ten dollars ($lO.OO) for each specification.
18 The construction to be done and materials to be furnished
19 under said Contract No. 373 are approximately as follows:

The construction shall be in accordance with P-1927 and
Contract No. 373 heretofore approved by the City Council of said
City, and now on file in the office of the City Clerk of said
City, a copy of which may be secured from the Director of Public
Works.

1 Bidders are hereby notified that, pursuant to the
2 provisions of Sections 1770-1781, inclusive, of the Labor Code
3 of the State of California, the City Council of the City of
4 Vernon has ascertained the general prevailing rate of per diem
5 wages and rates for legal holidays and for overtime work in the
6 locality in which this work is to be performed, for each craft or
7 type of workman or mechanic needed to execute the contract which
8 1vill be awarded to the successful bidder, and that Resolution
9 No. 4234 , of the City of Vernon establishes said rates, and
10 is on file with the City Clerk of the City of Vernon.
11 Notice is further hereby given that all bidders may
12 submit with their bids a sworn statement of their financial
13 responsibility, technical ability and experience. Such sworn
14 statement may be required before award is made to any particular
15 bidder.
16 To be entitled to consideration, each bid submitted
17 pursuant to this notice shall be made out on a form to be
18 obtained at the Office of the Director of Public Works, shall' be
19 accompanied by a certified check, draft, or bid bond, payable at
20 a bank authorized to do business in the State of California,
21 made payable at sight to the City Clerk of the City of Vernon,
22 in an amount equal to ten per cent (lO%) of the bid submitted,
23 shall be delivered to the City Clerk of the City of Vernon in a
24 sealed envelope at, or before, the time stated herein, and must
25 be plainly marked "Proposal for Contract No. 373 ".
26 The above-mentioned check or bond shall be given as a
27 guarantee that the bidder will enter into a contract if awarded
28 to him and will be declared forfeited if the successful bidder
29 refuses or neglects to enter into a contract of the required- form
30 after being requested to do so by the City Clerk of the City of
31 Vernon, California. The successful bidder will be required to
32
furnish a labor and material bond in an amount equal to fifty

1 per cent (50%) of the contract price, and a faithful performance
2 bond in an amount equal to one hundred per cent (100%) of the
3 contract price.
4 Unless otherwise required by law, no bidder may with-
5/ draw his bid for a period of thirty (30) days after the date set
6 for the opening thereof.
7 A deposit of ten dollars ($10.00) will be required to
8 secure the Plans and Specifications, as a guarantee that the
9 Plans and Specifications \vi11 be returned, which deposit will be
10 refunded in case same are returned to the City in good condition
11 not later than thirty (30) days after the bids on the ,{.'Jork will
12 have been opened.
13 The City of Vernon reserves the right to reject any and
14 all bids or waive any informality in the bid.
