2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING
SPECIFICATIONS NO. 404 FOR THE REPOWERING OF VERNON FIRE DEPART-
:3 MENT ENGINE NO.22 AND AUTHORIZING NOTICE INVITING SEALED PROPOSALS
OR BIDS IN ACCORDANCE WITH SPECIFICATIONS NO. 404 OF THE CITY OF
4 VERNON
5 WHEREAS, there has been presented to the City Council of the City
6 of Vernon, Specifications No. 404 for the repowering of Vernon
7 Fire Department Engine No. 22, and
8 WHEREAS, the City Council of the City of Vernon has determined
9 that it is in the best interesmof the City of Vernon that pro-
10 posals be made for the repowering of Vernon Fire Department Engine
11 No. 22 and that a Contract or Purchase Order be awarded in accor-
12 dance with applicable laws,
13 NOW, THEREFORE, BE IT RESOLVED:
14 SECTION 1: That Specifications No. 404 is hereby approved by
15 the City Council of the City of Vernon.
16 SECTION 2: That the City Clerk of the City of Vernon is
17 hereby directed to file in his office at the City Hall of the City
18 of Vernon a copy of Specifications No. 404.
19 SECTION 3: That the City Clerk of the City of Vernon is
20 hereby directed to give Notice, in writing, inviting sealed pro-
21 posals or bids for the repowering of Vernon Fire Department Engine
22 No. 22, in accordance with Specifications No. 404, and in accor-
23 dance with this Resolution.
24 SECTION 4: There being no newspaper of general circulation
25 printed, published or circulated in the City of Vernon, the City
26 Clerk is hereby directed to post said Notice, or cause the same
27 to be posted, in three (3) of the most public places in the City
28 of Vernon, to wit: the northwest corner of 38th Street and Santa
29 Fe Avenue, the northeast corner of Leonis Boulevard and Pacific
30 Boulevard, and on the bulletin board in the lobby of the City
31 Hall of the City of Vernon, located at 4305 Santa Fe Avenue in
32 said City.

1 SECTION 5: That the City Clerk of the City of Vernon is
2 hereby directed to post said Notice forthwith and the first
3 posting of said Notice shall be not less than ten (10) days before

4 the opening of bids for the proposed work. That said Notice shall
5 provide that sealed proposals or bids will be received by the
6 City of Vernon, California, at the Office of the City Clerk of
7 said City at the City Hall, 4305 Santa Fe Avenue, Vernon CA 90058,
8 until the hour of two (2) o'clock P.M., on-the 7thday of Septem-
9 ber, 1976, and in accordance with Specificatiom No. 404 approved
10 by said City.
11 SEctION 6: . That the City Clerk of the City of Vernon shall
12 certify to the passage of this Resolution and thereupon and there-
13 after the same shall be in full force and effect.
14 ADOPTED AND APPROVED this 17th day of August, 1976.

VERNON FIRE DEPARTMENT ENGINE NO. 22
IN ACCORDANCE WITH SPECIFICATIONS NO. 404
Sealed proposals will be received by the CITY OF VERNON, CALIFORNIA
at the CITY CLERK'S OFFICE of said City at 4305 Santa FE;..Avenue,
Vernon, CaUforni a 90058, until 2 :00 p.m. on SEP f - 1::176 for
repowering of the City of Vernon Fire Department Engine No. 22 in
accordance with Specification No. 404 approved by said City. The
proposal will be publicly opened and read in the lunch room of the
Public Works facility located in the Northwest corner of the City
Hall property located at 4305 Santa Fe Avenue in the City of Vernon,
California, on the date and at the above mentioned time. Specifica-
tions may be obtained at the City Clerk's Office.

SPECIFICATIONS #404 FOR
REPOWERING FIRE ENGINE #22
Specifications prOVide for the repowering of City Fire Engine #22~
with a diesel automotive engine~ Cummins Custom Built ~10del #NTC-350~
350 H.P.~ 855 cubic inch~ 6 cylinder or equivalent, subject to City
approval~ complete with the following:
130 amp alternator, bracket and regulator.
12 volt starting motor.
air compressor.
Farr air cleaner.
Full flow oi 1 fil ter.
Single Stage fuel filter.
Water filter.
Fly wheel, with housing and fan.
The engin~ is presently powered by a 1091 Hall Scott gasoline engine
rated 324 horsepower at 2300 RPM and drives a triple combination 2000
GPM waterous pump.
The present electrical system is 12 volt and shall remain negative
ground system. City will furnish necessary batteries. Electrical knife
switch is to be replaced with a marine electrical perca1 switch to be
located on left hand side of Captain1s seat, accessible to the driver.
The present radiator refill and auxiliary system shall remain. It
may be modified as necessary and approved by the City. Cooling shall
comply with engine manufacturers specifications and include deaireation
system. Work to be done as follows:
SECTION A - ENGINE
1. Remove eXisting engine, all engine compartment wiring, stearn clean
and refinish engine compartment. Deliver old 1091 Hall Scott

engine to Vernon Fire Department garage.
2. Air filter shall be dry type, Farr, or City approved and shall be
installed in an area that will supply sufficient atmospheric air
to meet manufacturing engine specifications and to maintain adequate
cooling of engine.
3. Furnish and install Perry model water filter, disposable cartridge
type, acces'sible through compartment.
4. Modify or reconstruct the complete exhaust system including headers,
mufflers and tailpipes as necessary.
5. Purge and clean present fuel tank ready to accept diesel fuel.
6. Total diesel installation shall be made in a factory-like manner
to fully meet the required standards for fire apparatus, in qual ity,
performance, reliability and appearance.
SECTION B - CLUTCH
1. Remoye existing clutch.
2. Install new clutch, spicer, angle spring, 2 plate type twin disc
with brake clutch, or City approved equal. Clutch foot pressure
shall not exceed 40. pounds foot pressure.
SECTION C - PRE-HEATER UNIT
1. Kim, Jet or City appr~ved equal shall maintain approximately 100-140
degrees temperature. The pl ug-i n receptacl e shall be on the
driver's side of the vehicle with the receptacle matching the
standardized units of the Vernon Fire Department.
SECTION 0.- MISCELLANEOUS
1. Completed unit shall be road tested and the pump tested to quality
NFPA standards. Should pump require repair, contractor shall submit
a report on the cost and type of reapirs required for City approval.
Cost to make necessary repairs will not be a part of this bid.

3. Pump acceptance test to be conducted at Vernon Fire Department
Station #1,3375 Fruitland Avenue, Vernon, California, by success-
ful bidder.
4. Noise level of engine shall be reduced to meet current California
State Industrial Safety orders, Standards of Occupational Noise
Exposure.
5. All applicable Federal and California State standards for exhaust
omission shall be in conformity with standards required.
SECTION E - TRANSMISSION
1. Inspect and replace all worn parts of pump and road transmission
using parts supplied by original equipment manufacturer.
SECTION F - WATER TANK & TANK GAUGE
1. Replace present gauge.with MC tank level unit (lite unit). Inspect,
repair as necessary and coat water tank.
Installa~ion shall include all labor, materials and components required
to bring the pumper to National Fire Protection Association standards.
Installation and components shall be unconditionally guaranteed for a
period of one year. Price to include all applicable taxes, surcharges,
etc.
SECTION G - COMPRESSION RELEASE
Engine shall be equipped with a compression release.
SECTION H - HAND BRAKE SYSTEM
Remove old hand brake system and replace with a new maxi-spring brake
and valves.
Check and replace. gear shift linkage if necessary.
Bidder shall furnish shop manual for engine and parts manual for compon-
ents and parts numbers.
