Resolution No. 4344 , ., ,. - ( . .. f, " 1 2 3 RESOLUTION NO. 4344 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON FIXING THE COMPENSATION FOR CERTAIN ENPLOYEES OF SAID CITY AS OF JULY 1) 1975 AUTHORIZING CERTAIN EXPENSE ALLOWANCES) AND REPEALING ALL RESOLU- TIONS IN CONFLICT THEREWITII 4 5 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS: 6 SECTION 1: Effective July 1) 1975, the following employee 7 of the City of Vernon shall receive the compensation or sala1;:'y 8 hereinafte~ set fo~th. This Resolution shall not affect the exis- 9 ting compensation of any officer or employee not in this Reso lution 10 specifically set forth. 11 SECTION 2: Employees of the City of Vernon shall receive 12 the compensation and, where authorized, the expense allowances as 13 hereinafter set forth: 14 15 16 17 (a) Department of Public Works, as in Schedule I. (b) Fire Department, as in Schedule II. (c) Police Department, as in Schedule III. (d) Department of Health and Environmental Control, as in 18 Schedule IV. 19 (e) Miscellaneous Departments as in Schedule V, 20 Said Schedule I through V are attached to this Resolution 21 and hereby incorporated as a part of this Resolution as th01.1gh 22 herein set forth in full. 23 SECTION 3: The salaries herein set forth for the several 24 officers and employees of the City of Vernon in the different 25 departments shall be in full force and effect from and after the 26 1st day of July, 1975. 27 SECTION 4: Wherever an allowance is made to any employee 28 for the use of his personal automobile, such allowance shall not 29 be payable whenever the employee is on vacation or leave of 30 absence, and the automobile allowance is reduced at such times in 31 proportion to the time of absence. 32 SECTION 5: Vacation policies for employees of the City of -1- I' \. ,) ~ t,: 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 . 27 28 29 30 31 32 Vernon are established and recited in Resolution No. 4115. SECTION 6: In any salary period in which any full-time employees of the City of Vernon shall, for any reason, not work full time, then the pay, salary, or compensation of such employee shall be reduced on the following basis: (a) \lliere any employee is paid on a monthly salary basis, such employee shall be paid the amount produced by multiplying the regular monthly salary by a fraction having as its denominator the total number of working days in the calendar month (in aCcor- dance with the regular work schedule of the employee in question) and as its numerator the total number of days actually worked. "Days actually worked", for the purpose of this computation shall include excused and paid absences as hereafter provided. for,as well as legal holidays to which the employee is entitled under .his regular working schedule during the pay period in question and so long as he is employed by the City of Vernon. Pro- vided that, when such employee is hired or his employment ister- minated after the beginning or before the end of a salary period, no salary shall be payable on account of any days preceding such hiring, or for any days following such termination. (b) Where an employee is paid on a daily basis, no compensation shall be payable for any day or portion of a day not worked. (c) In either of the cases mentioned in subsections (a) and (b) above, fractional parts of a day shall be computed on the basis of an eight-hour day, excepting members of the Fire Department who serve on a twenty-four hour shift, and as to said latter employees, fractional parts of a day shall be computed on the basis of a twenty-four hour day. (d) "Absence" as used in this section shall include, without being limited to, leaves of absence, suspensions, an4 -2- " , \') 1 employees whose employment commences or terminates during. a. pay, 2 salary or wage period. 3 4 5 6 7 8 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 9 (e) As an exception to the general rules for deduction or loss of pay for absences as above defined, any department head may, for good cause as determined by such department head, certify for full pay for any emp loyee who has been absent dUX'ing a pay) salary or wage periodo Whenever a department head certifies for. pay on absence of an employee, he shall attach to the payroll demand a statement of the reason for paying such employee while absent, his monthly rate of pay, length of service with the City, and number of days absent. The pay of employees for absent time shall remain in the sole discretion of the City Council. SECTION 7: The City Council hereby makes the following statement of policy relative to salaries and classifications set forth in this Resolution: (a) Except as set forth in subsection (b) which follows, promotions or salary increases to higher grades are merit steps only and shall be available to employees as recognition and reward for satisfactory serviceso (b) New employees shall start at the first step in the salary range for their respective positions unless it is determined that qualified applicants are not available at the salary specified for the first step or grade, or that a. specific applicant has special qualifications justifying a higher starting rate beyond the first step or grade" New employees starting at the beginning step or grade shall be advanced to the second step or grade of their salary range effective the first day of the calendar month next following the satisfactory completion of their probationary employment). which is. herebx. fixed at. twelve .. It is intended that such promotion be effective 5 the first (1st) day of the calendar month. 6 (d) The promotion of an employee shall not result in 7 reduction in pay,and the employee being promoted shall be 8 classified in such manner that he receives the same or more 9 pay for the position to which he is promoted. 10 (e) This Resolution expresses the general wage and 11 salary policy of the City of Vernon, and in conjunction With 12 the accompanying working conditionsfor employees of the City of 13 14 15 16 17 Vernon now existing it is deemed to be fair and adequate.. It is not anticipated that adjustments in said salary scales will be necessary, except as to cases involving additional respon- sibilities, exceptional merits, or other special circumstances, SECTION 8: All Resolutions in conflict with this Resolu- 18 tion No.. 4344 are hereby repealed. 19 20 21 22 23 24 25 26 27 28 29 30 31 32 SECTION 9: The City Clerk of the City of Vernon shall certify to the passage of this Resolution and thereupon and thereafter the same shall be in full force and effect.. In addition to said salaries, a flat rate of $35000 per day for any half-day or less shall be paid when an appearance by a police officer is to be made for an off-duty court matter.
