1 RESOLUTION NO. 4518
2 A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF VERNON ESTABLISHING TEMPORARY
3 ADMINISTRATIVE PROCEDURES APPLICABLE TO
ALL DEPARTMENT HEADS, OFFICERS AND EMPLOYEES
4 OF THE CITY OF VERNON
5 WHEREAS, the City Council is presently considering the
6 adoption of an Ordinance reorganizing the City Clerk - Director
7 of Finance's Department, which said Ordinance would provide for
8 stronger administrative control by the Council within the City;
9 and,
10 WHEREAS, action has been deferred on said Ordinance
11 for further study and review; and,
12 WHEREAS, recently it has become apparent that there is
13 a need to coordinate the administration of council policy within
14 all departments.
15 NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
SECTION 1: That all department heads, officers and
16
17 employees of all departments be instructed to respond to the
18 City Clerk - Director of Finance, when requested, when said
19 request relates to any item that is placed on the Council's
20 agenda or on the agenda of any Council committee.
SECTION 2: That the City Clerk - Director of Finance,
21
22 be authorized to inquire of any department head or any employee
23 in any department respecting any documents or writings and shall
24 be entitled to obtain copies of same from the department head
25
or his official designate.
(Said documents or writings include
26 what is commonly referred to as official business records of the
27 City of Vernon being maintained in the custody of any employee

of any department within the City) .

SECTION 3: That every department head preparing a
3
study or report which is to be submitted to the council or a
4
council committee must submit said report in writing to the
5
City Clerk - Director of Finance at least three (3) business
6
days prior to the scheduled meeting in which such report is to
7
be submitted.

SECTION 4: Any recommendations relating to any per-
9 sonne 1 changes including,promotions, descipline, step increases
10 and acting positions, shall be submitted to the City Clerk -
11 Director of Finance for his recommendation prior to being
12 submitted to the City Council for final approval.

SECTION 5: Every department head shall consult with
14
the City Clerk - Director of Finance prior to approving sick pay
15
16
benefits for any City employee wherein said employee has received
sick pay for the immediately preceding two (2) consecutive work
17
days or a fire department employee who has received sick pay for
18
his immediately preceding shift assignment. In addition, all
19
department heads shall consult with the City Clerk - Director of
20
Finance prior to approving IOD clearances (returning to work from
21
IOD injuries).

SECTION 6: All department heads shall consult with the
23
City Attorney before any employee who has been off duty with an
IOD injury is allowed to report back to work (whether full time
24

duty, or light duty) and be placed on the active payroll.
SECTION 7: The City Clerk - Director of Finance shall
27
have the right to enforce provisions of this Resolution until
28
otherwise directed by the Council, or until an Ordinance or
