Resolution No. 4312 .- 1 RESOLUTION NO. 4312 2 A BESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON OPPOSING SENATE BILL 275 3 4 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS: - - 5 WHEREAS, the City of Vernon, pursuant to the Meyers-Milias 6 Brown Act, has for several years en$aged in good faith meet and 7 confer sessions with various representatives of City employee group 8 of the City of Vernon, and 9 WHEREAS, the City Council of the City of Vernon has been 10 able to amicably resolve any disputes with said City employee 11 groups, and 12 WHEREAS, there have been Bills introduced before the State . 13 Legislature, including Senate Bill 275, and 14 WHEREAS, Senate Bill 275 would grant public employees the 15 right to strike and make mandatory, compulsive and binding arbitra- 16 tion available to disputes between City $overnment and its employee 17 groups, taklng from the City and its locally affected officials the 18 right to determine the expenses of City government insofar as 19 employee demands are concerned, and 20 WHEREAS, Senate Bill 275, together with Senate Bill 4, 21 Senate Bill 160 and Assembly Bill 119, would take from l~cal govern 22 ment the authority to reseonsibly deal with employees' salaries, 23 wages, fringe benefits and working conditions and would remove from 24 the City Council the responsibility to maintain and exercise the 25 authority granted to the Clty Council, 26 27 NOW, THEREFORE, BE IT RESOLVED: SECTION 1: That the City Council of the City of Vernon 28 opposes Senate Bill 275 and any other such Bills as are introduced 29 to the State Assembly or the State Senate, requesting that the 30 decision regarding wages, salaries, fringe benefits and working con- 31 ditions be left to the locally elected officials, and that in view 32 of the delicate nature of the services provided by local agencies -1- .' ... 1 2 :3 4 5 6 7 8 9 10 11 12 13 14 15 ~: ~. City Clerk and, specifically, provided by safety employees, that the State Legislature not grant the unconditional right to strike to such employee or employe. organizations by virtue of any State legis la- tion. SECTION 2: That the City Clerk of the City of Ver on be and he hereby is authorized and directed to send copies of this Resolution to the State legislators representing the City of Vernon and to the League of California Cities. SECTION 3: That the City Clerk of the City of Vernon shall certify to the passage of this Resolution and thereupon and thereafter the same shall be in full force and effect.
