A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING
CONTRACT NOo 397 AND AUTHORIZING NOTICE INVITING SEALED PROPOSALS
OR BIDS .FOR WASHINGTON BOULEVARD AND ALAMEDA STREET RESURFACING.
IN ACCORDANCE WITH CONTRACT NOo 397 "OF THE CITY OF VERNON.
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
WHEREAS, there has been presented to the City Council of
the City of Vernon. Contract Noo 397 for Washington Boulevard and
Alameda Street Resurfacing; and
WHEREAS, the City Council of the City of Vernon has deter-
mined that it is in the best interests of the City of Vernon that
said Contract be awarded in accordance with applicable state laws;
NOW, THEREFORE. BE IT RESOLVED:
SECTION 1: That Contract Noo 397 is hereby approved by
the City Council of the City of Vernono
SECTION 2: That the City Clerk of the City of Vernon is
hereby directed to file in his office at the City Hall of the
City of Vernon a copy of Contract Noo 397.
SECTION 3: That the City Clerk of the City of Vernon is
hereby directed to give Notice, in writing, inviting sealed pro-
posals or bids for Washington Boulevard and Alameda Street
Resurfacing, in accordance with Contract Noo 397 and in accor-
dance with this Resolution.
SECTION 4: There being no newspaper of general circula-
tion printed, published or circulated in the City of Vernon, the
City Clerk is hereby directed to post said Notice, or cause the
same to be posted, in three (3) of the most public places in the
City of Vernon, to wit: the northwest corner of 38th Street and
Santa Fe Avenue, the northeast corner of Leonis Boulevard and
Pacific Boulevard, and on the bulletin board in the lobby of the
City Hall of the City of Vernon. located at 4305 Santa Fe Avenue
in said Cityo
SECTION 5: The City Council of the City of Vernon has

ascertained that the general prevailing rate of per diem wages
and the rates for legal holidays and for overtime work in the
locality in which the work is to be performed, described in
Contract No. 397, for each craft or type of workman or mechanic
needed to execute the Contract. which will be awarded to the
successful bidder. and that the general prevailing rate of per
diem wages and rates for legal holidays, for overtime work in
the locality of the execution of Contract No. 397, f or each
craft, classification or type of workman or mechanic needed is
set forth in said Contract and incorporated by reference at this
point for all purposes as if set forth in full and hereby approved
by the City Council of the City of Vernon.
SECTION 6: That the City Clerk of the City of Vernon
is hereby directed to post said Notice forthwith and the first
posting of said Notice shall be not less than ten (10) days before
the opening of bids for the proposed work. That said Notice shall
provide that sealed proposals or bids will be received by the
City of Vernon, California, at the Office of the City CleIk of
said City at the City Hall, 4305 Santa Fe Avenue, Vernon CA 90058,
until the hour of two (2) o'clock P.M., on the 18th day of
November, 1975, and in accordance with Contract No. 397 approved
by said City.
SECTION 7: That the City Clerk of the City of Vernon shall
certify to the passage of this Resolution and thereupon and there-
after the same shall be in full force and effect.
ADOPTED AND APPROVED this 4th day of November, 1975.

Pursuant to Resolution No. 4365 of the City of Vernon.
adopted on the 4th day of November. 1975, directing same, notice
is hereby given that sealed proposals or bids will be received by
the City of Vernon, California, at the office of the City Clerk
of said City. at the City Hall, 4305 Santa Fe Avenue. until the
hour of two (2) o'clock P.M., on the 18th day of November. 1975
for Washington Boulevard and Alameda Street Resurfacing in accor-
dance with Contract No. 397, approved by said City. The proposals
will be publicly opened and read in the Council Chamber of the
City Hall located at 4305 Santa Fe Avenue. Vernon. California. on
the date and at the time above mentioned. Specifications and

contract documents may be obtained at the above mentioned office

of the City Clerk upon payment of a deposit of ten dollars (~10.00)

for each specification.

The construction to be done and materials to be furnished
under said Contract No. 397 are approximately as follows:

Excavate and remove approximately 141 cubic yards soil and
A. C. pavement.
Furnish and place approximately 760 tons of A. C. pavement.
Header cut approximately 1066 linear feet.
The construction shall be in accordance with Plans and
Contract No. 397 heretofore approved by the City Council of said

City, and now on file in the office of the City Clerk of said City,

a copy of which may be secured from the Director of Public Works.

1. Bidders are hereby notified that, pursuant to the
2 provisions of Sections 1770-1781, inclusive, of the Labor Code
3 of the State of California, the City Council of the City of
4 Vernon has ascertained the general prevailing rate of per diem
5 wages and rates for legal holidays and for overtime work in the
6 locality in which this work is to be perfo~ed, for each craft or
7 type of workman or mechanic needed to execute the contract which
8 ,vil1 be awarded to the successful bidder, and that Resolution
9 No. 4365 ,of the City of Vernon establishes said rates, and
10 is on file with the City Clerk of the City of Vernon.
11 Notice is further hereby given that all bidders reay
12 submit with their bids a sworn statement of their financial
13 responsibility, technical ability and experience. Such sworn
14 statement may be required before award is made to any particular
15 bidder.
16 To be entitled to consideration, each bid submitted
17 pursuant to this notice shall be made out on a fo~ to be
18 obtained at the Office of the Director of Public Works, shall' be
19 accompanied by a certified check, draft, or bid bond, payable at
20 a bank authorized to do business in the State of California,
. 21 made payable at sight to the City Clerk of the City of Vernon,
22 in an amount equal to ten per cent (10%) of the bid submitted,
23 shall be delivered to the City Clerk of the City of Vernon in a
24 sealed envelope at, or before, the time stated herein, and must
25 be plainly marked "Proposal for Contract No. 397 "
26 The above-mentioned check or bond shall be given as a
27 guarante,~ that.t.h.e bidder will enter into a contract if awarded
28 to him and will be declared forfeited if the successful bidder
29 refuses or neglects to enter into a contract of the required" form
30 after being requested to do so by.the City Clerk of the City of
31 Vernon, California. The successful bidder will be required to
32 furnish a labor and material bond in an amount equal to fifty

per cent (50%) of the contract price, and a faithful performance
bond in an amount equal to one hundred per cent (lOO%) of the
contract price.

Unless otherwise required by law, no bidder may with-

draw his bid for a period of thirty (30) days after the date set
for the opening thereof.
A deposit of ten dollars (SlO.OO) will be required to
secure the Plans and Specifications, as a guarantee that the
Plans and Specifications will be returned, which deposit will be
refunded in case same are returned tc the City in good conditicn
not later than thirty (30) days after the bids on the work will
have been opene{~.
The City of Vernon reserves the right to reject any and
all bids or waive any informality in the bi.d.
