2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING
CONTRACT NO. 400AND AUTHORIZING NOTICE INVITING SEALED PROPOSALS
3 OR BIDS FOR PAVEMENT STRIPING FOR 1976. IN ACCORDANCE WITH CON-
TRACT NO. 400 OF THE CITY OF VERNON

THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
WHEREAS, there has been presented to the City Council of
the City of Vernon, Contract No. 400 for Pavement Striping for
1976; and
WHEREAS, the City Council of the City of Vernon has deter-
mined that it is in the best interests of the City of Vernon that
said Contract be awarded in accordance with applicable state laws
NOW. THEREFORE, BE IT RESOLVED:
SECTION 1: That Contract No. 400 is hereby approved by
the City Council of the City of Vernon.
SECTION 2: That the City Clerk of the City of Vernon is
hereby directed to file in his office at the City Hall of the
City of Vernon a copy of Contract No. 400.
SECTION :3: That the City Clerk of the City of Vernon is
hereby directed to give Notice, in writing, inviting sealed pro-
posals or bids for Pavement Striping for 1976. in accordance with
Contract No. 400 and in accordance with this Resolution.
SECTION 4: There being no newspaper of general circulation
printed, published or circulated in the City of Vernon. the
City Clerk is hereby directed to post said Notice, or cause the
same to be posted, in three (3) of the most public places in the
City of Vernon, to wit; the northwest corner of 38th Street and
Santa Fe Avenue; the northeast corner of Leonis Boulevard and
Pacific Boulevard; and on the bulletin board in the lobby of the
City Hall of the City of Vernon, located at 4305 Santa Fe Avenue
in said City.
SECTION 5: The City Council of the City of Vernon has
ascertained that the general prevailing rate of per diem wages

and the rates for legal holidays and for overtime work in the
locality in which the work is to be performed. described in
Contract No. 400, for each craft or type of workman or mechanic
needed to execute the Contract, which will be awarded to the
successful bidder, and that the general prevailing rate of per
diem wages and rates for legal holidays. for overtime work in
the locality of the execution of Contract No. 400, for each
craft, classification or type of workman or mechanic needed is
set forth in said Contract and incorporated by reference at this
point for all purposes as if set forth in full and hereby approved
by the City Council of the City of Vernon.
SECTION 6: That the City Clerk of the City of Vernon
is hereby directed to post said Notice forthwith and the first
posting of said Notice shall be not less than ten (10) days before
the opening of bids for the proposed work. That said Notice shall
provide that sealed proposals or bids will be received by the
City of Vernon, California. at the Office of the City Clerk of
said City at the City Hall, 4305 Santa Fe Avenue. Vernon'CA 90058,
until the hour of two (2) o'clock P.M., on the 20~h day of
January. 1976, and in accordance with Contract No. 400 apprO/ed
by said City.
SECTION 7: That the City Clerk of-the City of Vernon shall
certify to the passage of this Resolution and thereupon and there-
after the same shall be in full force and effect.

The work shall be in accordance with Contract No. 400 here-
tofore approved by the City Council of said City, and now on file
in the Office of the City Clerk of said City, a copy of which may
be secured from the Director of Public Works of said City.
The foregoing quantities are approximate only, being given
as a basis for the comparison of bids, and the City of Vernon does
not expressly or by implication, agree that the actual amount of
work will correspond therewith, but reserves the right to increase
or decrease the amount of any class or portion of the work, as may
be deemed necessary or expedient by the City.
All bids are to be compared on the basis of the Public
Works estimate of the quantities of the work to be done.
A representative from the Public Works Department will be
available to accompany prospective bidders for an inspection of
the work herein contemplated and contractors are urged to inves-
tigate the location, character and quantity of work to be done,
with a representative of the Public Works Department.
Each proposal must be accompanied by a statement of
experience.

1 Bidders are hereby notified that, pursuant to the
2 provisions of Sections 1770-1781, inclusive, of the Labor Code
3 of the State of California, the City Council of the City of
4 Vernon has ascertained the general prevailing rate of per diem
5 wages and rates for legal holidays and for overtime work in the
6 locality in ,vhich this work is to be perfo~ed, for each craft or
7 type of workman or mechanic needed to execute the contract which
8 will be awarded to the successful bidder, and that Resolution
9 No. 4378 ,of the City of Vernon establishes said rates, and
10 is on file with the City Clerk of the City of Vernon.
11 Notice is further hereby given that all bidders reay
12 submit with their bids a sworn statement of their financial
13 responsibility, technical ability and experience. Such sworn
14 statement may be required before award is made to any particular
15 bidder.
16 To be entitled to consideration, each bid submitted
17 pursuant to this notice shall be made out on a fo~ to be
18 obtained at the Office of the Director of Public Works, shall' be
19 accompanied by a certified check, draft, or bid bond, payable at
20 a bank authorized to do business in the State of California,
21 made payable at sight to the City Clerk of the City of Vernon,
22 in an amount equal to ten per cent (10%) of the bid submitted,
23 shall be delivered to the City Clerk of the City of Vernon in a
24 sealed envelope at, or before, the time stated herein, and must
25
be plainly marked "Proposal for Contract No;
400 "

26 The above-mentioned check or bond shall be given as a
27 "guarante~ t;l1at;the bidder will enter into a contract if awarded
28 to him and will be declared forfeited if the successful bidder

30 after being requested to do so by the City Clerk of the City of
31 Vernon, California. The successful bidder will be required to
32 furnish a labor and material bond in an amount equal to fifty

per cent (50%) of the contract price, and a faithful perfo~ance
bond in an amount equal to one hundred per cent (100%) of the
contract price.

Unless otherwise required by law, no bidder may with-

draw his bid for a period of thirty (30) days after the date set
for the opening thereof.
A deposit of ten dollars (SlO.OO) will be required to
secure the Plans and Specifications, as a guarantee that the
Plans and Specifications 'viII be returned, which deposit will be
refunded incase same are returned tc the City in good conditicn
not later than thirty (30) days after the bids on the work will
have been opened.
The City of Vernon reserves the right to reject any and
all bids or waive any informality in the bid.
