RESOLUTION NO. 4545
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF VERNON RETAINING RICHARD WHITMORE
AS ITS LABOR RELATIONS CONSULTANT
WHEREAS, Richard Whitmore is a licensed Attorney in the
5 State of California; and

WHEREAS, The City Council has adopted Resolution No.
7 4544 appointing the City ClerklFinance Director as its Municipal
8 Employee Relations Representative; and
9
WHEREAS, The City Council of the City of Vernon finds
10 and determines that it is necessary to provide specialized advice
11 to the Municipal Employee Relations Representative to assist him
12 in performing the duties and obligations imposed upon him
13 pursuant to Section 11 of Resolution 4027.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
15 VERNON RESOLVES AS FOLLOWS:

SECTION 1:
That the City Council of the City of Vernon
17 does hereby approve and retain Richard Whitmore as its Labor
18 Relations Consultant effective March 2, 1978.

SECTION 2:
That the City Council of the City of Vernon
20 does hereby approve and authorize payment for said services to be
21 at the rate of $65.00 per hour for actual hours expended for Labor
22 Relations advice, negotiations, and other general Labor Relations
23 matters; and the rate of $75.00 per hour for actual hours expende
24 for litigation or legal services directly related to litigation.

SECTION 3:
That Mr. Richard Whitmore will report
26 directly to Mr. Bruce V. Malkenhorst, the Municipal Employee
27 Relations Representative, (MERR) and shall receive instructions
28 and make his reports and communications accordingly. However, if

1 the contents or nature of said reports or instructions would be
2 in the nature of an attorney-client priviledge or work product
3 priviledgethen said reports and/or communications will be
4 directed to the City Attorney. The above procedures are to be
5 followed unless the City Council directs otherwise.

SECTION 4: That the City Clerk of the City of Vernon
7 shall certify to the passage of this Resolution and thereupon and
8 thereafter the same shall be in full force and effect.
