RESOLUTION NO. 4263
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING
CONTRACT NO. 383 FOR THE CONSTRUCTION OF CITY HALL AND POLICE
FACILITY AND PARKING STRUCTURE IN ACCORDANCE WITH CONTRACT NO. 383
OF THE CITY OF VERNON
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
WHEREAS, there has been presented to the City Council
of the City of Vernon Contract No. 383, providing for the con-
struction of City Hall and Police Facility and Parking Structure,
and
WHEREAS, the City Council of the City of Vernon has
determined that it is in the best interests of the City of Vernon
that said Contract be awarded in accordance with applicable state
laws,
NOW, THEREFORE, BE IT RESOLVED:
SECTION 1: That Contract No. 383 is hereby approved by
the City Council of the City of Vernon.
SECTION 2: That the City Clerk of the City of Vernon is
hereby directed to file in his office at the City Hall of the
City of Vernon a copy of Contract No. 383.
SECTION 3: That the City Clerk of the City of Vemon is
hereby directed to give Notice, in writing, inviting sealed pro-
posals or bids for the construction of City Hall and Police
Facility and Parking Structure, in accordance with Contract No.
383, and in accordance with this Resolution.
SECTION 4: There being no newspaper of general circula-
tion printed, published or circulated in the City of Vernon, the
City Clerk is hereby directed to post said Notice, or cause the
same to be posted, in three (3) of the most public places in the
City of Vernon, to wit: the northwest corner of 38th Street and
Santa Fe Avenue, the northeast corner of Leonis Boulevard and
Pacific Boulevard, and on the bulletin board in the lobby of the
City Hall of the City of Vernon, located at 4305 Santa Fe Avenue

SECTION 5: The City Council of the City of Vernon has
3 ascertained that the general prevailing rate of per diem wages
4 and the rates for legal holidays and for overtime work in the
5 locality in which the work is to be performed, described in
6 Contract No. 383, for each craft or type of workman or mechanic
7 needed to execute the Contract, which will be awarded to the
8 successful bidder, and that the general prevailing rate of per
9 diem wages and rates for legal holidays, for overtime work in
10 the locality of the execution of Contract No. 383, for each
11 craft, classification or type of workman needed is set forth in
12 said Contract and incorporated by reference at this point for all
13 purposes as if set forth in full and hereby approved by the City
14 Council of the City of Vernon.

SECTION 6: That the City Clerk of the City of Vernon
16 is hereby directed to post said Notice forthwith and the first
17 posting of said Notice shall be not less than ten (10) days
18 before the opening of bids for the proposed work. That said

Notice shall provide that sealed proposals or bids will be
received by the City of Vernon, California, at the Office of the
City Clerk of said City at the City Hall, 4305 Santa Fe Avenue,
Vernon, California 90058, until the hour of Two (2) o'clock p.m.,
on the 6th day of August, 1974, and in accordance with Contract
No. 383 approved by said Cityo
SECTION 7: That the City Clerk of the City of Vernon
26 shall certify to the passage of this Resolution and thereupon and
27 thereafter the same shall be in full force and effect.

NOTICE INVITING BIDS
NOTICE INVITING SEALED PROPOSALS OR BIDS FOR THE CONSTRUCTION OF
CITY HALL AND POLICE FACILITY AND PARKING STRUCTURE, IN ACCOR-
DANCE WITH CONTRACT NO. 383 OF THE CITY OF VERNON
Pursuant to Resolution No. 4263 of the City of Vernon,
adopted on the 2nd day of July, 1974, directing same, notice is
hereby given that sealed proposals or bids will be received by
the City of Vernon, California, at the office of the City Clerk of
said City, at the City Hall, 4305 Santa Fe Avenue, until the hour
of two (2) o'clock p.m., on the 6th day of August, 1974, for the
construction of City Hall and Police Facility and Parking Structun
in accordance with Contract No. 383, approved by said City. The
proposals will be publicly opened and read in the Council Chambers
of the City Hall located at 4305 Santa Fe Avenue, Vernon, Califor-
nia, on the date and at the time above-mentioned. Specifications
and contract documents may be obtained at the above-mentioned
office of the City Clerk upon payment of a deposit of seventy-five
dollars ($75.00) for each specification.
The construction to be done and materials to be furnishec
under said Contract No. 383 are as follows:
CITY HALL AND POLICE FACILITY AND PARKING STRUCTURE
The construction shall be in accordance with the Drawings
and Specifications and Contract No. 383 heretofore approved by the
City Council of said City, and now on file in the office of the
City Clerk of said City, a copy of which may be secured from the
Director of Public Works.
Bidders are hereby notified that, pursuant to the pro-
visions of Sections l770-178l, inclusive, of the Labor Code of the
State of California, the City Council of the City of Vernon has
ascertained the general prevailing rate of per diem wages and rates
for legal holidays and for overtime work in the locality in which

this work is to be performed, for each craft or type of workman or

the successful bidder, and that Resolution No. 4263 of the City
of Vernon establishes said rates, and is on file with the City
Clerk of the City of Vernon.
Said rates and scales are herein referred to and adopted
in this Notice as though fully and completely set forth herein,
and said seals, as adopted by said Resolution, are made a part of
this Notice by reference.
The City of Vernon hereby notifies all bidders that it
will affirmatively insure that in any contract entered into pur-
suant to this advertisement, minority business enterprises will be
afforded full opportunity to submit bids in response to this in-
vitation and will not be discriminated against on the grounds of
race, color or national origin in consideration for an award.
Minimum wage rates for this project as predetermined by
the Secretary of Labor are set forth in the Special Provisions. If
there is a difference between the minimum wage rates predetermined
by the Secretary of Labor and the prevailing wage rates determined
by the City for similar classifications of labor, the Contractor
and his subcontractors shall pay not less that the higher wage
rate.
Notice is further hereby given that all bidders may sub-
mit with their bids a sworn statement of their financial respon-
sibility, technical ability and experience. Such sworn statement
may be required before award is made to any particular bidder.
To be entitled to consideration, each bid submitted pur-
suant to this notice shall be made out on a form to be obtained at
the Office of the Director of Public Works; shall be accompanied
by a certified check, draft or bid bond, payable at a bank autho-
rized to do business in the State of California, made payable at
sight to the City Clerk of the City of Vernon, in an amount equal
to ten percent (10%) of the bid submitted, shall be delivered to
the City Clerk of the City of Vernon in a sealed envelope at, or

1 before, the time stated herein, and must be plainly marked, "Bid
2 on City Hall and Police Facility and Parking Structure".
3 The above-mentioned check or bond shall be given as a
4 guarantee that the bidder will enter into a contract if awarded
5 to him and will be declared forfeited if the successful bidder
6 refuses or neglects to enter into a contract of the required form
7 after being requested to do so by the City Clerk of the City of
8 Vernon, California. The successful bidder will be required to
9 furnish a labor and material bond in an amount equal to one hundred
10 percent (100%) of the Contract price, and a faithful performance
11 bond in an amount equal to one hundred percent (100%) of the Con-
12 tract price.
13 Unless otherwise required by law, no bidder may withdraw
14 his bid for a period of thirty (30) days after the date set for
15 the opening thereof.
16 A deposit of seventy five dollars ($75.00) will be
17 required to secure the Plans and Specifications, as a guarantee
18 that the Plans and Specitications will be returned, which deposit
19 will be refunded in case same are returned to the City in good con-
20 dition not later than thirty (30) days after the bids on the work
21 will have been opened.

The City of Vernon reserves the right to reject any and
23 all bids or waive any informality in the bid.
