A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON, CALIFORNI
CONSENTING TO ESTABLISHMENT OF PORTIONS OF OOWNEY ROAD AND _ '
FRUITLAND AVENUE WITHIN SAID CITY AS A PART OF THE SYSTEM ,OF
COUNTY HIGHWAYS OF _ THE COUNTY OF LOS ANGELES
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
WHEREAS, the Board of Supervisors did on May 13, 1975, dul
adopt a Resolution declaring those portions of the hereinafter
described highways as a part of the System of Highways of the
County of Los Angeles, all as provided in Sections 1700 to 1704
inclusive of the Streets and Highways Code of the State of Cali-
fornia; and
WHEREAS, said Board of Supervisors by said Resolution re-
quested this Council to give its consent to construct improvements
and perform appurtenant work within said portions in the City of
Vernon described below; and
WHEREAS, pursuant to Section 15101, Class l(c) of the State
Guidelines, the Secretary of Resources designates this type of
project as categorically exempt;
NOW, THEREFORE, BE IT RESOLVED:
SECTION 1: Consent to Inclusion in County Highways System.
21 This City Council does hereby consent to the establishment of
22 those portions of the hereinafter described highways, and inter-
25 secting streets appurtenant to the construction thereof, within
24 the City of Vernon, as a part of the System of Highways of the
25 County of Los Angeles as provided in Sections 1700 to 1704 inclu-
26 sive of the Streets and Highways Code of the State of California.
27 Said consent is for the purpose of the aforementioned construction
28 of improvements and performance of appurtenant work by the County
29 of Los Angeles.

SECTION 2: Finding of Categorical Exemption. This City
31 Council does hereby find that:
32 The project is categorically exempt from the requirement

2 State of California's Guidelines for Implementation of the Cali-
:3 fornia Environmental Quality Act of 1970.

ILLUMINATED STREET
NAME SIGNS
Enclosed are two certified copies of a Resolution adopted by the
Board of Supervisors of the County of Los Angeles declaring
portions of Downey Road and Fruitland Avenue within your City to
be a part of the County System of Highways for the purpose of
installing mast-arm mounted illuminated street name signs at
various signalized intersections, which are located partially in
the unincorporated area of the County and partially within your
City. Please present this request for jurisdiction to your duly
authorized City officials for their approval.
The Public Resources Code provides that this type of project, by
reason of the work proposed, does not have a significant effect
on the environment. Accordingly and pursuant to Section 15101,
Class 1 (c) of the State Guidelines for Implementation of the
Environmental Quality Act of 1970, this project is declared to
be categorically exempt from the provisions of said Act of 1970.
If you concur that this project has no significant effect on the
environment, please have your duly authorized City officials make
a finding that it is, therefore, categorically exempt. Should
you determine that the project may have a significant effect on
the environment, we suggest that your Council find that the need
for the improvement to meet the existing traffic requirements
surpasses any possible adverse effects and the project should

therefore be constructed. The Council should also concurrently
approve the County's request for jurisdiction: however, if the
Council is unable to make one of the stated environmental findings,
please defer Council action granting jurisdiction until the
required environmental finding can be made.
It should be noted that Sections 1701 and 1850 of the Streets
and Highways Code provide that the City may consent to the
County's request for jurisdiction by Resolution. In addition,
Section 65402 (b) of the Government Code provides that the City
Council may find in such Resolution that the project involves
improvements of a minor nature. Enclosed is a draft of a
Resolution containing the finding which, if enacted, will meet
the requirements of these statutes and expedite the project.
Please note that said draft also contains the finding that this
project has no significant effect on the environment and is
categorically exempt from the requirement for an Environmental
Impact Report.
When your City has adopted the Resolution or an Ordinance of
consent, please send three conformed copies to Mr. I. L. Morhar,
Road Commissioner.

'Jurisdiction is'requested in order that the County may
install mast-arm mounted, illuminated, street name signs at
various signalized intersections which are partially located
within the unincorporated area of the County and the Cities
of Commerce, Monterey Park and Vernon. The County proposes
to finance the entire cost of this proposed project and the
necessary funds are included in the County's Road Department
1974-75 budget.
The jurisdiction will be relinquished after the completion of
this project.
Upon the adoption of this Resolution, please return seven
certified copies to the Road Department for transmission to
the Cities involved.

ReSOLUTION DECLARING PORTIONS OF MARIANNA AVENUE, ET AL.,
IN THE CITIES OF COMMERCE, MONTEREY PARK AND VERNON
TO BE A PART OF THE COUNTY SYSTEM OF HIGHWAYS
WHEREAS, by reason of their location and travel thereon, those
portions of the hereinafter described highways within the Cities of
Commerce, Monterey Park and Vernon, County of Los Angeles, State of
California, should be a part of the County's System of HighwaysJ and
WHEREAS, it is the purpose of the Board of Supervisors of said
County to construct improvements and perform appurtenant work thereon
provided the consent of the governing bodies of the Cities shall
first be given:
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors
of the County of Los Angeles, State of California, that the portions
of the following named highways between the limits indicated in the
table below, and intersecting streets appurtenant to the construction
thereof, within the Cities of Commerce, Monterey Park and Vernon,
are hereby declared to be a part of the System of Highways of said
