RESOLUTION NO. 4240
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON COMMENDING
CARL F. FOSSETTE UPON HIS RETIREMENT AS SECRETARY OF THE CENTRAL
BASIN MUNICIPAL WATER DISTRICT
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
WHEREAS. CARL F. FOSSETTE has acted as Secretary of the
Centr.l Basin MuniCipal Water District, and
WHEREAS. the City of Vernon being a member of the Central

Basin Municipal Water District has appreciated the dedicated ser...

vice and leadership of CARL F. FOSSETTE. which has enabled the

Central Basin Municipal Water District to proceed to the highest

level of accomp lishment, and

WHEREAS, CARL F. FOSSETTE is retiring as Secretary of the

Central Basin Municipal Water District and the City Council of the
14
City' of Vernon wishes to express its appreciation,

NOW, THEREFORE, llE IT RESOLVED:
SECTION l: The City Council of the City of Vernon extends
17
its congratulations to CARL F. FOSSETTE upon his retirement as
18
Secretary of the Central Basin Municipal Water District.

SECTION 2: The City Council o.f the City of Vernon expresses

its sincere appreciation to CARL F. FOSSETTE for acting as Secre-

for the quality of his dedicated and devoted service to the Dis...

SECTION 3: The City Council of the City of Vernon wishes
CARL F. FOSSETTE continued success in whatever endeavors he may

SECTION 4: The City Clerk of the City of Vernon shall
certify to the passage of this Resolution and thereupon and there-
after the same shall be in full force and effect.

Ladies and Gentlemen:
At the Zast Exeautive Committee meeting on Marah 22, 19?4~
the impending retirement of your Exeautive Searetary, CarZ
Fossette, was disaussed and it was unanimously agreed that
an appropriate resoZution be drafted aommending CarZ
Fossette for his many years of devoted serviae to Central
Basin and aonferring upon him Honorary Life Membership in
the Assoaiation.
The enaZosed "draft" of Resolution of Commendation and
Award of Honorary Life Membership to Cart F. Fossette has
been reviewed by Viae President FrankZin, who has direated
that aonfidential aopies be furnished to alZ Direators of
this Assoaiation.
If no adverse aomments are reaeived from the members of
the Board, the resolution will be proposed for adoption at
the May 2~ 1974 annuaZ meeting and the presentation to the
reaipient wiZl be made at that time.
The onZy other Direator aurrently hoZding Honorary Life
Membership in the Assoaiation is Frank H. WheeZoak.

WHEREAS, the Cent~al Basin Wate~ Association has since August 31,
1961, enjoyed the se~vices of Ca~l F. Fossette as its Field Sec~eta~y;
and
WHEREAS, since July 1, 1960, he has se~ved this Association as
its E~ecutive Sec~eta~y, and
WHEREAS, said Ca~l F. Fossette has in eithe~ capacity ~ende~ed
the highest quality of dedicated se~vice to the Association; and
WHEREAS, said Ca~l F. Fossette has effectively ca~~ied out the
Association's policies by developing innovative concepts and using the
highest deg~ee of diplomacy; and
WHEREAS, Ca~l has now ~eached the point of time known as
reti~ement; and
WHEREAS, his diplomatic talent, his innovative thinking and his
const~uctive leade~ship which have endea~ed him to his associates and
especially to the membe~s of this Association will all be missed;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
CENTRAL BASIN WATER ASSOCIATION that since~e app~eciation, highest
commendation, hono~ and praise be and is he~eby e~tended to Ca~Z. F.
Fossette upon the occasion of his ~eti~ement and that in acco~dance
with the p~ovisions of Section Fou~ of A~ticZ.e Th~ee of the A~ticles
of Association~ Honora~y Life Membe~ship be, and it is he~eby, bestowed
upon Ca~l F. Fossette in g~ateful acknowledgement of his long and
