2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON ENDORSING
A SENATE CONSTITUTIONAL AMENDMENT TO THE CONSTITUTION OF THE STATE
3 OF CALIFORNIA BY AMENDING SECTION 8 OF, ARTICLE I REIATING TO
INDIVIDUAL RIGHTS

5 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES .AS FOLLOWS:
6 WHEREAS, Senator John Stull of the 38th District of the State
7 of California has proposed a draft of a constitutional amendment
8 to the Constitution of the State of California to provide that a
9 person should not be required to join or to pay dues or fees to
10 any employee organization as a condition of employment by any
11 governmental entity within the State of California, and
12 WHEREAS. the Constitution of the State of California pre-
13 sently prohibits a person from being disqualified from entering
14 or pursuing a business. profession, vocation or employment

because of sex, race, creed, color, or national or ethnic origin.
and
WHEREAS, the City Council of the City of Vernon deems that a
similar exemption from disqualification should be made allowing
an individual to refrain from joining an employee organization as
he or she so desires,
NOW, THEREFORE. BE IT RESOLVED:
SECTION 1: That the City Council of the City of Vernon
resolves to support the Senate constitutional amendment proposed
by Senator John Stull of the 38th District of the State of Cali-
fornia, and urges the State Legislature to place said constitutio-
nal amendment on a state-wide ballot.
SECTION 2: The City Clerk of the City of Vernon shall
certify to the passage of this Resolution and thereupon and there-
after the same shall be in full force and effect.

Constitutional Amendment 43, which would protect the rights
of all public employees to join the organization of their
choice, if any. I certainly need and welcome your help.
This important proposal has been referred to the Senate
Committee on Industrial Relations. The members of that
committee are Senators George Zenovich (Chai~an), Alan
Robbins (Vice Chairman), Lou Cusanovich, Bill Greene, Robert
Presley, and Newton Russell. I would appreciate it if you
would contact these committee members directly and let them
know of your support. Each may be addressed in care of the
State Capitol, Sacramento, California 95814.
with your help, we can put the important issue of public
employee freedom of choice before the people on the November
ballot.
