1 RESOLUTION NO. 4376
2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON OPPOSING
NUCLEAR INITIATIVE

4 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
5 WHEREAS, the people of Southern California are highly depen-
6 dent for their jobs. shelter. food. and fiber on the availability
7 of sufficient quantities of water that must be pumped through long
8 aqueduct systems -- the Colorado River Aqueduct and the State's
9 California Aqueduct. and
10 WHEREAS, The Metropolitan Water District of Southern Califor-
11 nia and the State use enormous quantities of electric power to
12 pump that water, but face huge questions on the availability of
13 such power, perhaps involving a projected five-fold increase in
14 costs in the 1980's when current contracts for energy expire; and

WHEREAS, continued and expanded use of oil and gas to generate
electricity is not considered practicable considering the increasin~
shortages of these fuels for other important purposes and their
increasing costs; and
WHEREAS, even with strong energy conservation programs and
20 development of alternative power supplies, such as solar power.

geothermal power. and wind power. to the extent feasible, it will
22 be absolutely essential that uranium reserves and the coal supply
23 of the West both be used to meet the growing requirements for

energy and to replace the use of oil and gas for production of
energy; and
WHEREAS, there is a limited supply of coal available for use
in California, and its use for the generation of electricity would
not only be costly but a source of air pollution, thus making
nuclear power, employing safe and effective reactor systems. the
best of available options for meeting the future energy needs of
the State and at the same time for protecting the environment; and
WHEREAS, the use of nuclear fuel can help reduce the burden

of importing from foreign nations vast amounts of low sulfur oil
for power plants at the very high prices which now prevail and
which could ultimately lead to even more inflation and serious
financial consequences for this country; and
WHEREAS, the nuclear initiative on the June 1976 ballot would.
if passed. virtually ban the construction of nuclear power plants
in California and place severe limitations on the operation of
existing plants that have proved safe and successful,
NOW, THEREFORE, BE IT RESOLVED:
SECTION 1: That the nuclear power plants initiative be

11 opposed;

SECTION 2: That the City Council of the City of Vernon shall
13 certify to the passage of this Resolution and thereupon and there-
14 after the same shall be in full force and effect; that the City
15 Clerk of the City of Vernon shall forward a certified copy of this
16 Resolution to the Metropolitan Water District of Southern Califor-

nia.
