Resolution No. 4536 1 2 3 4 5 6 7 8 RESOLUTION NO. 4536 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON ESTABLISHING FEES FOR BUILDING, ELECTRICAL, PLUMBING, HEATING, VENTILATING, COOLING, REFRIGERATION AND FIRE PROTECTION PERMITS ISSUED BY THE CITY OF VERNON AND FOR SPECIAL INSPECT- IONS, CERTIFICATES OF OCCUPANCY, TEMP- ORARY USE OF COMMERCIAL COACHES, AND FOR REVIEW AND APPROVAL OF TENTATIVE PARCELS MAPS FOR DIVISION OF PROPERTY AND TO REPEAL RESOLUTION NO. 4462 9 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF VERNON 10 DOES RESOLVE AS FOLLOWS: 11 SECTION 1: (a) The fee to be collected for each 12 building, electrical, plumbing, heating, ventilating, cooling, 13 refrigeration and fire protection permit shall be as set forth in 14 Table l-A, and under certain conditions as set forth in Sections 15 6 and 7 of this Resolution. This fee shall be collected by the 16 City Clerk and deposited into the general fund of the City of 17 Vernon. 18 The determination of value or valuation may be made by 19 the Administrative Authority. 20 (b) When a plan is required to be submitted, a plan- 21 checking fee shall be paid to the City Clerk at the time of 22 submitting plans and specifications for checking. Said plan- 23 checking fee shall be equal to sixty-five percent (65%) of the 24 permit fee as set forth in Table l-A or as required under Section 25 5. 26 (c) The fees collected, as set forth above, shall 27 include fees collected for the Strong-Motion Instrumentation 28 Program of the State of California, as set forth in Chapter 8 of - 1 - 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Division 2 of the Public Resources Code. . The City Clerk of the City of Vernon is hereby directed to remit the portion .of the fees allocable for the Strong-Motion Instrumentation Program to the State of California in accordance with said Chapter. (d) In the event that any person shall have obtained a permit granted under Subsection (a) provisions, and no portion of the work or construction covered by such permit Shall have been commenced, or such permit shall have been cancelled without any work having been done, the permittee, upon presentation to the Administrative Authority, of a request therefor, in writing, shall be entitled to a refund equal to eighty percent (80%) of the fee ~ctually paid for such permit. The Administrative< Authority shall satisfy himself as to the right of such applicant to such refund, and each such refund shall be paid as provided by law for the payment of claims against the City of Vernon. (e) In the event that any person shall have paid a plan check fee as required under Subsection (b) provisions, and the proposed work, construction or project is cancelled prior to any plan check being performed, the applicant who paid the plan check fee, upon presentation to the Administrative Authority, of a request therefor, in writing, shall be entitled to a refund equal to one hundred percent (lOO%) of the fee actually paid for such a plan check. The Administrative Authority shall satisfy himself as to the right of such applicant to such refund, and each such refund shall be paid as provided by law for the payment of claims against the City of Vernon. SECTION 2: Whenever a special inspection is required or requested to determine compliance with the provisions of the - 2 - 1 Ordinances of the City of Vernon for a proposed use or occupancy 2 or for a Certificate of Occupancy, as required under Section 3 306 of the Uniform Building Code, 1976 Edition, an,inspection fee 4 shall be collected by the City Clerk as set forth in Table 2-A, 5 before the inspection will be made. This inspection fee is in 6 addition to any permit fees that may be applicable for work 7 required to comply with City ordinance. 8 SECTION 3: The inspection fee required prior to 9 temporary use of a commerical coach shall be One Hundred Dollars 10 ($100.00). Electrical and plumbing permit fees for said coach, 11 when applicable, shall be in addition thereto and in accordance 12 with Section 1 of this Resolution. 13 SECTION 4: Whenever a tentative parcel map is submit- 14 ted or required to be submitted for approval prior to the divisio 15 of any parcel of property, a fee of Fifty Dollars ($50.00) shall 16 be paid at the time of submittal. This fee shall be in addition 17 to any fees required by Section 2.5-3 of the Code of the City 18 of Vernon. 19 SECTION 5: Whenever fire protection hydraulic calcul- 20 ations are required to be submitted for review or for plan check, 21 or as a substantiation to an existing system, the fees to be paid 22 shall be required under Section 1, subsection (b), but in no case 23 less than $65.00. The permit fee to be paid shall be as set 24 forth in Table l-A. 25 SECTION 6: When a plan is required to be submitted 26 for checking for compliance with the State of California rules 27 and regulations for energy insulation standards for residential 28 buildings or submitted for checking for compliance with the State - 3 - 1 of California rules and regulations for energy conservation 2 standards for new non-residential buildings, a plan-checking fee 3 shall be paid to the. City Clerk at the time of submitting plans 4 and specifications for checking. Said plan-checking fee shall 5 be as required under Section 1, Subsection (b) plus an additional 6 twenty percent (20%) of the permit fee, with a minimum fee of 7 $100.00. 8 SECTION 7: The fees to be collected for each building 9 permi t in conjundt':iol1 wi th the energy insulation standards for 10 residential buildings and for the energy conservation standards 11 for nonresidential buildings shall be as required under Section 1, 12 Subsection (a), plus an additional ten percent (10%) of the permi 13 fee. 14 SECTION 8: A fee shall not be required for the issu- 15 ance of a permit to perform work in a structure designed and 16 used exclusively as an emergency fallout shelter. 17 SECTION 9: The City Clerk of the City of Vernon is 18 hereby directed to certify to the passage of this Resolution, 19 and following said certification this Resolution shall be in full 20 force and effect, commencing with the repeal of Resolution No. 21 4462, and thereafter the fees applicable for the issuance of the 22 permits, under Ordinances Nos. 874, 875, 876, 877, 878 and 859 23 shall be as set forth in this Resolution. 24 SECTION 10: Resolution No. 4462 and any other resolu- 25 tions inconsistent herewith is hereby repealed, effective as of 26 April 1, 1978. 27 II II 28 II II - 4 - 1 PASSED, APPROVED AND ADOPTED this 7th day of February, 2 1978. 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 ~'~ 1/I"JI,e..::z '.. The effective date for the adoption of the new resolution should be April 1, 1978, to allow time to publicize the new fee schedule to contractors and industry. Los Angeles City and Los Angeles County have just adopted new schedules and a building fee schedule comparison for various valuations is enclosed. TheTable2-A for special inspections has been simplified, but the mimimum fee has been increased. It is hoped that this proposed schedule could be used until the next Code adopt'ion period, approximately two years. I will be available to review this proposal with you at your convenience.
