A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON FINDING, DETERMINING AND DECLARING
THAT AFIRE PROTECTION EMERGENCY EXISTS WITH-
IN THE CITY OF VERNON AND REQUESTING THE OFFICE
OF EMERGENCY SERVICES TO PROVIDE FffiEPROTECTION

WHEREAS, members of.Vernon Fire Fighters' Association

participated in a~ "'job protective actr6h" at 7:30 o'clock, a., m., on August
23, 1978, by not reporting for duty as scheduled, thereby abandoning thceir
fire fighting responsibilities; and,
WHERKf\S, said job protective action has deprived the City of
Vernon of the fire fighting services of said members of the Association; and"
WHEREAS, the City of Vernon no longer has fire fighting per-
sonnel on duty to provide fire protection services to the properties located,
within the City's boundaries; and, :
WHEREAS, Section 1962 of the Government Code of the'State of
California provides that fire fighting organizations "shall not have therig~t
to strike, or to recognize a picket line of a labor organization while in tre
course of the performance of their official duties"; aild,
WHERE AS, the City Counc il of the City of Vernon hereby, fi,:ids

and determines that the actions taken by members of the Vernon Fire
Fighters Association, Local #2312 is a strike and is in direct violation of

Section 1962 of the Government Code; and,

'WHEREAS, Cityof Vernon Resolution 4027, Section 13(a) provides:

boundaries of the City of Vernon during. the pendency of the illegal actions
taken by members of Vernon Fire Fighters', Local #2312; and,

WHEREAS, the CityCouncH of the City of Vernon Ie reby finds,
determines and declares that there exists an emergency condition within the
City of Vernon caused by the members of Vernon Fire Fighters' Association,
participating in illegal activities by abandoning their fire fighting responsi-
bilities and duties.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF VERNON, AS FOLLOWS:
Sect~n 1.:.. That the City Council of the City of Vernon does hereby
find and determine that the recitals containEid hereinabove are true and
correct.

finds and determines that the City of Vernon is without fire protection
services.
