Resolution No. 4310 to 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 ~ .,., " 1 2 3 4 5 6 7 8 9 RESOLUTION NO. 4310 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON ADOPTING THE 1995 FUNCTIONAL CLASSIFlCATIONSTDDY AS THE HIGHWAY ELEMENT OF 'fBETRANSPORTATION" PI.A:NWITHIN THE CITY OF, VERNON THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS: WHEREAS, in 1970, the 1968 National Highway Functional Classification Study was updated to 1970. and expanded to define a projected 1990 National Highway Functional Classification System; and WHEREAS, in 1973, the California Department of Public Works initiated an update and further projection of that Study from 1990 to 1995 as a first step in complying with Chapter 1253, Statutes of 1972 (AB 69) for the development of the highway ele- ment of the California Transportation Plan; and WHEREAS, the Metropolitan Transportation Engineering Board (MrEB), Vice Chairman coordinated the 1995 Functional Classification Study within their respective jurisdictions; and WHEREAS, the Metropolitan Transportation Engineering Board is the SCAG Committee authorized to approve the 1995 Func- tional Classification Study for the Southern California Associa- tion of Governments (SCAG); and " WHEREAS, the Southern California Association of Govern- ments is expected to pass a resolution supporting the 1995 Func- tional Classification Study developed by the MTEB members and adopted by the cities and cOUl'lties; and WHEREAS, the 1995 Functional Classification Study would provide the Federal Department of Transportation with facts required to make recommendations to Congress on specific changes considered desirable with respect to the character and size of Federal-aid systems and programs; and WHEREAS, the 1995 Functional Classification Study would also provide the California Legislature with the facts required to form an objective approach to determination of criteria for -1- 1 2 3 4 5 6 7 8 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 ." l' future highway, road and street systems and programs; and WHEREAS, Council approval of the 1995 Functional Classi- fication Study will not preclude future adjustments of street classifications due to changing population, travel and land use; and 9 WHEREAS, the Functional Classification Study Map is consistent with the Select Street System and with the 1995 Func- tional Classification Systems of contiguous jurisdictions; and WHEREAS, this 1995 Functional Classification Study for the City has been completed and found to be satisfactory to the California Department of Transportation; NOW, THEREFORE, BE IT IESOLVED: SECTION 1: That this City Council of the City of Ver- non approves the 1995 Functional Classification Study as the Highway Element of the Transportation Plan for the City of Vernon with the following exception: EXCEPTION I The location of the proposed Industrial Freeway in Vernon is in conflict with the Circulation Element of Vernon's General Plan and can not be approved as part of the 1995 Functional Classification Study as the Highway Element of the Transportation Plan for the City of Vernon. SECTION 2: The City Clerk of the City of Vernon shall certify to the passage of this Resolution and thereupon and thereafter the same shall be in full force and effect. The plan has been reviewed and it is in agreement with the circulation element of Vernon's General Plan, except for the location of the proposed Industrial Freeway. It is recommended that the 1995 Functional Classi~ication Study be approved as the Highway Element of the Trans- portation Plan for ,the City of Vernon with the exception of the proposed locat~o~ for the Industrial Freeway.
