RESOLUTION NO. 4501
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON CONCURRING
WITH AMENDMENTS TO THE LOS ANGELES COUNTY SOLID WASTE MANAGEMENT

WHEREAS, the Nejed1y-Z'berg-Dills Solid Waste Management
and Res.ource Recovery Act of 1972 (hereafter referred to as the
Act) requires each county in cooperation with affected local juris.
dictions, to prepare a comprehensive, coordinated solid waste
management plan; and
WHEREAS, the County of Los Angeles has prepared a plan
for solid waste management in conformance with the Act; and

WHEREAS, the majority of the cities within the County
which contain a majority of the population. of the incorporated
area of the County approved the plan by resolution; and
WHEREAS, on June 24, 1976, said plan was submitted to
the State Solid Waste Management Board for approval; and

WHEREAS, the State Solid Waste Management Board partia11

(a) Amendment to the Los Angeles Solid Waste Management
Plan;

Los Angeles County Solid Waste Management Plan";
(c) Appendix AA - "Economic Information";
7 NOW, THEREFORE, BE IT RESOLVED. BY THE CITY COUNCIL OF
8 THE CITY OF VERNON,as follows:

SECTION 1: That the City Council of the City of Vernon
10 has reviewed and approved:

(a) Amendment to the Los Angeles County Solid Waste
Management Plan;
(b)
Appendix Z - "Amplification and Clarification of
the Los Angeles Couuty Solid Waste Man@gement Plan";

(c)
Appendix AA - "Economic Information"; and

concurs specifically with ,.the methodology enunciated in Item (b)
above to be use~by the ~olid Waste Management Committee in review-
ing new facilities to determine conformance with the plan.

Honorable Members:
The Nejedly-Z'berg-Di11s Solid Waste Management and Resource
Recovery Act requires each county, in cooperation with affected
local jurisdictions, to prepare a comprehensive coordinated
solid waste management plan. Los Angeles County prepared such
a plan and submitted it to the State Solid Waste Management
Board on December 10, 1976. Subsequently, the Solid Waste
Management Board found the plan to be inadequate and required
the County to prepare certain amendments, amplification, and
clarification concerning the contents of the solid waste
facilities element. The County Solid Waste Committee has com-
pleted the amendments and additions and this has been approved
by the Board of Supervisors.
We have reviewed the amendments and additions and discussed
them with the Los Angeles Division of the League of California
Cities, Independent Cities of Los Angeles County, and Central
Water Basin. These organizations have voiced no objections.
We, therefore, recommend to the City Council that it give favor-
able consideration to the adoption of Resolution #4451 concurring
with amendments to the Los Angeles County Solid Waste Management
Plan.
