RESOLUTION NO. 4388
21 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON URGING THAT
3 THE COLORADO RIVER BOARD OF CALIFORNIA CONTINUE AS A STATE AGENCY
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
WHEREAS, it has been proposed in the 1976-1977 Budget
Message that the State of California eliminate its funding for the
Colorado River Board. and
WHEREAS, the Colorado River Board has a direct interest
in the continued protection of valuable contracts for the welfare
of nearly 11,000,000 people who benefit from the water and power
supplies provided by the Colorado River. and
WHEREAS. the City Councii of the City of Vernon feels
that it is essential that the Colorado River Board of California
continue to play the important role it has had for so many years,
NOW. THEREFORE. BE IT RESOLVED:
SECTION 1: The City Council of the City of Vernon urges
the State Legislature and the Governor of California to continue
to support the Colorado River Board of California and to continue
the funding of said Board for the reasons set forth above.
SECTION 2: The City Clerk of the City of Vernon shall
certify to the passage of this Resolution and thereupon and there-
after the same shall be in full force and effect.
ADOPTED AND APPROVED this 17th day of February, 1976.

Dear Mr. Ziemer:
Thank you for your views to Governor Brown regarding the
Colorado River Board.
As you may know, a compromise has been agreed upon between
the Board and the Governor's Office whereby state funding
will be restored to continue operation of the Board as a
State Agency. The compromise is contained in AB 3227,
introduced by Assemblyman Tom Suitt and funding is contin-
gent upon its passage. Membership of the Board is to be
increased from six to eleven by the addition of three public
members appointed by the Governor, the Director of the
Department of Water Resources, and the Director of the
Department of Fish and Game. The Governor is authorized
to designate the Chairman of the Board; however, the State
Department Directors may not be the Chairman. These legis-
lative changes, when enacted, will meet the Administration's
main concern that the Board represent statewide concerns.

To expect that a Sacramento agency
with no experience in Colorado River matters
and far removed from the close contact

service area could effectively handle this
difficult task is most unlikely. Also, if
the proposed change were to be made, there
would be no saving to the State because
instead of paying only one-third of the
Board's operating cost the State would have
to absorb 100 per cent of the necessary cost.

The Colorado River Association is a citizen's
organization formed in 1947 for the purpose of
disseminating information in support of the
objectives of the Colorado River Board
of California.
Q. What is the function of the Colorado River
Board of California?
A. It has the legal responsibility of protecting
the rights and interests of the State of
California, its public agencies and its citizens
to the water of the Colorado River.
Q. When was the Board established?
A. In 1937, by act of the State Legislature.
Q. What is the current issue regarding
the Board?
A. Governor Brown, in his 1976-77 budget
message, has proposed the elimination of the
State's one-third funding for the Colorado
River Board as the announced first step
toward elimination of the Board as a State
agency and a takeover of its functions by the
State Department of Water Resources,
Q. What would be the effect of that proposed
change?
A. The effect inevitably would be to undermine
the protection of California's immense stake
in the water and power resources of the
river. Nearly 40 years of effort by Southern
California water agencies working together
through the Colorado River Board could
be upset.
Q. How much money is involved in the
budget item?
A. The State is asked to contribute $131,000
of the Board's recommended total budget of
$393,000. The remaining $262,000 would
be paid by the six public agencies in
Southern California that have rights to
Colorado River water or power. If necessary,
they would be willing to increase their
contributions but some State financing is
considered essential as evidence of
the Board's official State status.
Q. How important is the Colorado River to
Southern California?
A. About 75 per cent of all the water used in
Southern California comes from the river.
Nearly 11 million people in this area-
more than half of the entire state population~
depend heavily on Colorado River water
to meet their domestic, municipal, industrial
and agricultural needs. Some 800,000 acres
of highly productive farmlands are irrigated
with Colorado River water. Smog-free
hydroelectric power generated at Hoover
Dam and other dams along the river is a
significant part of the region's energy supply.
Q. Are the contracts for those water and power
supplies held by the State of California?
A. No. The contracts are in the names of the six
public agencies that are represented on
the Colorado River Board. That is another
reason why the Board should be retained in
its present status. It has a very direct interest
in the continued protection of these valuable
contracts for the welfare of the nearly
11 million people who benefit from the water
and power supplies they provide.
Q. Who are the six agencies?
A. The Metropolitan Water District of Southern
California; the Department of Water and
Power of the City of Los Angeles; the
San Diego County Water Authority; the
Imperial Irrigation District; the Coachella
Valley County Water District; and the
Palo Verde Irrigation District.
Q. If the Board were to be abolished, as
Governor Brown's budget message recom-
mends, is the Department of Water
Resources staffed to handle the Board's
responsibilities and duties?
A. No. The Colorado River has been a river
of controversy for almost half a century.
