RESOLUTION NO. 4318
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON OPPOSING

PLANNING AGENCY AS INTRODUCED BY ASSEMBLYMAN KNOX ON JANUAl.Y 30,

THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:

WHEREAS, the proposed bill would create a regional planning
agenc:r that .1iould deprive local government of any voice in
regional land use matters proposed by Federal and State agencies;
and
~~, such agenc:y.would be given the authorit;r to issue
cease arid desist orders as to comprehensive local planning and
zoning regulations; and
WHEREAS, the proposed bill contains 110 speclficgoals or
objectives limiting the plan to matters which are truly regional
in nature; and
WHEREAS, the method of selection of board members would
deprive smaller cities of at.ly form of ,voting , representatation
while subjecting them to the lE!g~s.lative scope of .the Act; and
WHEREAS, the proposed leg~slation is an attempt to disfranchis
small cities and is contra:ry to the theor;yof "HomeB.ule"; and
WHEREAS, the objectives of the Bill would add another layer
of g()vernment and would remove the public a step further from the
decision making process;
NOW, THEREFORE", BE IT RESOLVED:

SECTION!: That Assembly Bill No. 625 be opposed and that all

cities within the areaE!nc()mpassed by the.:~~ll be urged to adopt
similar resolution in opposition to thepr,oposed legislation;
28 SECTION 2: That the Mayor be authorized to request assistance
29 from other-jurisdictions to oppose such legislation, and to forwar
30 copies of this resolution to appropriate members of the legislatum.
31 SECTION 3: That the City Clerk of the City of Vernon shall
32 certify to the passage of this Resolution and thereupon and

Re: Assembly Bill 625 Establishing a Bay Area Planning Agency
On March 18,1975 the Bill cleared the Assembly Committee on Local

Government and should reach the floor on March 31,1975 for general
debate.
Enclosed is a resolution, passed by the Council of the City of
Emeryville opposing the adoption of Assembly Bill No. 625. We would
appreciate your legislative body taking similar action and forwarding
a copy to the appropriate representatives, both in the Assembly
and the Senate.
Remember that this Bill while presently limited to the Bay Area,
if passed, could be used as a spring board to justify other similar
agencies throughout the State.

PASSAGE OF ASSEMBLY BILL NO. 625, ESTABLISHING A BAY AREA
PLANNING AGENCY AS INTRODUCED BY ASSEMBLYMAN KNOX ON JANUARY 30
1975.
WHEREAS, the proposed bill would create a regional planning
agency that would deprive local government of any voice in
regional land use matters proposed by Federal and State agencie ;
and
WHEREAS, such agency would be given the authority to issue
cease and desist orders as to comprehensive local planning and
zoning regulations; and
WHEREAS, the Bill contains no specific goals or objectives
limiting the plan to matters which are truly regional in
nature; and
WHEREAS, the method of selection of board members would
deprive smaller cities of any form of voting representation
while sUbjecting them to the legislative scope of the Act; and
WHEREAS, the proposed legislation is an attempt to dis-
franchise small cities and is contrary to the theory of
"Home Rule";
WHEREAS, the objectives of the Bill would add another

NOW, THEREFORE, BE IT RESOLVED by the CityCouricil of the
City of Emeryville that Assembly Bill No. 625 be opposed and
that all cities within the area encompassed by the Bill be
