RESOLUTION NO. 4304
A RESOLUTION OF THECrl'Y COUNCIL OF THE CITY OF VERNON APPROVING
GONTRACTNO. 386, PAVEMENT STRIPING FOR 1975, IN ACCORD4NCE WITH
CONTRACT NO. 386 OF THE CITY OF VERNON "
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
WHEREAS, there has been presented to the City Council of the
City of Vernon, Contract No. 386 for Pavement Striping for 1975,
and
WHEREAS, the City Council of the City of Vernon has deter-
mined that it is in the best interests of the City of Vernon that
said Contract be awarded in accordance with applicable state laws;
NOW, THEREFORE, BE IT RESOLVED:
12 SECTION 1: That Contract No. 386 is hereby approved by the
13 City Council of the City of Vernon.
14 SECTION 2: That the City Clerk of the City of Vernon is
15 hereby directed to file in his office at the City Hall of the City
16 of Vernon a copy of Contract No. 386.
17 SECTION 3: That the City Clerk of the City of Vernon is
18 hereby directed to give Notice, in writing, inviting sealed pro-
19 posals or bids for Pavement Striping for 1975, in accordance with
20 Contract No. 386, and in accordance with this Resolution.
21 SECTION 4: There being no newspaper of general circulation

printed, published or circulated in the City of Vernon, the City
Clerk is hereby directed to post said Notice, or cause the same
to be posted, in three (3) of the most public places in the City
of Vernon, to wit: the northwest corner of 38th Street and Santa
Fe Avenue; the northeast corner of Leonis Boulevard and Pacific
Boulevard; and on the bulletin board in the lobby of the City
Hall of the City of Vernon, located at 4305 Santa Fe Avenue in
said City.
SECTION 5: The City Council of the City of Vernon has
31 ascertained that the general prevailing rate of per diem wages
32 and the rates for legal holidays and for overtime work in the

locality in which the work is to be performed, described in
Contract No. 386, for each craft or type of workman or mechanic
needed to execute the Contract, which will be awarded to the
successful bidder, and that the general prevailing rate of per
diem wages and rates for legal holidays, for overtime work in
the locality of the exectuion of Contract No. 386, for each
craft, classification or type of workman needed is set forth in
said Contract and incorporated by reference at this point ~or all
purposes as if set forth in full and hereby approved by the City
Council of the City of Vernon.
SECTION 6: That the City Clerk of the City of Vernon is
12 hereby directed to post said Notice forthwith and the first
13 posting of said Notice shall be not less than ten (10) days

before the opening of bids for the proposed work. That said
Notice shall provide that sealed proposals or bids will be
received by the City of Vernon, California, at the Office of the
City Clerk of said City at the City Hall, 4305 Santa Fe Avenue,
Vernon, California 90058, until the hour of two (2) o'clock P.M.,
on the 21st day of January, 1975, and in accordance with Contract
No. 386 approved by said City.
SECTION 7: That the City Clerk of the City of Vernon shall
certify to the passage of this Resolution and thereupon and
thereafter the same shall be in full force and effect.
ADOPTED AND APPROVED this 7th day of January, 1975.

FOR 1975, IN THE CI.TY OF VERNON , CALIFORNIA, IN ACCORDANCE WITH
CONTRACT NO. 386 OF THE CITY OF VERNON .
Pursuant to Resolution No. 4304 of the City of Vernon,
adopted on the 7th day of January, 1975,.. directing same, notice is
hereby given that sealed proposals or bids will be received by the
City of Vernon, California, at the office of the City Clerk of
said City, at the City Hall, 4305 Santa Fe Avenue, until the hour
of two (2) o'clock P.M., on the 21st day of January, 1975, for
Pavement Striping for 1975, in accordance with Contract No. 386
approved by said City. The proposals will be publicly opened and
read in the Council Chambers of the City Hall, located at 4305
Santa Fe Avenue, Vernon, California 90058 on the date and at the
time above-mentioned. Specifications and contract documents may
be obtained at the above-mentioned office of the City Clerk.

The work shall be in accordance with Contract No. 386 here-
tofore approved by the City Council of said City, and now on file
in the office of the City Clerk of said City, a copy of which may
be secured from the Director of Public Work of said City.

The foregoing quantities are approximate only, being given

1 as a basis for the comparison of bids, and the City of Vernon
2 does not expressly or by implication', agree that: the actual
3 amount of work will correspond therewith, but reserves the right
4 to increase or decrease the amount of any class or portion of the
5 work, as may be deemed necessary or expedient by the City.
6 All bids are to be compared on the basis of the Public Works
7 estimate of the quantities of the work to be done.
8 A representative from the Public Works Department will be
9 available to accompany prospective bidders for an inspection of
10 the work herein contemplated and contractors are urged to inves-
11 tigate the location, character and quantity of work to be done,
12 with a representative of the Public Works Department.
13 Each proposal must be accompanied by a statement of expe-
14 rience.

Bidders are hereby notified that, pursuant to the
provisions of Sections 1770-1781, inclusive, of the Labor Code
of the State of California, the City Council of the City of
Vernon has ascertained the general prevailing rate of per diem
wages and rates for legal holidays and for overtime work in the
locality in which this work is to be performed, for each craft or
type of workman or mechanic needed to execute the contract which
will be awarded to the successful bidder, and that Resolution
No. 4304 , of the City of Vernon establishes said rates, and
is on file with the City Clerk of the City of Vernon.
Notice is further hereby given that all bidders may
submit with their bids a sworn statement of their financial
responsibility, technical ability and experience. Such sworn
statement may be required before award is made to any particular
bidder.
To be entitled to consideration, each bid submitted
pursuant to this notice shall be made out on a form to be
obtained at the Office of the Director of Public Works, shall' be
accompanied by a certified check, draft, or bid bond, payable at
a bank authorized to do business in the State of California,
made payable at sight to the City Clerk of the City of Vernon,
in an amount equal to ten per cent (10%) of the bid submitted,
shall be delivered to the City Clerk of the City of Vernon in a
sealed envelope at, or before, the time stated herein, and must
be plainly marked "Proposal for Contract No. 386".
The above-mentioned check or bond shall be given as a
guarantee that the bidder will enter into a contract if awarded
to him and will be declared forfeited if the successful bidder
refuses or neglects to enter into a contract of the required' form
after being requested to do so by the City Clerk of the City of
Vernon, California. The successful bidder will be required to
furnish a labor and material bond in an amount equal to fifty

1 per cent (50%) of the contract price, and a faithful perfonnance
2 bond in an amount equal to one hundred per cent (100%) of the
3 contract price.
4 Unless otherwise required by law, no bidder may with-
5 draw his bid for a period of thirty (30) days after the date set
6 for the opening thereof.
7 A deposit of ten dollars ($10.00) will be required to
8 secure the Plans and Specifications, as a guarantee that the
9 Plans and Specifications will be returned, which deposit will be
10 refunded in case same are returned to the City in good condition
11 not later than thirty (30) days after the bids on the 'l:tJork will
12 have been opened.
13 The City of Vernon reserves the right to reject any and
14 all bids or waive any informality in the bid.
