Resolution No. 4538 " ~ ,..., .1 ....... r 1 RESOLUTION NO. 4538 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING THE EXECUTION OF 3 A CONTRACT BETWEEN THE CITY OF VERNON AND MEDEVAC, INC., FOR INTERIM PARAMEDIC SERVICES 4 AND DETERMINING THAT THE EXECUTION AND IMPLE- MENTATION OF SAID AGREEMENT WILL NOT HAVE ANY 5 ADVERSE EFFECT UPON THE WAGES, HOURS, OR WORK- ING CONDITIONS OF EMPLOYEES IN THE FIRE DEPART- 6 MENT OF THE CITY OF VERNON 7 WHEREAS, the City Council of the City of Vernon auth'" 8 orized Bruce V. Malkenhorst, City ClerklDirector of Finance and 9 David B. Brearley, City Attorney to negotiate a temporary 10 agreement with Medevac, Inc., for paramedic services; and 11 WHEREAS, the Vernon Firefighters Local 2312 has been 12 recognized as the successor to the Vernon Fireman's Association, 13 pursuant to Resolution No. 4027 of the City Council of the City 14 of Vernon; and 15 WHEREAS, the City's Municipal Employee Relations 16 Representative, Harry J. Keaton, (MERR), pursuant to Section 6 D 17 of Resolution 4027, orally advised representatives of Local 2312 18 that the City had determined to enter into an agreement with 19 Medevac, Inc., to provide paramedic services; and 20 WHEREAS, Richard J. Silber, Esq., attorney and principal 21 negotiator for Local 2312, orally and later confirmed by letter 22 dated February 11, 1978, in response to the MERR's previous 23 oral representation requested that the MERR meet and confer with 24 the Association concerning the proposed agreement with Medevac, 25 Inc., for paramedic services; and 26 WHEREAS, pursuant to Section 6 D of Resolution 4027, 27 the MERR and representatives of the City met and conferred with 28 representatives of Local 2312 on Wednesday, February 15, ~978p and - 1 - . "'-"f ,- I . . . 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 WHEREAS, the MERR during said negotiations declared an impasse and transmitted to the City Council a letter, dated February 17, 1978, attached hereto as Exhibit "A" and incorporated herein by this reference as though fully set forth at length, which explains said impasse. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS: SECTION 1: That the City Council of the City of Vernon does hereby determine that the decision to provide temporary paramedic services within the boundaries of the City of Vernon will not have any adverse effect upon the wages, hours, or working conditions of employees in the Fire Department of the City of Vernon. SECTION 2: That the City Council of the City of Vernon does hereby determine that the implementation of the agreement, attached hereto as Exhibit "B" and incorporated herein by this reference as though fully set forth at length, will not have any adverse effect upon the wages, hours, or working conditions of employees in the Fire Department of the City of Vernon. SECTION 3: That the City Council of the City of Vernon does hereby determine that any effect of said agreement, either its approval or implementation, is either of a beneficial nature or so minimal in character that it does not justify any increase in the compensation of any personnel. Mayor Malburg and Honorable Members of the City Council: I am in receipt of a letter, dated February 11, 1978, addressed to me and City Attorney, David Brearley, from Richard J. Silber, attorney and chief negotiator for the above-mentioned employee organization, a copy of which was mailed by Mr. Silber to the City Council and was, I understand, placed on the agenda for the City Council meeting. to beheld on February 22, 1978. Mr. Silber's letter though dated February 11th, was not received by me until Thursday, February 15th. Prior to that date, the Association had been orally ad- vised that, on February 7th, the City Council of Vernon had authorized the City Attorney and the City Clerk/Finance Director to draft an agreement upon terms approved by the Council for the provision of paramedic services by Medevac for a temporary periOd of time and on an emergency basis. D"'ECT NUHBE" OU" nl.E "UHBE" " ~ The Honorable City Council -2- February 17, 1978 I advised Mr. Silber in our oral conversation concerning this matter that he would receive formal written notifica- tion of the Council's action as soon as the minutes of the meeting of February 7th had been prepared which were not yet available to me. I also told him that, in my view, this temporary subcontracting of paramedic services would have no effect upon the wages, hours or working conditions of the employees represented by the Association, but that, if the Association disagreed with this conclusion, I would be prepared to meet and confer about any such claimed effect. I explained that the subcontracting would be without any prejudice to the ongoing general negotiations between the Association and me and, in particular, without any pre- judice to the rights of the Association to further meet and confer about the wages, hours and working conditions of paramedics to be employed by the Fire Department of the City if the City should decide to become, again, a provider of paramedic services. I explained to Mr. Silber that the opportunity to meet and confer was being afforded to the Association pursuant to Section 60 of Resolution 4027. Thereafter, at the request of the Association, a meeting was arranged between Mr. Silber and other represen- tatives of the Association and me, as Municipal Employee Relations Representative of the City, and other City of- ficials who comprised my negotiating team. The meeting was held on the morning of February 15th at which time Mr. Silber handed me a copy of his letter of February 11th (his mailed copy reached me after the meeting had concluded). At the meet and confer session, I reiterated the points made orally to Mr. Silber previously and related above. I also pointed out that the main objection raised in Mr. Silber's letter of February 11th -- namely, that Fire Department personnel would be asked to ride in the paramedic vehicle with Medevac personnel, was not part of the agreement proposed to Medevac. I also explained, on the record, that the meeting was beinq held in response to the oral request repeated in writing by letter of February 11th to meet and confer on the issue. I did state that I was only meeting and conferring concerning any contentions that the proposed Medevac agreement would affect wages, hours or working conditions and limited any meeting and conferring to those issues. I also provided the Association .. ~ .. The Honorable City Council -3- February 17, 1978 with a revised copy of the draft of the Medevac agreement for its information in connection with the meeting and con- ferring process. At the conclusion of the meeting, it was the Association's position, apart from attacking the validity of any such agreement which is not germane here, that the Medevac agreement did change wages, hours and working conditions for employees represented by the Association and that there should be unspecified substantial additional compensation for all such Association represented personnel while the Medevac contract was in effect. My position was that, particularly after discussing in some detail how Medevac would operate, there was clearly no adverse effect on the wages, hours or working conditions of employees re- presented by the Association and that I could, therefore, not justify recommending any increase in compensation for any personnel represented by the Association because of the services performed by Medevac. I asked the Association specifically whether if the issue whether the Medevac agree- ment affects the wages, hours or working conditions of Association-represented personnel could be put aside, the Association would be willing to agree that there would be no additional compensation paid to any employee represented by the Association as a result of such subcontract. The Association's answer was unequivocally negative and it made no counter-proposal except to repeat again that the agree- ment with Medevac should not be entered into and that, in- stead, the City should commit itself to become, again, ~ provider of paramedic services. This latter proposal was, of course, not responsive to the issue for which we were meeting. The Association's position was, therefore, at the conclusion of the meeting unequivocally that it was insisting upon additional compensation if the Medevac agreement was entered into, while it was my position that there would be no such additional compensation. Both positions were un- changeable. In my view, an impasse was reached as to this issue at the time or as demoninated in Resolution 4027, a failure to agree. As stated above, the meeting was held pursuant to Section 60 of Resolution 4027 in order to give th. Association an opportunity to meet and confer concerning a matter which it claimed to be within the scope of repre- sentation. The meeting was held as expeditiously as possible ... I, The Honorable City Council -4- February 17, 1978 under the circumstances, request for same having been re- ceived only four (4) working days before the meeting. I would recommend to the City Council that it re- solve the failure to agree as follows: In the event that the City Council should approve the temporary agreement with Medevac containing substantially the terms and provisions contained in the document submitted to the Association on February 15, 1978, the City Council should further determine that the implementation of such agreement will not have any adverse effect upon the wages, hours or workinq conditions of employees in the Fire De- partment of the City and that, if there is any such effect, it is either of a beneficial nature or so minimal in character that it does not justify any increase in the compensation of any personnel. I am making the foregoing recommendations with the assumption that the authorization of the Medevac agree- ment will in no way preclude or prejudice meeting and con- ferring with the Association for the terms and conditions of employment for employees represented by the Association who would be employed as paramedics in the event the City should determine to become again a provider of paramedic services. HJK/sel 1 2 3 4 AGREEMENT FOR MOBILE INTENSIVE CARE UNIT (MICU) PARM1EDIC SERVICES AND USE OF VEHICLE EQUIP~ENT AND FACILITIES THIS AGREEMENT, made and entered into this 21st day 5 of , 1978, by and between the CITY OF VERNON, February 6 (hereinafter referred to as "CITY"), and MEDEVAC, INC., (herein- 7 after referred to as "MEDEVAC"), to be effective and operational 8 7:30 A.M., February 22, 1978. 9 10 WIT N E SSE T H: --------- 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 WHEREAS, the CITY OF VERNON and the Vernon Firefighters Association, Local 2312, have been engaged in negotiations concerning a new Memorandum of Understanding which would, in part, concern itself with the delivery of paramedic services; and WHEREAS, on June 30, 1977, certain members of the Vernon Firefighters Association, Local 2312, refused to take the test for recertification; and WHEREAS, by reason of the aforementioned action, the CITY OF VERNON was required to discontinue it's paramedic program which had been operated by Fire Department personnel; and WHEREAS, the Vernon Chamber of Commerce has made it known, on numerous occasions and as recently as January 17, 1978, that they wish the CITY to institute a paramedic service on an interim emergency basis because of the need for paramedic services within the CITY OF VERNON especially in consideration of the fact that VERNON is primiarily an industrial city and said service provides a needed and necessary benefit; and - 1 - EXHIBIT "B" " 1 WHEREAS, CITY has a health and safety duty to its 2 inhabitants to provide emergency medical services for persons 3 injured in traffic and other violent accidents, and for incapac- 4 itated persons unable through themselves or their agents to 5 obtain medical attention in circumstances where there is need for 6 prompt action; and - 2 - 1 retained for such MICU Paramedic Ambulance Services as CITY may 2 require of it; and 3 WHEREAS, it has been mutually agreed upon that it is 4 desirable to allow MEDEVAC to utilize some of the CITY's 5 equipment and to house their personnel in Vernon Fire Station 6 #3 so as to perform the aforesaid services in a prompt and 7 efficient manner; and 8 NOW, THEREFORE, in consideration of these mutual 9 convenants, the parties hereto agree as follows: 10 I 11 CITY agrees to permit MEDEVAC to lease and occupy, 12 subject to this agreement, space and facilities with Fire 13 Station #3 of the City Fire Department. 14 15 II 16 MEDEVAC agrees to compensate CITY for the right to 17 occupy space within Station #3, at a nominal rental fee of $1.00 18 per month, payable in advance on the 22nd day of each month. 19 20 III 21 CITY agrees to permit MEDEVAC to lease and use CITY's 22 paramedic vehicle (License (E) 633712) subject to the following 23 terms and conditions: 24 (a) Said vehicle must be used within the CITY OF 25 VERNON only to service the paramedic service 26 requirement for the CITY OF ,VERNON and may not 27 be taken outside the CITY unless in connection 28 with a "transport requirement" in direct relation - 3 - , . 1 to a CITY OF VERNON paramedic service call. 2 3 (b) MEDEVAC shall attach to the CITY OF VERNON para- 4 medic vehicles sufficient insignia, etc., in 5 conformance with state law and paramedic service 6 requirement at its own expense. 7 8 (c) CITY shall perform or be responsible for the 9 expense of all necessary heavy maintenance and 10 shall supply all necessary gas, oil, and supplies 11 for said paramedic vehicle, however, MEDEVAC 12 personnel will be responsible for the condit~on 13 of said vehicle and for proper servicing of said 14 vehicle when necessary using reasonable care while 15 said vehicle is in their possession. Further, 16 MEDEVAC shall be responsible for all damages to 17 said vehicles caused by it's negligent maintenance 18 or operation. 19 20 (d) MEDEVAC agrees to compensate the CITY for the 21 right to lease and use said vehicle at a nominal 22 rate of $1.00 per month payable in advance on the 23 22nd day of each month. 24 m IV 26 CITY agrees to permit MEDEVAC to use the CITY's existing 27 paramedic equipment, supplies and inventory which is listed and 28 shown on the attached Exhibit "A", incorporated herein by this - 4 - , . 1 reference as though fully set forth at length, and said equipment 2 and paraphernalia must be used and maintained in a good and proper 3 condition while being used and in the possession of MEDEVAC 4 personnel and in the event of any loss or distruction due to 5 negligence, ~mDEVAC will reimburse CITY the reasonable cost of 6 said items. After termination hereof the equipment and supplies 7 will be returned to the CITY or replaced by MEDEVAC. 8 9 V 10 The term of the agreement shall be from February 22, 11 1978 through and including June 21, 1978. This shall be consid- 12 ered the minimum term of the agreement and neither the CITY nor 13 MEDEVAC will have the right or option to terminate said agreement 14 during said four (4) month period. However, in the event either 15 party wishes to terminate said agreement on June 21, 1978, or 16 thereafter, either party must give the other party a written 17 notice (registered letter) at least thirty (30) days prior to 18 said termination date indicating the intent to terminate. In 19 the event said agreement is not terminated, it shall continue 20 on a month to month basis and all charges and fees shall be 21 applicable on the same basis as provided for herein. However, 22 not withstanding the above, CITY shall have the right to 23 unilaterally terminate said agreement on five (5) days written 24 notice if MEDEVAC is in violation of the L.A. County MICU Rules 25 and Regulations. 26 ~ VI 28 Each party hereto acknowledges and recognizes the - 5 - ( . 1 vital community services each is providing and will as further 2 set forth in the attached Exhibit "B" incorporated herein by 3 this reference as though fully set forth at length, assist each 4 other in the fulfillment of their mission and responsibilities. 5 The relationship, under this agreement, between MEDEVAC and the 6 CITY Fire Department shall be that of guest and host. MEDEVAC 7 personnel shall be subordinate to the fire station commander on 8 all matters relating to the station maintenance, internal 9 security, training, and drills. 10 11 VI I 12 Each MICU paramedic amublance shall be staffed with a 13 driver and an attendant, both of whom shall wear uniforms 14 identifying such persons as employees of MEDEVAC. Both the 15 driver and attendant shall be trained in accordance with the 16 Wedworth-Townsend Paramedic Act and shall be certified by the 17 County of Los Angeles as MICU paramedics. The driver shall, in 18 addition, hold a current valid ambulance driver's certificate 19 issued by the State of California. 20 21 VIII 22 MEDEVAC shall, in each instance of an authorized call, 23 transport the injured party to the nearest available appropriate 24 hospital or emergency medical facility approved under the Los 25 Angeles County emergency aid program; provided, howev~r, that 26 nothing stated herein shall preclude the patient from specifying 27 a different hospital or other destination. 28 - 6 - . I 1 IX 2 MEDEVAC shall furnish said MICU paramedic ambulance 3 service to all places within the CITY's boundaries. In addition, 4 MEDEVAC further agrees to provide backup coverage at strategically 5 located positions during those times when the volume of paramedic 6 responses could reach a peak in any given area of the CITY. 7 Said backup unit must be provided with a ten (10) minute response 8 time for any call within the CITY's boundaries. 9 ro X 11 MEDEVAC shall furnish and maintain the following 12 policies of insurance: 13 (a) General Liability: 14 Such policy shall include but is not limited to 15 automobile, professional, and general liability 16 coverage. This policy's single limit liability 17 amount shall be not less than Two Million Dollars 18 ($2,000,000.00). W 20 (b) Workmen's Compensation: 21 A policy of Workmen's Compensation Insurance 22 Covering all its employees shall be in effect or 23 be self-insured with respect to such Workmen's 24 Compensation in accordance with the laws of the 25 State of California. ~ 27 XI 28 MEDEVAC shall indemnify and hold harmless the CITY OF - 7 - , . . 1 2 3 VERNON and its agents and employees from and against all claims, damages, losses and expenses including attorneys' fees arising out of or resulting from the performance of the service caused in 4 whole or in part by any negligent act or omission. of MEDEVAC, any 5 subcontractor, anyone directly or indirectly employed by any of 6 them or anyone for whom acts of them may be liable. 7 8 9 10 11 12 13 14 15 contained therein. 16 17 18 19 20 21 AJ?geles. 22 28 24 25 26 27 paramedic responses. 28 J. XII MEDEVAC shall maintain on file in the office of the City Clerk at all times a certificate evidencing such insurance coverage and naming CITY, its officers and employees as an additional insured, and provided herein that CITY shall receive thirty (30) days notice prior to any termination, modification, or cancellation, or any portion or all of the insurance coverage XIII MEDEVAC agrees to make provisions for maintaining a continuing education program for all employed MICU paramedics as required by the Department of Health Services, County of Los XIV MEDEVAC agrees to respond promptly and without delay on all paramedic calls received by the dispatcher. One such paramedic amublance will be committed to only CITY OF VERNON At such times when said paramedic ambulance is committed to a CITY paramedic response, and backup paramedic - 8 - . 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 service is unavailable, MEDEVAC will respond with an emergency ambulance staffed with Emergency Medical Technicians l's (~1T-l) on any subsequent backup call. At such times when all MEDEVAC ambulances are unavailable, MEDEVAC agrees to arrange for, at it's own expense, additional backup from other ambulance companies However, it is expressly understood that MEDEVAC agrees to provide a backup unit in accordance with Paragraph IX above and MEDEVAC must provide evidence of good and sufficient cause if said service is unavailable. Failure to demonstrate proper cause shall be sufficient ground at CITY option for immediate terminatio of this agreement. MEDEVAC further agrees to provide a proper MICU ambulance in the event the City's paramedic vehicle (License (E) 633712) is temporarily out of commission for any reason. XV MEDEVAC agrees to maintain a direct telephone line to the CITY dispatcher in order to provide an efficient and prompt response. XVI MEDEVAC further agrees to allow CITY officials to audit and review the operational expenditures incurred in provid- ing said paramedic services. MEDEVAC agrees that the books and documents, etc., shall be available to the CITY at any time said CITY demands for purposes of said audit and that MEDEVAC shall file financial reports with the CITY in sufficient form and content as determined necessary by the City Finance Director. - 9 - 1 2 XVII If the financial reports for the four (4) month period 3 provided for herein for paramedic services in VERNON reflect a 4 net income greater than seven and one-half percent (7 1/2%) of 5 gross income, MEDEVAC agrees to refund excess monies to the CITY. 6 Net income shall mean gross income from paramedic service in 7 VERNON, less taxes and operational expenses attributable to 8 operations in VERNON. For the purposes of a review and audit, 9 contractor will initiate accounting methods which separates 10 said paramedic services in VERNON from contractors entire 11 ambulance business as a whole. Such accounting methods are 12 subject to approval of the City Finance Director. 13 14 15 16 17 18 19 ~ ~ ~ ~ 24 25 ~ ~ 28 XVIII MEDEVAC agrees to provide service under the terms of this agreement at the same rates as reflected in Los Angeles County rate Ordinance 5860 as amended for standard ambulance transportation and related charges. In addition, a $25.00 fee shall be charged for the use of Telemetry Service. XIX MEDEVAC further agrees to provide paramedic stand-by at all major events or incidences and will respond to any fire and police incidences and will provide paramedic services to City employees at no charge to the CITY or the employee. XX MEDEVAC agrees to provide training to the CITY's - 10 - ., J ~ 1 firefighters in assisting paramedic operations, including drills, 2 as deemed necessary by the City's Fire Chief. 3 4 XXI 5 In support of said paramedic service, CITY agrees to 6 pay MEDEVAC a monthly service fee in advance in the amount of 7 Ten Thousand Four Hundred Twenty Two Dollars ($10,422.00). The 8 first payment due for said services shall be February 22, 1978. 9 Thereafter, MEDEVAC shall submit a monthly invoice for said 10 services, payment of which shall be acted upon at the first 11 meeting of the City Council occurring at least six (6) days after 12 the receipt of such statement. 13 14 XXI I 15 However, said service fee shall be reduced by the total 16 amount of Revenue received by MEDEVAC for all services performed 17 pursuant to this agreement. MEDEVAC shall provide CITY's Finance 18 Director a report with said monthly invoices crediting the CITY 19 with the amount of said revenue billed as a deductio8 for the 20 next month's service fee. In any event, it is the express intent 21 to reduce the CITY's service fee by the amount of revenue received 22 by MEDEVAC while performing this agreement. It is anticipated 28 that at termination MEDEVAC will pay CITY the amount of all 24 revenue not otherwise credited to CITY's account. 25 26 XXIII 27 CITY agrees to provide necessary manpower needed to 28 assist in cases of extrication, heart attack, crowd control, - 11 - .. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 and disasters as deemed necessary by CITY's Fire Chief. XXIV CITY shall continue utilization of its dispatcher for gathering necessary medical and location information and will promptly respond paramedic ambulances to the scene of medical emergency, where the need for such service is anticipated. XXV MEDEVAC shall not assign any portion of this agreement or the services to be rendered thereunder without the written consent first obtained from the CITY, and any assignment made contrary to the provisions of this Section shall serve to terminate this agreement at the option of the CITY and shall not convey any rights to the assignee. XXVI MEDEVAC agrees to equip each of its MICU paramedic ambulances with specialized equipment approved by the Department of Health Services, County of Los Angeles. This equipment shall include but is not limited to electrocardiograph oscilloscope, defibrillator, portable telemetry, portable suction apparatus, resuscitator, traction splint, and esophageal airway. However, it is contemplated that certain of the above indicated equipment is to be supplied by the CITY OF VERNON pursuant to and listed on the attached Exhibit "A", however, in the event of a backup vehicle being utilized in the CITY, said MICU paramed~c vehicle must be approved by the Department of Health Services, County of - 12 - '. 1 Los Angeles and contain the above mentioned equipment 2 3 4 XXVII It is hereby mutually agreed by both parties hereto 5 that certain administrative details as may be desirable or 6 necessary for the implementation of this agreement shall be, if 7 desired, or required by either party hereto, in written form 8 approved by CITY's Attorney and Finance Director and executed on 9 CITY's behalf by CITY's Fire Chief. Medevac shall furnish the Fire Chief with a 8 complete list of all certified paramedics to be employed by 9 Medevac in the City of Vernon. This list shall be kept current 10 at all times. 11 B. Medevac shall furnish the Fire Chief with a duty 12 roster, indicating the personnel assigned to the paramedic rescue 13 serving the City of Vernon. The Fire Chief or his authorized 14 representative shall have the authority to verify the duty 15 roster. 16 C. Medevac personnel will work the Vernon Fire Depart- 17 ment work schedule consisting of three twenty-four (24) hour 18 shifts, designated "A" Shift, "B" Shift and "C" Shift. 19 D. Medevac will supply a roster of personnel to work 20 on each shift. 21 E. Working hours are from 0730 hours to 0730 hours 22 the next day. 23 F. Officer or Acting Officers in charge of Station 24 shall be in charge of Paramedics. 25 G. Paramedics and Rescue will be stationed at Vernon 26 Fire Station #3. 27 H. Vernon Fire Department will furnish beds, clothing 28 locker, medical supply locker; refrigerator and cooking facilities B-1 . - . . .... . . ..-. . 1 are available at the Fire Station. 2 I. Whenever Paramedics are dispatched to emergency 3 incidents where Fire units are working, the Paramedics shall come 4 under the command of the Fire Department Officer or Acting Officer 5 in charge of the incident. It is understood that command does 6 not extend to medical treatment of patient(s). 7 J. Medevac personnel will participate in Station 8 care and maintenance which is not related to Fire conditions. 9 Exclusion of these duties shall be at the discretion of the 10 Officer in charge. 11 K. Paramedics are responsible for the daily care and 12 maintenance of Rescue Vehicle. (Not Mechanical) 13 14 COMMUNICATIONS PROCEDURE 16 The Vernon Fire Department Dispatcher shall initiate 16 each emergency medical call. 17 1. Over paging system with the following response: 18 "Rescue Only" followed with three (3) tones to Stations involved. 19 Will then give address, name of Company and, if possible, type of 20 incident. Receipt of alarm is acknowledged by "Acknowledge" 21 button. These buttons are located in different areas of Station. 22 2. Dispatcher will notify Medevac dispatcher over 23 direct telephone line of indident. 24 3. If rescue is not in the Station, he will be noti- 25 fied by radio as follows: Three tones - Vernon Rescue 1 - 26 address - Company and type of incident if possible. 27 4. If Rescue is in the field, they will notify Vernon 28 Dispatcher at time of leaving the Station and immediately upon B-2 ..:" - "-l ~~ ,~_.."'" .. . . . "-... 1 2 return to the Station. 5. Rescue shall acknowledge, "Rescue #1 on the Scene, 3 Vernon." immediately upon arrival. 4 5 6. Rescue shall let Dispatcher know if he is transport- ing patient or enroute to hospital or "Returning to Quarters" if 6 he is not transporting patient to hospital. 7 8 9 7. Rescue shall notify Dispatcher when he arrives at hospital. Due to radio reach, this may not be received. 8.
