A,R.ESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON FIXING THE
COMPENSATION FOR CERTAIN EMPLOYEES OF SAID CITY AS OF JULY 1, 1977,
AUTHORIZING CERTAIN EXPENSE ALLOWANCES, AND REPEALING ALL RESOLU-
TIONS IN CONFLICT THEREWITH
THE 'CITY COUNCIL'OF THE CITY OF VERNON RESOLVES as follows:
SEOTION 1: Effective July 1, 1977, the following employees

.the compensation and, where authorized, the expense allowances as
hereinafter set forth:
(a) Department of Public Works, as in Schedule I.
(b) Fire Department, as in Schedule II .
(c) Police Department, as in Schedule III.
Cd) Department of Health and Environmental Control, as in
Schedule IV.
(e) Miscellaneous Departments, as in Schedule V.
Said Schedule I through V are" attached to this Resolution
and hereby incorporated as a part of this Resolution as though
herein;~set forth in full.
SECTION 3: The salaries herein set forth for the several
officers and employees of the City of Vernon, in the different
departments shall be in full force and effect ,from and after the
1st day of July, 1977.
SECTION 4: Wherever an allowance is made to any employee
for the use of his personal automobile, such allowance shall not

4 SECTION 5: " vacation policies for employees of the City of
5 Vernon are establi~hed and recited in Resolution No. 4l1S.

SECTION 6: In any salary period in which any full-time
7 empl..qy~es .'o~ tp.~' Ci:byof Vernon shall, for any reason, not work
8 full time, then the pay, salary, or compensation of such employee
9 shall be reduced on the following basis:

(a) Where any employee is paid on a monthly salary basis,
11 such employee shall be paid the amount produced by multiplying
12 the regular monthly salary by a fraction having as its denominator
13 the total number of working days in the calendar month (in accor-
14 dance with the regular work schedule of the employee in question)
15 and as its numerator the total number of days actually worked.
16 "Days actually workedlt, for the purpose of this computation
17 shall include excused and paid absences as hereafter provided
18 for, as well as legal holidays to which the employee is entitled
19 under his regular working schedule during the pay period in
20 que~tion and so long as he is employed by the City of Vernon.
21 Provided that, when such employee is hired or his employment is
22 terminated after the beginning or before the end of a salary
23 periOd, no salary shall be payable on account of any days precedin
24 such hiring, or for any days following such termination.

(b) Where an employee is paid on a daily basis, no
26 compensation shall be payable for any day or portion of a day
27 not worked.

(c) In either of the cases mentioned in subsections (a)

and (b) above, fractional parts of a day shall be computed on the
basis of aneight~l1our day, excepting members of the Fire Depart-
ment'who se:tV~on a twenty-four hour shift, and as to said latter
employees, fractional parts of a day shall be computed on the
basis of a twenty-four hour day.
(d) tiAbs~ncelf as used in this section shall include,
without being limited to, leaves of absence, suspensions, and
employees whose employment commences or terminates during a pay,
salary or wage period.
(e) As an exception to the general rules for deduction
or loss of pay for absences as above defined, any department head
may, for good cause as determined by such department head, certify
for full pay for any employee who has been absent during a pay,
salary or wage period.
Whenever a department head certifies for pay on
absence of an employee, he shall attach to the payroll demand a
statement of the reason for paying such employee while absent,
18 his monthly rate of pay, length of service with the City, and
19
number of days absent. The pay of employees for absent time shall

remain in the sole discretion of the City Council.
SECTION 7: The -City Council hereby makes the folloWing
statement of policy relative to salaries and classifications ,set
forth in this Resolution:

(a) Except asset forth in subsection (b) which follow~,
25
promotions or salary increases to higher grades are merit steps
26
only and shall bea:vailab1e to employees as recognition and r~Ward
27

for satisfactory services. The promotion or salary increase to
said higher grade shall remain in the sole discretion of the

(b) New employees shall start at the first step in the

special qualifications justifying a higher starting rate beyond
7 the first step or grade. New employees starting at the beginning
8 step or grade may be advanced to the second step or grade of their
9 salary range and said advancement shall be effective the first
10 day of the calendar month next fOllowing the satisfactory comple-
11 tion of their probationary employment, which is hereby fixed at
12 twelve (12) months.

(c) Promotions to the next step or grade, if granted, of
14 the employee's respective salary range shall be effective not
15 earlier than the first day of the calendar month next following
16 the completion of satisfactory service and the authorization of
17 said promotion. It is intended that such promotion be effective
18 the first (lst) day of the calendar month.

(d) The promotion of an employee shall not result in
20 reduction in pay, and the employee being promoted shall be classi-
21 fied in such manner that he receives the same or more pay for the
22 position to which he is promoted.

(e) This Resolution expresses the general wage and salary
24 policy of the City of Vernon, and in conjunction with the accom-
25 panying working conditions for employees of the City of Vernon
26 now existing it is deemed to be fair and adequate. It is not
27 anticipated that adjustments in said salary scales will be neces-
28 sary, except as to cases involving additional responsibilities,

SECTION 8: All Resolutions in conflict with this
3 Resolution No. 4487 are hereby repealed.

SECTtON9: The City Clerk of the City of Vernon shall
5 certify to the passage of this Resolution and thereupon and there-
6 after the same shall be in full force and effect.

Each Civil Engineer must possess a valid Certificate of
Registration as a Civil Engineer, which document is issued by the
California State~Board for Civil and Professional Engineers.
In addition to said salaries, the Director of Public Works,
the Civil Engineers and the Supervising Building Inspector (when
authorized in advance by the City Council) shall receive, when
each uses his own motor vehicle in the service of the City, an
additional sum of $80.00,per month; the Senior Building Inspectors,
the Construction Inspec=t:or and the person in charge of the
Industrial Waste Program shall receive, when each uses his own
motor vehicle in thesetvice of the City, an additional sum of
$105.00 per month; an,d the Civil Engineering ASSociates, the

I and II shall receive, when each uses his own vehicle in the

service of the City, an additional sum of $35.00, $55.00 or $80.00
per month, depending on which amount may be certified each month

use for that month.
The City shall not be responsible for repairs or any
additional costs for upkeep, fuel, lubrication, replacement in

whole or in part, or other expenses in connection with any such

Employees who have successfully completed the prescribed
Fireman MICU (Mobile Intensive Care Unit) Paramedic Training
Course and are assigned as Paramedics, shall receive $50.00- per
month in addition to their basic rate of pay.
All employees who hold a Fire Sciences Certificate or
have completed courses equivalent thereto shall receive an addi--
tional 2.5% per month of their basic salary.
Fire department personnel, with the exception of the Fire
Chief, the Assistant Fire Chief, shall be paid straight time pay
for overtime worked as certified to by the Fire Chief, for the
following reasons:

(a) Disasters such as major fires, civil disturbances,
and other emergency situations.
(b) Extraordinary circumstances requiring more than
ordinary law enforcement '. or fire protection staffing.
(c) TimeneceSisary to maintain budgeted post-position
coverage during vacancies or absences.

Eligible 8-hour Fire Department personnel shall be paid
an hourly rate for such additional work, computed by dividing the
monthly salary of the Employee by twenty (20), (hereby assuming a

When authorized in advance by the City Council, in addi-
tion to said salaries each officer or policeman shall receive an

In addition to said salaries, officers who have served
for the Department through their probationary period shall be
entitled to an additional two and one-half percent (2-1/2%)
increase in their basic salary for the Intermediate Certificate
issued by the California Peace Officers' Standard and Training
thereinafter called P.O.S.T.) and said officers who have completed
thei~'probationary period and who hold an Advanced:Certificate
trom P.O.S.T. shall receive a five percent (S%) 'increase from

In addition to said salaries, the City Clerk, the City
Treasurer and the Purchasing Agent shall each receive an additional
sum of $55.00 per month, when they use their own motor vehicles in
service to the City.
Outside of the sums as set forth herein,
the City shall not be responsible for repairs or any additional
costs for upkeep, fUel, lubrication, replacement in whole or in
part, or other expenses in connection with any such vehicles
beyond the amount set forth in this paragraph.
With the exception of the City Clerk-Director of Finance,
all personnel in the Miscellaneous Departments who are required
to work hours in addition to those regularly established for their
respective job classifications shall be paid an hourly rate for
such additional work which is computed by dividing the monthly
salary of the employee by 20 (hereby assuming a 20-day working
month in all cases) and paying at the rate of 1/8 of the quotient

so obtained for each hour of additional work.
