RESOLUTION NO. 4317
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON OPPOSING
THE ADOPTION OF SENATE BILL 1
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
5 I, FRANK A. ZIEMER, certify that I am the City Clerk of the
6 City of Vernon, California; that I am the legal keeper of the
7 official records of said City, and that the following Resolution
8 was adopted by unanimous vote of the members of the City Council
9 during the regular meeting held on the 1st day of April, 1975:
10 WHEREAS, there is presently a bill before the State Legis-
11 lature, Senate Bill 1, which precludes the conducting of executive
12 sessions by cities under Government Code Section 54957 to consider
13 the appointment, employment or dismissal of public officials; and
14 WHEREAS, empl()yees remain within the scope of the executive
15 session provisions and city managers are included in "employees";
16 however. city attorneys and other appointed officials are not; and
17 WHEREAS, said bill would prevent the consideration at execu-
18 tive sessions of such matters as the filling of council vacancies,
19 commission appointments and similar matters;
20 NOW, THEREFORE, BE IT RESOLVED:
21 SECTION 1: That the City Council of the City of Vernon op-
22 poses the adoption of Senate Bill 1, in order that executive
23 sessions, for the benefit of all parties involved, may remain pri-
24 vate and personal;
25 SECTION 2: That the City Council of the City of Vernon urges
26 the Senators of the State of California and all other legislators
27 to oppose said Senate Bill 1;
28 SECTION 3: The City Clerk of the City of Vernon shall cer-
29 tify to the passage of this Resolution and thereupon and thereafter
30 the same shall be in full force and effect.

the State of California to unanimously oppose the
passage of Senate Bill 2.
