2 A RESOLUTION OF INTENTION BY THE CITY COUNCIL OF THE CITY OF
VERNON TO APPROVE AN AMENDMENT TO CONTRACT BETWEEN THE BOARD OF
3 ADMINISTRATION OF THE PUBLIC EMPLOYEES' RETIREMENT SYSTEM AND THE
CITY COUNCIL OF THE CITY OF VERNON

5 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
6 WHEREAS, the Public Employees' Retirement Law permits the
7 participation of public agencies and their employees in the Public
8 Employees' Retirement System by the execution of a contract, and
9 sets forth the procedure by which said public agencies may elect
10 to subject themselves and their employees to amendments to said
11 law; and
12 WHEREAS, one of the steps in the procedure to amend this
13 contract is the adoption by the legislative body of the public
14 agency of a Resolution giving notice of its intention to approve
15 an amendment to said contract, which Resolution shall contain a
16 sunnnary of the change proposed in said Contract, and
17 WHEREAS, the following is a statement of the proposed
18 change:
19 Provide service credit up to four years for
20 any continuous military or merchant marine
21 service for safety members.
22 NOW, THEREFORE, BE IT RESOLVED:

SECTION 1: That the City Council of the City of Vernon
24 gives, and it does hereby give, notice of intention to approve an
25 amendment to the Contract between the City Council of the City of
26 Vernon and the Board of Administration of the Public Employees'
27 Retirement System, a copy of said amendment being attached hereto,
28 marked EXHIBIT "AI1 and by this reference made a part hereof.

SECTION 2: The City Clerk of the City of Vernon shall
certify to the passage of this Resolution and thereupon and

Yle are enclosing two copies of Resolution of Intention, Form 122, with a
copy of the proposed amendment, ll'orm 702, attached to each resolution to
provide Section 20930.3 (credit for military service) for safety members.
Form ACf-12, Certification of Governing Body's Action is also enclosed.
fo provide military service credit, the law requires that the employee will
pay contributions which he would have contributed plus interest and the
contributions wbich his employer would have made for service after the effective
date of the agency's contract with this System. 'fhe amount of these payments
is based upon the employee's contribution rate, the employer's contribution rate,
and the employee's compensation earnable at the time of the employee' sentry
into membership with your agency. Service prior to contract date would be
credi ted as prior service at no cost to the member. Additional cost to the agency
will emerge at future periodic valuations as employees claim and receive credit
for military service. Despite the payment features by the employee there would
be substantial increases in the agency's cost because the employer DII1st also pay
contributions to the extent the costs exceed the amount contributed by the member.
As soon as we receive one executed copy of the Resolution of Intention,
Certification of Governing Body's Action (Form ACf~2), we will forward
additional copies of the contraot and the ordinance necessary to oomplete
1qu:Jl gOverning body and DlU.st be deferred for at least twenty days after
adoption of the Resolution of Intention. The employee eleotion may be
scheduled for any date during the interval between the two actions of your
governing body.
Effective date of the contract oannot be earlier than. the beginning of a
payroll period following the effeotivi;ty of the final action of your
governing body.
