RESOLUTION NO. 4544
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF VERNON APPOINTING THE CITY CLERKI
FINANCE DIRECTOR AS THE MUNICIPAL EMPLOYEE
RELATIONS REPRESENTATIVE
WHEREAS, The City Council of the City of Vernon adopted
6 on January 19, 1971, Resolution No. 4027 which was entitled

" A Resolution of the City Council of the City of
Vernon, Relating to Employer-Employee Relations
within the City of Vernon"i and
WHEREAS, Section 11 of said Resolution No. 4027 provides
11 that the City Council shall designate, by Resolution, a Municipal
12 Employee Relations Representative who shall be the City's
13 principal representative in all matters of employer-employee
14 relations, with authority to meet and confer in good faith on mat-
15 1t:P.e.:cSY' within the scope of representation, including wages, hours,
16 and other terms and conditions of employment. The Municipal.
17 Employee Relations Representative so designated, is authorized
18 to delegate his duties and responsibilitiesiand
19
WHEREAS, The City Council of the City of Vernon finds
20 and determines that it is necessary for the benefit of the City
21 that the City ClerklFinance Director assume the duties of the
22 Municipal Employee Relations Representative to include the duties
23 and obligations as provided for in Section 11 of Resolution No.
24 4 027 i and

WHEREAS, Bruce V. Malkenhorst was appointed by the
26 City Council of the City of Vernon effective July 1, 1977 as its
27 City Clerk! Finance Director.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
2 OF THE CITY OF VERNON AS FOLLOWS:

SECTION 1:
That the position of City ClerklFinance
4 Director be redefined so that it, in addition, incorporates the
5 position of the Municipal Employee Relations Representative with
6 the authority to discharge the duties and obligations provided
7 for in Section 11 of Resolution No. 4027, effective March 2, 1978.

SECTION 2:
That Bruce V. Malkenhorst, the present
9 City ClerklFinance Director, is hereby appointed to be the City's
10 Municipal Employee Relations Representative with the authority
,
11 to assume the duties and discharge the obligations of said
12 posi:tie:nc'": pursuant to and in accordance with Section 11 of said
13 Employer-Employee Resolution No. 4027, effective March 2, 1978.

SECTION 3:
That the City Clerk of the City of Vernon
15 shall verify to the passage of this Resolution and thereupon and
16 thereafter the same shall be in full force and effect.
