RESOLUTION NO. 4267
2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING
CONTRACT NO. 384 FOR TRAFFIC SIGNAL MAINTENANCE 1974-1977 IN ACCOR-
;5 DANCE WITH CONTRACT NO. 384 OF THE CITY OF VERNON.
4 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:

WHEREAS, there has been presented to the City Council
6 of the City of Vernon, Contract No. 384 for Traffic Signal Mainte-
7 nance 1974-1977, and
8
WHEREAS, the City Council of the City of Vernon has de-
9 termined that it is in the best interests of the City of Vernon
10 that said Contract be awarded in accordance with applicable state
11 laws,

NOW, THEREFORE, BE IT RESOLVED:
SECTION 1: That Contract No. 384 is hereby approved by
14 the City Council of the City of Vernon.

SECTION 2: That the City Clerk of the City of Vernon is
16 hereby directed to file in his office at the City Hall of the City
17 of Vernon a copy of Contract No. 384.

SECTION 3: That the City Clerk of the City of Vernon is
19 hereby directed to give Notice, in writing, inviting sealed pro-
20 posals or bids for Traffic Signal Maintenance 1974-1977, in accor-
21 dance with Contract No. 384, and in accordance with this Resolution.

SECTION 4: There being no newspaper of general circula-
23 tion printed, published or circulated in the City of Vernon, the
24 City Clerk is hereby directed to post said Notice, or cause the
25 same to be posted, in three (3) of the most public places in the
26 City of Vernon, to wit; the northwest corner of 38th Street and
27 Santa Fe Avenue, the northeast corner of Leonis Boulevard and
28 Pacific Boulevard, and on the bulletin board in the lobby of the
29 City Hall of the City of Vernon, located at 4305 Santa Fe Avenue
30 in said City.

SECTION 5: The City Council of the City of Vernon has
32 ascertained that the general prevailing rate of per diem wages

1 and the rates for legal holidays and for overtime work in the
2 locality in which the work is to be performed, described in
3 Contract No. 384, for each craft or type of workman or mechanic
4 needed to execute the Contract, which will be awarded to the
5 successful bidder, and that the general prevailing rate of per
6 diem wages and rates for legal holidays, for overtime work in
7 the locality of the execution of Contract No. 384, for each
8 craft, classification or type of workman needed is set forth in
9 said Contract and incorporated by reference at this point for all
10 purposes as if set forth in full and hereby approved by the City
11 Council of the City of Vernon.

SECTION 6: That the City Clerk of the City of Vernon
13 is hereby directed to post said Notice forthwith and the first
14 posting of said Notice shall be not less than ten (10) days
15 before the opening of bids for the proposed work.
That said
16 Notice shall provide that sealed proposals or bids will be
17 received by the City of Vernon, California, at the Office of the
18 City Clerk of said City at the City Hall, 4305 Santa Fe Avenue,
19 Vernon, California 90058, until the hour of two (2) o'clock P.M.,
20 on the 6th day of August, 1974, and in accordance with Contract
21 No. 384 approved by said City.

SECTION 7: That the City Clerk of the City of Vernon
23 shall certify to the passage of this Resolution and thereupon and
24 thereafter the same shall be in full force and effect.
25 ADOPTED AND APPROVED this 16th day of July, 1974.

WITH CONTRACT NO. 384 OF THE CITY OF VERNON . .. ,
Pursuant to Resolution No. 4267 of the City of Vernon,
adopted on the 16th day of July, 1974, directing same, notice is
hereby given that sealed proposals or bids will be received by the
City of Vernon, California, at the office of the City Clerk of
said City,. at the City Hall, 4305 Santa Fe Avenue, until the hour
of two (2) o'clock P.M., on the 6th day of August, 1974, for
Traffic Signal Maintenance, 1974-1977, in accordance with Contract

No. 384 approved by said City.
The proposals will be publicly
opened and read in the Council Chamber of the City Hall located at
4305 Santa Fe Avenue, Vernon, California, on the date and at the
time above-mentioned.
Specifications and contract documents may
be obtained at the above-mentioned office of the City Clerk.
The work to be done and materials to be furnished under
said Contract No. 384 are approximately as follows:
Provide routine and extraordinary maintenance of the
traffic signal system of the City, including those
..
new signals that may from time to time be installed
in the City d~ring the life of this contract.
The work shall be in accordance with Contract No. 384
heretofore approved by the City Council of said City, and now on
file in the office of the City Clerk of said City, a copy of which
may be secured from the Director of Public Works of said City.
A representative from the Public Works Department will
be available to accompany prospective bidders for an inspection of
the work herein contemplated and contractors are urged to investi-
gate the locations, character and quantity of work to be done,
with a representative of the Public Works Department.
Each proposal must be accompanied by a statement of
experience.

Bidders are hereby notified that, pursuant to the provisions
of Sections 1770-l78l, inclusive, of the Labor Code of the State
of California, the City Council of the City of Vernon has ascer-
tained the general prevailing rate of per diem wages and rates for
legal holidays and for overtime work in the locality in which this
work is to be performed, for each craft or type of workman or
mechanic needed to execute the contract which will be awarded to
the successful bidder, and that Resolution No. 4267 of the City of
Vernon establishes said rates, and is on file with the City Clerk
of the City of Vernon.
Notice is further hereby given that all bidders may submit
with their bids a sworn statement of their financial responsibilit),
technical ability and experience. Such sworn statement may be re-
quired before award is made to any particular bidder.
To be entitled to consideration, each bid submitted pursuant to
this notice shall be made out on a form to be obtained at the
Office of the Director of Public Works; shall be accompanied by a
certified check, draft or bid bond, payable at a bank authorized
to do business in the State of California, made payable at sight
to the City Clerk of the City of Vernon, in an amount for not less
than $5,000.00; shall be delivered to the City Clerk of the City
of Vernon in a sealed envelope at, or before, the time stated here-
in, and must be plainly marked '-'Proposal for Contract No. 384."
The above-mentioned check or bond shall be given as a guarantee
that the bidder will enter into a contract if awarded to him and
will be declared forfeited if the successful bidder refuses or
neglects to enter into a contract of the required form after being
requested to do so by the City Clerk of the City of Vernon, Cali-
fornia. The successful bidder will be required to furnish a
faithful performance bond in an amount of $5,000.00.
Unless otherwise required by law, no bidder may withdraw his
bid for a period of thirty (30) days after the date set for the
