A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON, CALIFORNIA ,I
CONSENTING TO ESTABLISHMENT OF PORTIONS OF DOWNEY ROAD AND i
FRUITLAND AVENUE WITHIN SAID CITY AS A PART OF THE SYSTEM -OF I
COUNTY HIGHWAYS OF THE COUNTY OF LOS ANGELES I

THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS: !

WHEREAS, the Board of Supervisors did on May 13, 1975, duly I

adopt a Resolution declaring those portions of the hereinafter I
I
WHEREAS, said Board of Supervisors by said Resolution re-
quested this Council to give its consent to construct improvements
and perform appurtenant work within said portions in the City of
Vernon described below; and
WHEREAS, pursuant to Section 15101, Class l(c) of the State
Buidelines, the Secretary of Resources designates this type of
project as categorically exempt;
NOW, THEREFORE, BE IT RESOLVED:
SECTION 1: Consent to Inclusion in County Highways System.
This City Council does hereby consent to the establishment of
those portions of the hereinafter described highways, and inter-
section streets appurtenant to the construction thereof, within
the City of Vernon, as a part of the System of Highways of the
County of Los Angeles as provided in Sections 1700 to 1704 inclu-
sive of the Streets and Highways Code of the State of California.
Said consent is for the purpose of the aforementioned construction
of improvements and performance of appurtenant work by the County
of Los Angeles.
SECTION 2: Finding of Categorical Exemption. This City
31 Council does hereby find that:

2 State of California's Guidelines for Implementation of the Cali-

Gentlemen:
The County of Los Angeles by Resolution adopted
by the Board of Supervisors has declared portions of
Downey Road and Fruitland Avenue to be a part of the
County system of highways for the purpose of installing
mast-arm mounted illuminated street name signs. The
Downey Road-Fruitland Avenue intersection is partly
in the unincorporated area and partly in the City.
It is recommended that the City Council by Re-
solution consent to the request for jurisdiction; make
a finding that this project has no significant effect
on the environment and is categorically exempt from
the requirement for an Environmental Impact Report.

therefore be constructed. The Council should also concurrently
approve the County's request for jurisdiction; however, if the
Council is unable to make one of the stated environmental findings,
please defer Council action granting jurisdiction until the
required environmental finding can be made.
It should be noted that Sections 1701 and 1850 of the Streets
and Highways Code provide that the City may consent to the
County's request for juriSdiction by Resolution. In addition,
Section 65402 (b) of the Government Code provides that.~he City
Council may find in such Resolution that the project involves
improvements of a minor nature. Enclosed is a draft of a
Resolution containing the finding which, if enacted, will meet
the requirements of these statutes and expedite the project.
Please note that said draft also contains the finding that this
project has no significant effect on the environment and is
categorically exempt from the requirement for an Environmental
Impact Report.
When your City has adopted the Resolution or an Ordinance of
consent, please- send three conformed copies to Mr. I. L. Morhar,
Road Commissioner.

The Public Resources Code provides that this type of project, by
reason of the work proposed, does not have a significant effect
on the environGent. ~ccordingly and pursuant to Section 15101,

Environmental Quality Act of 1970, this project is declared to
be categorically exempt from the provisions of said Act of 1970.
If you concur that this project has no significant effect on the
environment, please have your duly authorized City officials make
a finding that it is, therefore, categorically exempt. Should
you determine that the project may have a significant effect en
the environment, we suggest that your Council fin8 that the need
for the improvement to meet the existing traffic requirements
surpasses any possible adverse effects and the project should
