On November 16, 1976, the Fair Political Practices Commission
approved your City Council's Conflict of Interest Code without
revision. The enclosed Code is the officially approved document,
as indicated by the "Certification of Fair Political Practices
Commission Approval" stamp. The Code shall become effective
December 16, 1976, 30 days from the date of FPPC approval.

EXEMPTION REQUEST
The Commission will consider the California Heritage .
Preservation'Commission's request for exemption from the requ~rement
to submit a Conflict of Interest Code.
These Codes will be considered at a hearing to be held on
November 16, 17, and 18, 1976, at the Department of Consumer Affairs,
1020 N Street, Sacramento, California, at 10:00 a.m.
The Commission will review the above-referenced Conflict of
Interest Codes, proposed pursuant to Government Code S87300, which
designate, pursuant to Government Code S87302, employees 'who must
disclose certain investments, interests in real property and
income, and who must disqualify themselves from making or
participating in the making of certain governmental decisions.
Any interested person may present statements, arguments or
contentions, orally or in writing, relative to the review of
the proposed Codes.
Copies of the proposed Conflict of Interest Codes will be
available after November 2, 1976, for public inspection, and may be
obtained from the Fair'Political Practices Commission, llOO K
Street, Sacramento, California 94814, at a cost of $0.10 per page.

After a full hearing, the Fair Political Practices Commission,
upon its c~."n motion or at the instance of any interested person, will
approve, revise and approve, or return the pr~posed code to the
agency for revision and resubmission within 60 days, without further
notice.
Notwithstanding 552207 and 2231 of the Revenue and Taxation
',. ,
Code, there shall be no reimbursement for any new or increased
costs.to local government which may result from compliance with these
codes because:
(a) There are no new programs mandated on local.
entities by these codes, since the require-
ments described therein were mandated by the
Political Reform Act of 1974, thereby making
S2207(b) inapplicable;
-(b) In view of 52271, 52207(c) does not apply to
State statutes enacted by initiative enactment
subsequent to January I, 1973; anq
(c) Pursuant to 52271, a lo.cal agency may levy
a tax rate in addition to the maximum property.
