RESOLUTION NO. 4393
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING
CONTRACT NO. 398 AND AUTHORIZING NOTICE INVITING SEALED PROPOSALS
OR BIDS FOR TRAFFIC SIGNAL INSTALLATION,' ATLANTIC BOULEVARD. AND
DISTRICT BOULEVARD IN ACCORDANCE WITH CONTRACT. NO. 398 OF THE CITY
OF VERNON.
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
WHEREAS, there has been presented to the City Council of
the City of Vernon, Contract No. 398 for Traffic Signal Installa-
tion, Atlantic Boulevard and District Boulevard, and
WHEREAS, the City Council of the City of Vernon has deter-
mined that it is in the best interests of the City of Vernon that
said Contract be awarded in accordance with applicable state laws;
NOW, THEREFORE, BE IT RESOLVED:
13 SECTION 1: That Contract No. 398 is hereby approved by the

City Council of the City of Vernon.
15' SECTION 2: That the City Clerk of the City of Vernon is

hereby directed to file in his office at the City Hall of the City
of Vernon a copy of Contract No. 398.
SECTION 3: That the City Clerk of the City of Vernon is
hereby directed to give Notice, in writing, inviting sealed pro-
posals or bids for traffic signal installation, Atlantic Boulevard
and District Boulevard, in accordance with Contract No. 398, and
in accordance with this Resolution.
SECTION 4: There being no newspaper of general circulation
printed, published or circulated in the City of Vernon, the City
Clerk is hereby directed to post said Notice, or cause the same
to be posted, in three (3) of the most public places in the City
of Vernon, to wit: the northwest corner of 38th Street and Santa
28 Fe Avenue, the northeast corner of Leonis Boulevard and Pacific
29 II Boulevard..
., and on the bulletin board in the lobby of the City

NOTICE INVITING BIDS
NonCE INVITING SEALED PROPOSALS OR BIDS FOR TRAFFIC SIGNAL
INSTALLATION -AT THE INTERSECTION OF ATLAN'I'IC BOULEVARD AND
DISTRICT BOULEVARD, IN ACCORDANCE WITH CONTRACT NO. 398 OF
THE CITY OF VERNON
Pursuant to Resolution No. 4393 of the City of Vernon,
adopted on the l6th day of March, 1976, directing same, notice is
hereby given that sealed proposals or bids will be received by
the City of Vernon, California, at the office of the City Clerk
of said City, at the City Hall, 4305 Santa Fe Avenue, until the
hour of two (2) o'clock P.M., on the 6th day of April, 1976, for
traffic signal installation at the intersection of Atlantic Boule-
vard and District Boulevard, in accordance with Contract No. 398
approved by said City. The proposals will be publicly opened and
read in the Council Chamber of the City Hall located at 4305 Santa
Fe Avenue, Vernon, California, on the date and at the time above
mentioned. Specifications and contract documents may be obtained
at the above-mentioned office of the City Clerk upon payment of a
deposit of ten dollars ($10.00) for each specification.
The construction to be done and materials to be furnished
under said Contract No. 398 are approximately as follows:
Install signals, foundations, conduits, conductors
and a traffic actuated signal controller cabinet, complete
with controller, auxiliary equipment, detectors and do
all appurtenant work as shown on Plan No. 1976
The construction shall be in accordance with Plan No. T1976
and Contract No. 398 heretofore approved by the City Council of
said City, and now on file in the office of the City Clerk of
said City, a copy of which may be secured from the Director of
Public Works of said City.

1 Bidders are hereby notified that, pursuant to the
2 provisions of Sections 1770-1781, inclusive, of the Labor Code
3 of the State of California, the City Council of the City of
4 Vernon has ascertained the general prevailing rate of per diem
5 wages and rates for legal holidays and for overtime work in the
6 locality in which this work is to be performed, for each craft or
7 type of workman or mechanic needed to execute the contract which
8 ~vi11 be awarded to the successful bidder, and that Resolution

,of the City of Vernon establishes said rates, and
10 is on file with the City Clerk of the City of Vernon.
11 Notice is further hereby given that all bidders may
12 submit with their bids a sworn statement of their financial
13 responsibility, technical ability and experience. Such sworn
14 statement may be required before award is made to any particular
15 bidder.
16 To be entitled to consideration, each bid submitted
17 pursuant to this notice shall be made out on a form to be
18 obtained at the Office of the Director of Public Works, shall' be
19 accompanied by a certified check, draft, or bid bond, payable at
20 a bank authorized to do business in the State of California,
21 made payable at sight to the City Clerk of the City of Vernon,
22 in an amount equal to ten per cent (10%) of the bid submitted,
23 shall be delivered to the City Clerk of the City of Vernon in a
24 sealed envelope at, or before, the time stated herein, and must
25 be plainly marked "Proposal for Contract No. 398 "
26 The above-mentioned check or bond shall be given as a
27 guarante.etl:1a.tthe,bidder will enter into a contract if awarded
28 to him and will be declared forfeited if the successful bidder
29 refuses or neglects to.enter into a contract of the required' form
30 after being requested to do so by the City Clerk of the City of
31 Vernon, California. The successful bidder will be required to
32 furnish a labor and material bond in an amount equal to fifty

per cent (50%) of the contract price, and a faithful performance
bond in an amount equal to one hundred per cent (100%) of the
contract price.

Unless otherwise required by law, no bidder may with-
draw his bid for a period of thirty (30) days after the rlate set
for the opening thereof.
A deposit of ten dollars (SI0.00) will be required to
secure the Plans and Specifications, as a guarantee that the
Plans and SpGcifications \vi11 be returned, which deposit will be
refunded in case same are returned tc the City in good condition
not later than thirty (30) days after the bids on the \vork will
have been opened.
The City of Vernon reserves the right to reject any and
all bids or t\1aive any informality in the bid.
