RESOLUTION NO. 4327
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON OPPOSING
ASSEMBLY BILL 960. DELETING LOCAL GOVERNMENT PARTICIPATION ON.
CRIMINAL JUSTICE PLANNING COUNCIL AND LOCAL PLANNING BoaRDS
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
WHEREAS, AB 960 which dele tes local government participation
on Criminal Justice Planning Councils and local planning boards is
currently being considered by the State Legislature; and
WHEREAS, the bill, as introduced, deletes the duty of the
California Council on Criminal Justice to approve the expenditure
of planning and federal funds; and
WHEREAS, the bill requires that at least one-third of local
board membership would be representatives of citizen, professional
and community organizations; and
WHEREAS, such representatives specifically exclude local
elected officials; and
WHEREAS, nowuere does the Federal Act require or appear to
intend that the new categories of representation should supercede
local government representation; and
WHEREAS, nowhere does the Federal Law suggest that the State
Planning Agency should not continue to approve Federal Fund expen-
ditures; and
WHEREAS, seventy-five percent of the funds in question are
spent at the local level, the expenditure of those funds should be
reviewed by persons who are experienced and knowledgeable in the
planning and implementation of local programs, namely, local
officials;

NOW, THEREFORE, BE IT RESOLVED:
SECTION 1: That the City Council of the City of Vernon
wishes to go on record as being opposed to Assembly Bill 960 in
the form that it has been introduced.
SECTION 2: That the City Clerk of the City of Vernon shall
send certified copies of this Resolution to t he legislators repre-

1 senting the City of Vernon.
2 SECTION 3: That the City Clerk shall certify to the passage
;5 of this Resolution and thereupon and thereafter the same shall be
4 in full force and effect.
5 ADOPTED AND APPROVED this 6th day of May, 1975.
