WHEREAS, the St.ate Legislature of the State of Cali-

fornia has passed a,~~~~:i:forniq,. P~Ql:t'c~aecords Act [Government
Code Section 6250-6260), which is applicable to public agencies;

and

WHEREAS, the City Clerk Department and other City
departments maintain certain records some of which may be defined
as "public records" pursuant to Government Code Section 6250-
6250; and
WHEREAS, the California Public Records Act requires
that those records falling under the purview of said act
be open for inspection by the public during norma.l office hours
of the office at which said records are located; and
WHEREAS, the City Council hereby finds and determines
that to inspect records or to determine whether said records
fall into the classification of public records and to allow the
inspection and reproduction of said records at the request of
public citizens causes the City to incur costs and expenses; and
WHEREAS, the City Council of the City of Vernon finds
and determines that the imposition of reasonable fees and costs
would be a fair and equitable way of allocating the cost of said
services; and
WHEREAS, Section 81008 of the Government Code provides

that a public agency may impose a fee of 10~ per page fOr re-
production of the specific recordsprovided~or in said section.

SECTION 1: That the Cit::yrCQuncil of the City of Vernon

4 does hereby find and determine that the recitals contained herein-
5 above are true and t:~trect.,

SECTION 2: That the City Council of the City of Vernon
7 does hereby establish and approve a fee of $5.00 per public
8 record for inspection and an additional fee of 10~ per page for
9 reproduction of said public record to be charged to the citizen
10 requesting the inspection and reproduction. However, any public
11 records filed pursuant to Section 81008 of the GoVernment Code
12 shall be reproduced at a charge of 10~ per page and the in-
13 spection fee shall be waived.

SECTION 3: That the City Council of the City of Vernon
hereby instructs all department heads to apply the fees pro-
vided for above and to select the individuals in their depart-
ment who will be designated the evaluator who will be required
to determine whether a particular business record is open for
public inspection or exempt pursuant to the laws .of the State of
California.
SECTION 4: That all. department heads shall prepare a
department policy for public access to records consistent with
the provisions of this Resolution.
SECTION 5: That the City Council of the City of Vernon
does hereby establish, in addition to the fees provided for
hereinabove, a certification fee of $1.00 to be applied when the
City Clerk is requested to certify a reproduced copy of a public
record as true and correct.
