RESOLUTION NO. 4559
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON APPROVING PURCHASING CONTRACT NO. 001
AND AUTHORIZING NOTICE INVITING SEALED PRO-
POSALS OR BIDS FOR SUPPLYING CITY HALL JANITORIAL
SERVICES IN ACCORDANCE WITH CONTRACT NO. 001
OF THE CITY OF VERNON
WHEREAS, the City of Vernon Purchasing C6ntract No. 001
was previously authorized on March 7, 1978 by Resolution No. 4551;
and
WHEREAS, bids submitted pursuant to said contract were
rejected by the City Council during its regular scheduled meeting
on Barch 21, '1978 i and
WHEREAS, the purchasing Department has presented a
revised City of Vernon Pprchasing Contract No. 001 for the pro-
viding of janitorial service for the City Halli and
WHEREAS, the City Council of the City of Vernon has
determined that it lS in the best interests of the City of Vernon
that said contract be awarded in accordance with applicable State
law.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF VERNON AS FOLLOWS:
SECTION 1: City of Vernon Purchasing Contract No. 001
is hereby approved by the City Council of the City of Vernon.
SECTION 2: The City Clerk of the City of Vernon is
hereby directed to file, in his office at the City Hall of the
City of Vernon, a copy of said Purchasing Contract.
SECTION 3: The City Clerk of the City of Vernon is
hereby directed to give notice in writing, inviting sealed pro-
posals or bids for providing City Hall Janitorial Service in

1 accordance with Purchasing Contract No. 001, and ln accordance
2 with this Resolution.

SECTION 4: There being no newspaper of general circula-
4 tion printed, published or circulated in the City of Vernon, the
5 City Clerk is hereby directed to post said notice, or to cause it
6 to be posted, ln three of the most public places in the City of
7 Vernon, to wit: The Northwest corner of 38th Street and Santa
8 Fe Avenue, the Northeast corner of Leonis Boulevard and Pacific
9 Boulevard, and on the bulletin board in the lobby of the City
10 Hall of the City of Vernon, located at 4305 Santa Fe Avenue, in
11 said City.

SECTION 5: The City Clerk of the City of Vernon is
13 hereby directed to post said notice forthwith and the first
14 posting of said notice shall not be less then ten (10) days before
15 the opening of the bids for the proposed Purchasing Contract.
16 Said notice shall provide that sealed proposals or bids will be
17 received by the City of Vernon at the office of the City Clerk of
18 the City, at the City Hall, 4305 Santa Fe Avenue, Vernon, CA 90058
19 until the hour of 2:00 p.m. on the 4th day of April, 1978 in
20 accordance with Purchasing Contract No. 001 approved by the City.

SECTION 6: The City Clerk of the City of Vernon shall

certify to the passage of this Resolution and thereupon and there-
23
after the same shall be in full force and effect.

THIS 21st day of March, 1978.

RE: CITY HALL JANITORIAL SERVICE CONTRACT '1001
The Purchasing Agent, City Clerk and the City Attorney, upon re-
viewing the protests made by Executive Suite Services and Korean Maintenance
Company against each of their respective bids, have found certain merit to
the stated allegations rece ived by the Purchasing Department.
It is the recommendation of the Purchasing Department that the bids
received be rejected by the City Council according to the City of Vernon
Ordinance No. 722; Section D--Purchasing System; and that the Purchasing
agent be allowed to readvertise for bids.
It is also requested that the Purchasing Agent be authorized to extend
the existing janitorial service contract No. 408 with Executive Suite Services
for a period of thirty days effective April I, 1978 to May I, 1978.
