RESOLUTION NO. 4321
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON ADOPTING
AN ENCROACHMENT FEE AND DEPqSIT SCHEDULE WHICH SHALL APPLY to ALL
ENCROAC~ PERMITS ISSUED PURSUANT TO ORDINANCE NO. 791- '
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOfS:
WHEREAS, Ordinance No. 796 specifies that the City~ouncil
of the City of Vernon shall, from time to time, establis; a schedule
wherein fees and deposits are specified:
NOW, THEREFORE, BE IT BESOLVED:
SECTION 1: That any and all work performed by governmental

agencles, utility companies and private contractors within street
right-of-way, as well as closing of traffic lanes, detou~ing traf-
fic or interfering with the normal parking pattern or th, pedes-
trian use of the sidewalk, shall be covered by a permit. i
SECTION 2: That a permit issuance fee, payable prior to the
issuance of a permit, shall be made in the amount of ten dollars

SECTION 3: That in addition to an issuance fee, permit fees
and charges calculated to the nearest dollars shall be required as
follows:
A. Inspection Fees:
Regular time (8 A.M. -4:30 P.M.)
Overtime-Saturdays, Sundays, Holidays
& nights
B. Permit Fees:
Curbartd/or gutter
Paving, sidewalk, driveway
Roof, Area and Fire Sprinkler drains
through curb (plus any curb, gutter
and sidewalk)
Reconstruction Fees for work completed
by City:
$12.00/hr.
$18.00/hr.

D. Lights, barricades, or warning dev-ices furnished antI/or
maintained, calculated at fifty dollars ($50.00) per
service call and one dollar ($1.00) per barricade per
day. A service call is defined as one (1) round trip to
and from the job site either for placing, removing or
servicing the barricades.
i. Monument replacement fee:
$200.00
F. All other direct costs to the City resulting from the
permittee's activity, calculated at actual cost plus
administrative costs of ten per cent (101).
G. All pavement shall be replaced with an equivalent section

SECTION 4: That the following exemptlons to SECTION 2 and
11 SECTION 3 shall apply:

A. Utility companies and governmental agencies making appli-
cation for a permit shall not be required to make prior pay-
ment of issuance fees or make deposits. The preclusion of
deposits and prior payl'llents offees, however, does not relieve
a utility company or governmental agency from making prompt
payment of fees upon presentation of a City invoice. Contrac-
tors or others making application on behalf of a utility com-
pany or governmental agency shall not be relieved of the
deposit requirement or prior payment of fees.
B. The' City of Vernon Water Department shall not be required
to pay permit fees inasmuch as costs for permit services are
accounted for internally by the City Departments.
C. No inspection charges or permit fees shall be made for the
lnspection of the initial construction of new curb, gutter,
sidewalk and roadway.
SECTION 5: That Resolution No. 4213 is hereby repealed.

SECTION 6: That the City Clerk of the City of Vernon shall

certify to the passage of this Resolution and thereupon and there...
